The soldiers partook of refreshments provided
for them at the foot of Washington street, by the
Sonthwatk committee, The Turners also pre
tested them with a handsome nag. The pre
rotation speeches were in (*SITAR!! The utmost
enthusiasm prevailed. After these matters had
been disposed of, the regiment started to match up
town before proceeding to the depot, but the colo

Sir m en together promptly if they got among
their friends At all events, he changed his plan,
and, proceeding out Christian street to Broad, be

At Turner Hall, near Third and Noble streets,

the eatables and drinkablee were left on band.
The Twenty ninth Regiment is known as the
Astor Regiment, from the foot that the meu were
uniformed at the expense of Hr. William B. Astor,
of NOW York.
The uniform of the regiment is a dark blue
jacket, light blue army pantaloons, and blue
fatigue cap. They are fully armed end equipped
The arms are the altered flint looks The men
wore sprigs of evergreen in their caps, which in
Germany is the emblem of riflemen. In addition
to these nearly every EMI had a bouquet of dowers
in the mueslis of his gun. In the ranks of this
regiment are many faces that bore the impress of
former campaigns, and the steady and easy gait
marked the veteran of bygone wars. Many of
the men have been in active service in Hungary,
Holstein, and in the Crimea, and nearly all have

is in sympathy with the National Administration,
and true to the country and its flag.

and men of all piratic, to Ignore party, we should
set the exempla, and show those Who have gone
ahroad to light oar betties that we at home are at
prase. Ile had no purpose to sorre l no party to
serve, and no candidate to serve. He came en
tirely unpiedged, and -he therefore presented
the following resolutions
MB. LOMINICAD'S BEROLBTIONS
lirkereas, The rebellion which atobitioes traitors
have Inaugurated against the Government of the
United States requires, for its annihilation, the
cordial union of ail good citizens and true patriots,
to rally to the support of the General Government,
for the preservation of our national exigent:a, and
the vindication of our intuited flag. And whereas,
at a oriole like this, when men of all shades of po
litioal opinion have nobly and simultaneously
rushed into the sauna with cur gallant soldiers:
and are ready to battle for our bomes, oar honor,
and our vary exietenoe, standing, as they now do,
faoe to facie with desperate and ferocious rebels,
we, who are left at borne, should bury past politi
cal differenoes, party raneore, and party strife,
and rally as one man to the support of the Govern
moot, recognizing in dl past political opponents
brothers of a common land, whose only emulation
ought to be, who shall moot unreservedly devote
himself to the glorious cause of his threatened
country : therefore.
Resolved, let. That in the opinion of the Peo
- party of Philadelphia, in the Second Con
gressional district of the Commonwealth of Penn
sylvania. it is inexpedient, unpatriotic, and de
emotive of the best interests of the whole country
and its imperilled future, for this Convention, or
the Convention of any political organization, to
make a party nomination for member of Congress
from this dis.riot to fill the vacancy occasioned by
the resignation of the Hon. Edward Joy Morrie.
Resolved .2d, That a oommittee of three be ap
pointed by the president of this Convention, to
wait upon the Conventions of the Democratic party,
and the Union Constitutional party of this district,
and ask their concurrence in the spirit of the above
preamble and resolution, and ask these Conven
tions for the appointment of a steelier committee
from their respective bodies, to confer with the /
committee appointed under this resolution for the
purpose of Uniting in presenting to the several con
ventions one gentleman, who shall be (should the
Conventions ratify the action of their committees)
the nominee of all the Conventions, and the nomi
nee of all the patriotic cod Union men of all par
ties in the Second district ; the only qnsliflcations
of each candidate to be unimpeaohable integrity,
established ability, and a diatinot pledge to dis
countenance all attempts, direct or Indirect, to
compromise with armed traitors; and to support
the National Administration in all measures here
tofore undertaken for the suppression of the pre
sent unnatural and unholy ineurreetion, and as a
representative to vote without stint, flinching, or
hesitation, all men and thney necessary to the
thorough, speedy, and utter Crushing out of the
unhallowed salmis of secession and rebellion, and
its wicked authors, thopgh to do it should require
a thousand million of money and a million of men.
Resolved 3.1. That this Convention does now
adjourn until Tuesday evening next, June 2itti,
1861, at eight and a half o'clock, to receive the
report of the committee hereby provided for.
In offering these resolutions he did not wish to
be understood as advocating the breaking up of
the organization of the People's party- He had
worked fer that party long and faithfully ; but
now we should all engage in a common cause and
put down the rebellion Now that the oleotion
bad boon inopportunely thrust upon us, it would
be a glorious thing to show the national character
of the struggle by ignoring party .
A resolution from the People's Association of the
Tenth ward was read. II eats forth that a candi
date should be selected "upon his merits, for his
capacity end integrity alone."
A Motion was made to lay the resolutions of Mr.
Longhand upon the table •
This motion gave rise to a warm discussion,
during whisk Mr. Loughead eloquently defended
his preamble and resolutions
The motion to lay on the table was subsequently
withdrawn, and the question then came up upon
the resolutions- They were considered separately.
The first resolution was voted down. The second
resolulou shared the same fate. The last resolu
tion was again amended to make it a simple mo
tion of adjournment until Tuesday evening. The
vote being taken, it was lost by a vote of 13 yeas to
20 nays.
The following gentlemen were then put in gene
ral nomination for Congress: Charles O'Neill, Wm
M Pomeroy, Isaao Haelehorst, William M. Bull,
William M. Meredith, and Morton McMichael.
A letter from Mr MoMiohael was read, in whieb
be declined to bee candidate if the Convention was
to be of a purely partisan character.
The letter was as follows:
Porzenzzonie, June 22, 1861.
DEAR SIR AO you were kind enough to nature
me that you and other gentlemen intended to vote
for me in the Congressional Convention of the Peo
ple's party, which is to meet this evening, it is right
that I should say that If the cotton of the Conven
tion is to be of a purely partisan oharaoter, I do
not desire my nenie to be presented to it. At this
juncture in our national affairs, when there should
be as near an approach to unanimity as it iff pos
sible to obtain, I regard it as a grave mistake to
renew political contests which, for the time at lona"
bad °nosed, esreoteur on the part of those who
claim to be the friends of the National Admittance
tion. Believing. as I do, that the General Govern
ment, which, under circumstances of the severest
trial, has shown a degree of vigor never hitherto sur
passed, is entitled to the earnest support of all good
citizens, 15111, not willing in any way to become an
into regnant in dividing that support-
Thanking you tor the friendly interest you have
manifested, I am, very truly, yours, Ito ,

Mr O'Neill was then nominated on the first bal
lot, the vote being es follows: O'Neill, 23; Pome

Tne result was greeted with loud °Rene. A mo•
tion to make the nomination unanimous was lost.
Mr. O'Neill was introduced to the Convention.
lie was addressed by the chairman, who informal
him of his nomination, and reminded bim that he
would be expeoted - to stand faithfully by the pre
sent Admintetration in the prosecution of the war
against this rebellion.
Mr O'Neill, in reply, pledged himself to atand
by the Government at all hazards in the event of
his election. lie :spoke at considerable length in
denunciation of the actors the rebellion, end
declared himself devoted to the work of crushing
out the insurrection. Re yielded to none in pa
triotism of , spirit, and in toe intention to help the
Government in this crisis. He was willing to sac
rifice every dollar and every man, if it was nem
silty. in support of the Administration in the pro
secution of the war.
At the close of Mr. O'Neill's speech the Conven
tion acjeurned. There was considerable excite
ment outside the building where the Convention
was held.
A " SELL" UPON TUE LOTTERY-POLICT MEN.
—A shrewd game has been practised upon the lot
tery policy coops of this city, whereby the It beak
ers' or bankers, lost in the neighborhood of
$3OOOO
Policy shops injure the 't legalised" lotteries,
inasmuch as the bettors in polimes do not buy lot
tery tickets. A lottery-policy is predicated upon a
lottery drawing, and the bettor wagers at odds
with the dealer that certain rows of figures will be
those drawn upon a stated day in a certain lottery.
To break up the lottery-policy dealers is is fre
quent aim of the lottery proprietors. They so ar
range matters at the drawing, that figures or rows
previously selected shall be drawn Upon these
they direct all their emissaries in the cities of the
Union to wager largely. Of course. the wagerers
win, and the entire capital of the polioy-dealer is
lost.
On this late occasion, the numbers seleeted were
4,11, 44, or " the washerwoman's gig," or row ;
so called because washerwomen are partial to
betting upon said row The losses in other cities
were : New York, $100,000; Boston, 40 000; Bal
timore, $35 000, eta. Of the results in Western
cities we have not heard; but as the game was
playedin all the policy shops in the Union, it is
orobable that "half a million dollars changed
hands. "Set a thief to catch a thief."
