    THE WAR LOAN BILL.
The following is a copy of the 5250,000,000 loan
bill, reported by Mt. Stevens, from the Committee
of Ways and Means, and passed by the Mouse, on
Wednesday afternoon, by a vote of one hundred
and forty-nine to five :
.13e it enacted by the Senate and House of Brpre•
...mit:lmes of the Mated States of America in
Congress assembled,
That the Secretary of the Treasury be, and he is
hereby, authorised to bortow on the credit of the
United States, within twelve months from the pas
sage of this not, a sum not exceeding two hundred
and fifty millions of dollars, or so moot( thereof as
he may deem necessary for the public eervioe, for
which he is authorized to Issue certificates of cou
pons or registered stock, or treasury notes, in smelt
proportions of each as he may deem advisable;
the stock to bear interest not exceeding seven per
cent. per annum, payable -semi-annually, irre
deemable for twenty years, and after that period,
redeemable at the pleasure of the United States;
and the treasury notes to be of any denomina
tion fixed by the Secretary of the Treasury,
not less than fifty dollars, and to be paya
ble three years after date, with interest
at the rate of seven and three-tenths per cent. per
annum, payable annually on the notes of fifty dol
lars, and semi-annually on the notes of a larger
denomination. And the Secretary of the Treasury
may also issue, in exchange for coin and as part of
the above loan. or may pay for salaries or other
dues from the United States Treasury, notes of a
less denomination than fifty dollars, not bearing
interest, bat payable on demand by the Assistant
Treasurers of the United States, at Philadelphia,
New York, or Boston, or treasury notes bearing
interest at the rate of three and sixty-five hen
drodths per oent., and exchangeable at any time
for oertifiestes of stock or treasury notes for fifty
dollars and upwards leaned under the authority
of Ibis set, and bearing interest as specified above :
provided, that no such exchange of such notes in
any less amount than one hundred dollars shall be
made at any one time.
Sao. 2. And be it farther enacted, That the
treasury notes and certificates of stook issued un
der the provisions of this act shall be signed by
the First Comptroller or the Register of the Trea
sury, and by such other officer or of of the
Treasury as the Secretary of the Treasury may
designate, and all such obligations of the denomi
nation of fifty dollars and upwards shall be issued
under the seal of the Treasury Department. The
registered stook shall be transferable on the books
of the Treasury on delivery of the certificate, and
the coupon atook and treasury notes shall be trans
ferable by delivery. The interest coupons may be
signed by snob person or persona as may be de•
signated by the Secretary of the Treasury, who
shall fix the compensation for the same.
Sao. 3. And be it frcrther enacted, That the
Secretary of the Treasury shall cause books to be
opened for subscription to the treasury notes for
14 dollars and upwards, at such plaices as he may
designate in the United States, and under such
rules sod regulations as be may prescribe, to be
superintended by the Assistant Treasurers of the
United States at their respective localities, and at
other places by such depositaries, postmasters, and
other persons ae he may designate, notice thereof
being given in at least two daily papers of this
pity, and in one or more public newspapers pub
lished in the several places where subsoription
books may bo opened ; and subscription for snob
notes may be received from all persons who may
desire to subscribe, any law to the contrary not
withstanding; and if a larger amount shall be
subscribed in the aggregate than is required at one
time, the Secretary of the Treasury is authorized
to• receive the same, should he deem it advise
tageous to the public interest; and if not, he shall
accept the amount required by giving the
preference to the smaller subscriptions. And
the Secretary of the Treasury shall fix
the compensations of the public officers or
others designated for receiving such subsorip•
Lions ; provided, that for performing this or any
other duty in connection with this act, no com
pensation for servloes rendered shall be allowed or
paid to any public officer whose salary is estab
lished by law; and the Secretary of the Treasury
may also make such ether rules and regulations as
he may deem expedient touching the instalment
to bo paid on any subscription, at the time of sub
scribing, and further payments by instalments or
otherwise, and penalties for non-payment of any
instalment, and also concerning the receipt, depo
sit, and safe keeping of money received from'snoh
subscriptions, until the same can be placed in the
possession of the offioial depositaries of the Tree
eury, any law or laws to the contrary notwith
standing. And the Secretary of the Treasury ie
also authorised, if he ah.ll deem it expedient, be
fore opening books of subscription as above provi
ded, to exchange or coin, or pay for public does,
or for treasury notes of the issue of 23d December.

Sac. 4. And be sr farther enacted, That before
awarding any portion of the loan in Stock autho
rized by this act, the Secretary of the Treasury, if
he deem it advisable to issue proposals for the
same in the United States, shall give not less than
fifteen days' public notice in two or more of the
public newspapers in the city of Washington, and
in such other places of the United States as he may
deem advisable, designating the amount of snob
loan, the place, and the time np to which sealed
proposals will be received for the same, the pe
riods for the payment, and the amount of each in
stalment in which it is to be paid, and the penalty
for the non-payment of any such instalments, and
when and where such proposals shall be opened in
the .presence of snob persons as may choose to
attend; and the Secretary of the Treasury ia au
thorized to accept the most favored proposals
offered by responsible bidders : Provided, that
no offer shall be aooepted at leas than par.
Sac. 5. And be at further enacted, That the
Secretary of the Treasury may, if he deem it advi
sable, negotiate any portion of said loan, not ex
ceeding one hundred millions of dollars, in any
foreign country, and may issue bonds or certifi
cates of stook, for the amount thus negotiated
agreeably to um provisions of this cot. the interest
payable semi annually, either in the United States
or at any designated place in Europe. And be is
further authorized to appoint such agent or agents
as he may deem necessary for negotiating saoh
loan under his instructions and for paylog the in
terest on the same, and to fix the compensation of
such agent or agents, and shall prescribe to them
ail the rules, regulations, and modes under which
said loan shall be negotiated, and shall have
power to fix the rate of exchange at which the
principal shall be received from the contractors
fir the loan, and the exchange for the payment
of the interest in Europe shall be at the same rate.
SEC. 6. And be at farther enacted, That when•
ever any treasury notes of a denomination 1 003
than fifty dollars authorized to be issued by this
a.t shall have been redeemed, the Secretary of the
Treasury may reissue the same, or may oanool
them and issue new notes to an equal amount:
Provided, That the aggregate amount of stook and
treasury notes issued under the provisions of this
act shall never exceed the full amount authorized
by the fast section of this act, and the power to
issue or reissue snob notes shall cease and deter
mine after the 31st of December, 1862.
SIC. 7. And be it further enacted, That the
Secretary of the Treasury shall report to Congress,
immediately after the commencement of the next
session, the amount he has borrowed under the
provisions of this aot, of whom, and on what
.erms, with an 'abstract of all the proposals, de
signating those that have been accepted and Lose
that have been rejected, and the amount of stock
or treasury notes that have been issued for the
same.
Stsc. 8. And be it further, enacted, That the
faith of the United States Is .hereby solemnly
pledged for the payment of the interest and the
redemption of the principal of the loan authorised
by this ant, and for the full and punctual payment
of the interest the United States specially pledges
the duties of impost on tea, ccffee, anger, apices,
wines and liquors, and also such excise and other
internal duties or taxes as may be received into
the treasury.
Sac. 9. And be zt further enacted, That all the
provisions of the act entitled "An aot authorise
the issue of treasury notes," approved the 23d
day of Deoember, 1857, so far as the same can or
may be applied to the provisions of this act, and
not inconsistent therewith, are hereby revived or
re•enaoted.
Sic. 10. And best -further enacted, That to de
fray all the expenses that may , attend the extern-
Hon of this sot, the sum of two hundred thousand
dollars, or so much thereof as may be necessary,
be, and the same is hereby, appropriated, to be
paid out of any money in the treasury not other
wise appropriated.
GENERAL NEWS.

neously suppoeed, a modern invention. The Vene•
tins in the seventeenth century had many snob.
There is ono to be seen in the United Service Mu
seum, bearing the date of 1545, recovered from the
wreck of the Mary Rose, sunk at Spithead. Also
one of the time of Henry VIII. Sir Howard
Douglas mentions a small braes 4-pounder, with a
detached chamber for breech-loading, bearing the
di her of the Dutch East India Company, and an
other piece of brass ordnance of Dutch make, bear
•iig date 1050.
TErs late Count Cavour once made a visit to
Barclay 415 Perkins' brewery out of ouriosity to see
the place where Marshal Haynatt was flogged. He
was eo delighted that be could not refuse the hos
pitality of the brewers, 'who pressed upon him
the various kinds of malt liquor.. Be began with
mild porter, and went up to the strongest-stout ;
then renewed the attack on mild ale, and finished
with XXXX. All went well enough while he was
in the 000 l vaults, but, like many other people who
have gone , over thin remarkable brewery, when
he came into the open air he saw three or four
broughams instead of one.

Mcßae died on Sunday night, at Jefferson Bar-
racks, of hydrophobia. She was the wife of Major
Mcßae, commandant at the barracks. About two
months ago she was attacked by a ferocious dog,
thrown to the ground, and bitten on one of her
cheeks and brow. The dog was not known to be
mad at the time. On Sunday she wag taken
seriously ill with unmistakable symptama of hy
drophobia. The disease progressed with alarming
rapidity and terminated fatally on !Sunday night,
the patient dying in the greatest agony' -Se.

bonnet most in vogue. The trimmings are gene.
rally of black velvet, with bunches of • grass,
daisies, and other summer flowers. There are also
dress bonnets of figured tulle rind roses, with the
curtain of pink silk and tulle, straw-colored crape;
with a baby crown and a drum front, having be
tween the crown and the front a wreath of 'yellow
roses, from which falls a drooping feather on the
left side. These bonnets are often lined with a co
lored silt, which is very becoming.

beans, molasses, vinegar, and whisk".
The biscuit shall be* made) wholly from sweet super
fine flour, of the mabblacture of the year 1860 or 1861,
but shall in all cases be manufactured firm flour made
of the crop immediately preceding the dates of the re
quisitions for the same ; shall be properly baked;
thoroughly kiln-oyied, well pecked, and delivered free
of charge to. the. United States, in good, sound. well
dried. bright flour barrels, with the heads well secured.
The floor shalt be equal to the best Richmond and
Baltimore brands, and of the manufacture of wheat
grown in they ear 1861 or 1861, but shall in all cases be
manufactured from pure, sound, fresh-ground wheat
of the crop immediately preceding the dates of the re
quisition for the same;.shall be perfectly sweet. and in
a ll respects of the best quality ; and shall be delivered,
in good shipping order, tree of all charge to the United
States, in the best new. well-seasoned. '

and headings to be of red oak of the best quality;
strong and well hooped , 'with lining hoops around each
head ; two half-barrels to be considered as a barrel, and
not more than one-sixth of the required , quantity to be

. The rice shall he of the very best quality, and of the
crop immediately preceding the dates of the requisi
tions for the same.
The dried apples shall be of the best quality. and
shall be prepared by sue-dreier; only, and of the' orop
of the autumn immediately preceding the dates of the
requisitions for the same; and shall be delivered in
packages containing not more ,than three hundred
pounds-
The pickles shall be put in iron-bound oaakm the iron
hoops to be 1 inch wide and 1 26 inch think, and each
cask shall onntain one gallon of onions, one gallon of
peppers. and eight gallons of medium onoutnhens, folly
to the gallon, 'and the vegetables in each shall weigh
fifty-seven pounds, and they only be paid for; and each
cask ghat l then be filled with white wine vinegar of it
.least 42 degrees of strength, and equal to French vine
gar; and the oontractors shall warrant and guaranty
that the/. Will keep good and sound for at least two
years.
The iron hoops on the barrels containing -whisky,
molasses, vinegar, and pickles to be well painted with
red lead.
The sugar shall be dry and fit for puking, and equal
in quality to the best Havana brown.
The tea shallbe of good quality young hyson, and be
delivered in half and quarter oheets only. •
'she beans shall be of the very tAst Citialiti. White
beans, and shall be of the crop immediately preceding
the dates of the requisition for the same, 61 pounds to
be taken as one bushel.
The molasses shall be fully equal to the very best qua
lity of New Orleans molasses, and shall be delivered in
new, well-seasoned red-oak barrels, with white-pine
heads not lees than 13f-ineh thick; the staves not less
then s inch think; the barrels to De three-quarters
hoops and, in addition. to have four iron hoops. one
on each d..

and one on each chime 1.24-inoh in width and 1-16th mob
thick. and shall he thoroughly coopered and placed In

The vi hall be of the _firat quality. eenal to the
standard of the United States Pheirimitooptela. and shall
contain no other than amide •acid • and shall be deli
veredn barrels similar in all respects to those required
for mo lasses, with the exception that white-oak staves
and heads shall be substituted for red-oak staves and
white-pine heads, and shall be thoroughly coopered
and planed in the best shipping order. • • •
The whisky shall be made wholly from grain, loend
and merchantable, and be full first. proof according to
tit_e United Boatels custom-house standard, and shall be
dotleile rectified. It shall be delivered in Good, new t
sound, bright, three-quarters hooped, well-seasoned
white oak barrels , with white oak head", the heads to
be made of three - piece heading , and well piloted; the
staves not to be lees than Ranch thick, and the heads
not less than g -inch think; and each barrel shall be
000pered,in addition. with one three-Penny iron hoop
on each bilge IX inch in width, and 1-15th mon thick,
and one three-penny hoop on each chime. IX inch in
width, and 1-16th inoh thick, 14 per olegram. The
whole to be pet in good shipping order, free of all
charge to the United States. -
All the foregoing described articles, embracing casks,
barrels, half liexrels, and boxes, shall be subject to
spoh Inspection as the chief of the Bataan of Provi
sions and Clothing may direct. the inspecting officer to
be appointed by the Navy Department. All inspections
to be at the place of delivery. The ma may, however.-
be inspected at the place of manufacture, but will in all
case, be subjeot to a final inspection at the place of de
livery before the bills aresi geed therelor.
The prices of all the foregoing articles to be the same
throughout the year, and bidders may offer fdr one or
more articles; and his offer will be accepted for that
situate for which his proposal may be lowest.
Ail the casks. bartrele, and half barrels. 'boxes, or
packages shall be marked with their contents and the
contractor', name. All the barrels and half barrels of
Boer, bread, and pickles shall have. in addition to the
above, the year when manufactured or put up marked
Upon them.
The quantity of these articles whioh will be required
cannot be precisely stated. 'the contracts will there
fore be made, not for Specific quantities. but -for,suoh
quantities as the service may require to be delivered.
Contractors not reethitng at the place where d e m ee d ee
are required must establish agencies at snob pleoe, that
no delay may arise in furnishing what may be required ;
and when a contreetar fails promptly to comply with a
requisition the Chief of the I:tartan of Provisions and
Clothing shall be authorized to direct purohases to be
made to supply the deficuenoy. under the penalty to be
expressed in the contract; the reoerd of a requisition,
or a duplicate copy thereof, at the Bureau of Provisions
and Clothing, or at the navy yard aforesaid, shall be
evidence that such requuntion has been made and re
.

in case more than one artiole is contained in the offer,
the Chief of the Bureau will have the right to accept
one or more of the articles contained in snob offer. and
retest the remainder Vend bidders whose proposals are
accepted (and none others) will be forthwith ndtlfied,
and as early as praoticiable a contract will be trans
mitted to them for execution. which •oontraist mint be
returned to the bureau within five days, oscine ive of
the time required for the regular transmission of the
mail.
Two or more approved sureties. in a sum equal to the;
estimated amount of the respective contracts, will be
required, And twenty per °lantern In addition will be
withheld from the amount of all pilyMenil on account
thereof as collateral security, in addition, to secure
its performance, and not in any event to be paid until
it is in alt respects complied with ; eighty per cesium
of the amount of all deliveries made will be paid by

A record, or duplicate of the letter informing a bid
der of the acceptance of his proposal, _ will be deemed
a notification thereof, within the manning of the act of

formity with this understanding.
Every offer made must be aociorspetnied (as directed
in the act of Congrese making appropriations of the
naval service for IEI6-'47, approved 10th of August;
DY &written guarantee. signed by one or more re
sponsible persons, to the effect that he or they under
take that the bidder or bidders will, if his or their bid
be &merited, enter into an obligation within fire days,
with good and sufficient sureties, to furnish the sup
plies proposed. The bureau will not be obligated to con
sider any PrOPOBSI unless accompanied by the guarantee
required by jaw ; the competency of the guarantee to
be certified by the navy agent, district attorney, or col
lector of the customs.
