The regula tions of the army provide for excellent medical at tendance. Many noble-minded ladies will un doubtedly be Maud to volunteer as nurses to the sick and wounded defenders of their country as soon as the necessity exists; bet one branch of ouch service, I believe, has as yet been entirely over looked—l mean that of pharmaceutists, of field apotheeartes The preparation of medicines is en trusted to the care of the younger surgeons, who, notwithstanding their efficiency in their proper Sphere, scarcely possess the qualifioationa and the requisite experience in this. In the larger cities it may be easy enough to always obtain a sufficient supply of good medicines; but in the interior country, in the camp, or on baard of ships, the pre paration of medicines from the crude drugs will frequently be found necessary. To the various European armies, a corps of apothecaries Is attached. In France an imperial decree was made April 23, 1859, regulating the medical staff of the French army. The surgeons and apothecaries receive the pay of the corps of engineers, and the pharmactens militatires com prise 159 men—namely, one Taspecteur, with 10,000 francs and 1,200 francs service ; five prin espaure of lot class, with 6,250 franos and 960 francs service ; five prineipAux of 21 class, with 5,390 trance and 840 francs service ; thirty-aix majors of Ist class, with 4,500 francs and 720 francs eer vice forty-six majors of 21 elate, with 2,950 francs ; fifty-five azde•majors of let class, with 2,000 francs; fifteen aide-majors of 23 class, with 1,800 franos—the last three each with 360 francs service. Oar colleges of pharmacy yearly send out a num ber of graduates, all practioal young men. PRILADELPRIA, April 19,1861 Startling" Rumors from Fort _PielAens, TRNIEDIRAL GARRISON SAID Tti NATE °WIRD The following statement of the commenoement of hostilities at Fort Pickens appears in the Cin cinnati Cammercual of Monday. We give it mere ly as a rumor, and it is needless to add that it nee& oonfirmation. It must be , xemembered, however, that the Southern lines of telegraph are wholly , in posses sion of the rebels, and that no despatches have reacted us from Use South this week : On Saturday, n. gentleman direct from Mem phis by railroad, pissed through the city, on hie way to New York. Be left Memphis on Friday, and says he saw a private despatch there, stating that on Thursday Lient Slemmer, of Fort Piekens, had ordered the Confederate troops to stop throw ing up batteries with which to bombard him. They declined obedience and be opened fire up on them, end in the course of the first day's firing three hundred of tharn were killed. The deepatch was not permitted to be published in Memphis. It will be remembered that we have not had a word by telegraph from Fort Pickens for some time, while it is known that Fort Piekena has been reinforced, and its commander directed to cause the building of sand batteries to cease. The °bums are that there has been—and perhaps still is—a desperate struggle between Pickens and the hostile forts and batteries. The fact that we hear nothing of it from the South certainly doss not in dicate Southern success. FINANCIAL AND COMMERCIAL. The Money Market. PHILADELPHIA, April 24, 1861 Reading Railroad shares lost the advance noted yesterday at to-day's Stook Board, and declined to 151. City loans sold at 9L for the old issue, and 98 was the price for the new. Little Schuylkill Railroad sold between boards at 10. Camden and Amboy shares receded to 108, though vory few shares were offered. The better kinds of railroad stocks and first mortgage bonds maintain previous quotations. The Evening Bulletin, in noticing the fact that it is contemplated by the officers of the New York oily banks to make a common stock of their specie, as they did in the oriels of last year, and place it at the disposal of the goverment to anstain its war operations, makes a suggestion which we cordially approve. The Bulletin says We suggest that the Philadelphia banks imi tate this patriotic example: - They have now near ly seven millions in coin in their vaults, which Is much more than is needed for bneiness purposes, and when united in one fund it may be far more useful than when divided among a dozen or more institutions." A reference to our local columns will show oar readers the details of the oapture of a large quantity of counterfeit bills on the Merchants' Bank of Norwich, Connecticut, and on the Bank of North Anterhia, Norwich, Conneotiout. The Merchants' Bank note has a vignette of a train of oars at the left of the figure 5 ; on the right end a ship coming " bows on " to the speotator, under sail, and on the left a portrait of a gentleman, beneath the word "Five," in an engraved circle. The signatures, Wm. Williams, ?rest., and Joel W. White, Cashler,'are very well done. We ad vise our readers to refuse all notes on bothof these banks. One reason for the falling of of the coal ton nage may be found in the following extract from a private letter, dated Shamokin, April 22, 1861 : * "'Shamokin is to a perfect state of fermentation.
