PRESIDTAT'S INSTRUCTIONS TO PRIVATE ARMED
V2BBIIILB.
1. The tenor of your commission, under the act
of Congress entitled " Att ant recogoieing the ex•
!Blanes of war between the United States and the
Confederate States, pad concerning letters of
ma'que, prizes, and prise goods," a copy of which
Is hereto annexed, will be kept constantly lo your
view. The high seas referred to in your commis
-1510111, you will understand generally to wifer to the
low water mark ; but with the eeoeflion Of the

ance of using foresee "seduction with the view to
deprive sash vessels of their ore we, or the passer
gem other than persona in the military service of
the enemy.
3. Towards .enemy vessels and their crews you
are to proceed, in exercising the rights of' war, with
all the justice and humanity which characterize
this government and its citizens.
4. The master, and one or more of the Tirineipal
persons belonging to the captured vessels, are to
be sent, as soon after the capture as may be, to the
judge or judges of the proper court in the Confede
rate States, to be examined upon oath touching the
interest or property of the captured vessel, and her
lading ; and, at the same time, are to be delivered
to the judge or judges, all papers, charter parties,
bills of lading, letters, and other documents and
writings, found on board; and the said papers to
be proved by the affidavit of the commander of
the captured vessel, or some other person present
at the capture, to be produced as they were re
ceived, without fraud, addition, enbtraation, or
embezzlement.
5 Property, even of the enemy, is exempt from
misers on neutral vessels, unless it be oentrabod
of war.
If goods countraband of war are forted en air

oepted, and the vessel left at liberty to pursue its
voyage, unless the quantity of contraband goods
shall be greater than can be conveniently received
on board your vessel, in which case the neutral

The following artioles are declared by this So
vernment contraband of war, as well as all others
that are so declared by the laws of nations, viz :
AU arms and implements, serving for the pur•
pose of war by land or sea, such as cannons, mor
tars, guns, muskets, rifles, pistols, petards, bombe,
grenades, balls ' shot, shell, pikes. swords, bayo
nets, javelins, lances, horse furniture, holsters,
beim, and generally all other implements of war.
Also, timber for ship betiding, pitoh, tar, resin,
copper In sbeete, exile, hemp, cordage, and gene
rally whatever may serve directly to the equip
ment of VOBBOlO, wrought-iron and planks only
exempted.

forfeit their neutral character, and are liable to

Know all men by these presents : That we,

sand dollars, to the payment sobered', well and
truly to be made, we bind ourselves, our heirs.

The condition of this obligation is snob, that
whereas application has been made to the said
Confederate States of America, for the grant of a
commission or letter of marque and general re
prisals, authorizing to (Note 3) or vessel

the heroine of the Confederate States on the high
seas, against the United States of America, rte
ships and vessels, and those of its eitizens, during
the pendency of the war now existing between
the said Confederate States and the said United
States. •
How, if the owners, officers, and crews who shall
be omployed on board of sold vessel when commis
stoned shall observe the laws of the Confederate
States, and the instructions which shall be given
them according to law for the regulation of their
conduct. and shall satisfy alt damages and injuries
which shall be done or committed contrary to the
tenor thereof by snob vessel during her nommis
don, and shall deliver up said commission when
rertoked by the President of the Confederate States,
then this obligation shall be void, but otherwise
shall remain in foil force and effect

Markets.
PHILADZLPHIA, May 74, 1861
Apathy and dullness stilt characterize the *poi,-
Boos in Prodttaa generally, and etc markets fee
all the leading articles are in a very stagnant con:
dition. Qonroitron Bark is steady. O( Breadstuff's,
the sales have been moderate, and for Wheat
prisms are firm. Flour is also firm at the close, and
Corn and Oats are lower. Cotton continue' at a
stand still. Coal meets with a fair demand to go
East, bat Iron is neglected. In Groceries and
Provisions, there Is very little doing, and for the
latter prices are nearly nominal. Fish and Lum•
ber are very dull. For Fruit the demand is mode ,
rate. In Naval Stores, Oils, and Plaster, there is
very little doing. Rice and-Seeds are quiet. Of
Stilt, the arrivals have been large. Tallows, Teas,
and Tobacco arc firm, but quiet, end Wool and
Whisky are very inactive. The Dry Goods Trade
is pretty much over for the season, and has been
unanimity light an Compared with former years,
the sales being now mostly to fill the the contracts
for Army Clothing and Blatkets lately made,
which still command full prices. Cotton goods
generally are well held and arm, with light stooks
of most binds on sale.
The Breeden:di market is without much altera
tion, and rather quiet during the present week.
There is a little more firmness in Flour, but the
export demand continues limited, and prices with
ant any quotable change, the sales being mostly to
supply the home trade, at $5 50th 62X• fur eater
fins ; $575.6 for extra; $6 12i.6 76 for family;
and $7.7 25 per bbl for fanoybrande, as inquality.
Tne receipts are moderate, and tbe market rather
quiet at the close, with sales of 5i6 000 bbls to note,
part for shipment, at these rates, including 2,000
blots family on terms kept private, Rye Fleur is
dull, and freely offered at $.3 50 per bbl, with a
sale of 300 bb!s at that mate. Corn Meal is scarce,
and Penns. Meal is firmly held at $2.87i per bbl.
A sale of 850 bbls Brandywine was made on terms
kept private.
Valise —There is very little prime offering, for
which there ie a steady demand at former quota
ooze ; safes reach about 25,000. mostly at 136.513130
for fair to prime - Pain& red, afloat, including
choice do . and Delaware red at 1400, and Ken
tueliy whi , e on terms kept private ; we quore the
former at $1..35a1.37 and the latter at $1 40a1 60;!
as in quality, arid ch oicei lots scene. Rye steady
at 36..575, and the receipt, and sales of Pentisyhtl;.•
nia light. Corn is dud at the late-decline, and
prime Southern yellow is offered at 605623, the lab
ter afloat, without finding buyers; the receipts are
light ; *boat 10 000 bushels sold at the close at 60e,
Oats are Quit; about ES 000 buthelt *Dela
ware and Peens sold at 30.33 c, in store and in
ea rs; buyers now offer 30., for Willie iots.
PsoVISIO/111,-.—The market generally continues al
moat at a stand-aril land prices of moat kinds nearly
nominal Mess- Fork. galling in a small way only.
at $lB4lB 50, and oily mesa Beef at 515.16 per bbl
io, c on is dull at 119.1.23 for plain and fancy
Dams ; 9filoe for Sides, and 71.80 for Shoulders,
and the sales limited. Of green Meats the sales
aa• also light at 6.61 n for Shoulders in salt, 81,90
for Sides, and SAM for Hams in salt and Mottle.
Lard is held at 100 for tierces and barrele, and lle
for kegs • •the demand is moderate. Butter
moves off 'slowly at 8112....., per- lb, as in quality.
Cheese is steady at 3i.940 Eggs sell at 8e per
doses.
hiseAt.s.—There is very little demand for Pig
Iron, althorgh some large contracts for pipe have
lately been given out, and the only sale we hear
of is 600 tons Anthraoite, No. 2, at $l9 per ton,
Mg menthe—which is a deOline. The market is
unsettled. and prices ranee at $20.21 for No 1,
and $19.20 for No 2, on time, with small sales at
the latter rates. There is nothing doing in Scotch
Pig. Blooms and Boiler Iron are also quiet, sad
prices nominally upehanged. There is no altera
tion in Baia and Arils, and the transactions in
both are limited. Lead is dull and unsettled. An
arrival of 1,000 pigs Galena was taken on terms
'kept private. Copper is dull. We quote Sheath
ing 250. end Yellow Metal 184.190 per lb, on
thee. and yery little selling.
BART.— Qtereitron is arriving, and selling in a
mais ti way' t $26 50 for first No. 1, and $22.50 for
Ito. 3-

B as er, -,Brastiers Is fair, mostly to supply the
home demand, at previous quotations

to Liverpool on owners' account.

saleable, the season being about over, and no sales
have come under our notice.
natl.—The market oontinues very dull, with
jobbing. demand for Mackerel to note at $l4 and
$l6 far medium and large la ; $60.50 for nn.dions
2s ; $lO 50a11 for large do 'and $5 end $7 50a8
per barrel for 31, to 8120. Molded 'tarring
sell slowly at $2 50a3 per bbl. for old and new flab_
Of Dry Cod we hear of no sales.
FREIGHTS continue very inactive, and no en
gagements to London or Liverpool have been
made public.. West India freights are also quiet
at 33 to 40 far Sugar home from (Alba. Ito change
in Boston freights, awl business moderate. To the
South there is n othing doing Colliers meet with
a fair demand at 951 to New York ; $1 20 to Rhode
Island ; and $1 30 to $1.40 to Boston, from Port
itiohmond.
OnaNO —The demand has fallen off, the season
being nearly over, and there is no alteration to
note in prices.
Ham , is quiet and the manofastrtrers doing but
little
Hope.—Prim range at from 16a22c for new
crop Eastern and western, and very little doing ;
old Hope are unsaleable.
HIRES ern LEATHISA are quiet, and the former
*specially continues dull and negleoted.
LITHIUM —There Is no change in *bite or yellow
Pine Boards, and very little selling; Hemlock raft
Lumber .sells at 86a7 ; Laths and Pickets are
plenty, and prices unsettled and drooping, without
any salve made public.
Ptimiseas continues depressed and doll, and the
only sales we hear of are some small lots Cuba at
165200, and NeW Orleans at 32i350 on time.
NAVAL ISTORRS continue scarce and hi,th, with
a email business doing in Spirits of Turpentine at
7134305, RR to lots. No change in Rosin, Tar, and
Pitch, and the sales of the latter, mostly in a re
tail way, at previous quotations.
OlM—There is very little doing in Fish Oil,
and the market is dull and drooping. Lard Oil is
dull, and prices nearly nominal at 8.2,18 , 55. For
Linseed the demand is moderate, at equal to Ka
553, weight.

sales to establish quotations, and quote it nomi
nally at $2 25 per ton.
Rica romaine very intuitive, end the sales are
in a retail way only, at 6010 per lb.
SALT —The arrivals from Liverpool have been
large, and partly disposed of on terms kept pri
vate.
Ssans.--There is little or no Clover or Timothy
offering or selling, end prices are altogether nomi
nal. The same may be said of Flaxseed.
SPIRITB of all kinds continue doll and neglected,
but foreign is firmly held. Of domestic the
sales have been unusually light, the demand from
the South being entirely amended, For Whisky
the market is unsettled, and email business only
to note at 10al7o for bble, ldelfil for drudge, and
170 for hhds.
resists have been very quiet, the week's sales
only reaching some 200 or 300 Midi, chiefly for re
fined, at 4; .5:1 for Cuba, and 5.610 for fair to good
and prime Porto Rico, all on the usual terms.
TALLOW Is firm and rather more active, country
mailing at 81aSic, and city rendered at 919 per lb
Tonere° —There is very little doing either in
leaf or manufactured, the advanced rates now
current for the latter r cheoking . business. The
dealers generally are fairly supplied.
TEAR are firm, but very quiet, and the prices of
greens otintlatte steadily on the advance.
Woox..—There is-no change in the,market, ands
very limited buiness to note, the inquiry being
only for the medium and low grades =- small lots
selling at from 24370 per lb, cash, as in quality.
