We deeply - resist to announce the resignation,

It is well known that Mr. Thompson differed
from- the President in reference to that portion of
his lad annual message which related to Federal

that, in view of the feet that the President de

of coercing States which might resolve to with

right of secession, .practically the policy of the
Government would not be hostile to the Routh—

Pere.—Some days me, the table of
month
to bloyamensint Prisen for etch month doting
1860 wee mittlialied. We Rave in The Press of the
day an abstraot of the seine; but the inanortanee
of the report, eaggefitive'ae it la of grave foots, en.
Utica it to further, notices. During the year 1800,
, the number of conadittments was 20,809 This la
truly a fearful proportion of criminals in a city of
less than 600,000 inhabitants. About one man in
thirty of tae whole - number of. citizens bee been
guilty of some penal effenoe, whereby his liberty
has been forfeited. To other words, at r linst one
family out of five has had one criminal member
taken
,froin its threshold, and were the apportion.
meat Or tem egitel with midi indpildual, the ex
pense of maintaining one prisoner would devolve
upon every thirty ethane
Perhaps the• influences of temperature may ox
en:llse & salutary or pernicious afoot upon crime.
•We find from the table that the largest number of
commitments occurred in the month of July
(2,001); the second largest in the inenth of tem.
tember (2.059) t and the third in the month of An.
gust (1,981) Thus, the two sultry months of sum
mer and the first of autumn are prolific in other
than phyalcal spheres. From October forward,
I the number of Commitment/1 ate Materially, but
gradually, loosened Until February and April,
when the whole numbers are only 1,386 and 1,285.
In the latter case, there Is a relative difference of
I 776 between it and the commitments for July.
I One can' trace from the cold up to the sultry
months a beautiful scomeamion 9f figures Thee,
the figures rlso as folloets, until we retch July :
January, 1.394; February, 1,386; Match, 1 578;
April, 1,905 - ; May, 1,653; June, 1,807 For the
months Of July, August, and September, tho num•
bars do not greatly vary. They deolhe gradually
to December, thus: October, 1,910; November,
1,884; December, 1,793,
If from the. figures any argument can be de
doted, It is that seasons of poverty, cold, and un
employment are not productive of inoreased crime,
as is generally supposed. The statement seems
rather to be, that the heat-tittle, when the blood is
warm and stirring like all organ'', life, impels to
violations of law. Thus, in July, there were 760
breaches of the Peace, and in February but 479.
In September, there were 938 commitments for in
toxioation ; in January, only 176 In July, there
were 236 eases of essanit end battery; In Doesem•
her, only 137. In September, there were 14 cases
of burglary; in January only ti, but in December
12 The commitments for robbery and stealing
were greatest during Maher, November, and Do.
comber. The number of vagrants does net pa:-
cepeibly differ in any two consecutive months.
If it be said that intoxication enlarges the amount
of crime in slimmer, the table will reply that
such does not seem to be the ease • is July, three
tippling house keepers were comm itted; in August
and September none, while there were commit
ment, of the same during all the menthe of winter.
Of the 20,809 total commitments for the year, the
greatest number, 7,246, was of disorderlies ; intoxi
cation, 3,749, follows in the sedond order. and as
sault and battery, 3.081, takes the third piece.
The number of vagrants was 3,711, and of petty
thieve" 1,295. We have, after these formidable
numbers, no crimes so apparently universal in elm
ranter. • There were 1,319 potty Misdemeanor",
under the heads' of abuse, threatening. eta. We
de not notice a solitary instance of commitment for
gambling, dealing in lottery policies, or publie
prostitution.
In crimes involving premeditated villainy and
some expertness, we have: Bigamy 16; conspiracy
48; wife•benting and desertion 103; defrauding
and cheating 105, and counterfeiting 73. There I
were eleven commitments for periary, and one for
profanity. There were alio twenty commitment'
for murder. The oases of criminal indulgence,
under the heads of fornication, indecency, Jo.,
wore 155 There were 38 receivers of stolen goods,
and 24 oommitmentle for arson
Under the fearful total of 20,809 are there not
end and wore] seoreoles ! There are some names,
not known to the great city, but written on those
prison books, of young Mindere who have slept in
the cell for the lint time, but not the last. See.
oeeding years will Mill enumerate them—wretched
women and dissolute youths, the fountains of
whose team have long been dry. Tears still patter
for them over the spotted thresholds of child
hoed, and the infamy they have entailed upon the
loving and innocent, no prison documents can tell.
They have gone down with that great army of
men and women, twenty thousand eight hundred
and nine! All these, too blind end dumb to know
that honesty end uprightness are the best policies ;
too lame lb walk where th 6 virtuous netrle, and
going band in hand with pasalon, even onto prison.
When, in the long and—if slob ever be—this pH
can report stands accredited, at the great account,
to deliver up its !matte, will there berm team?
