The - Scientific American, In discussing the ef
fects of secession upon patents, argues that the
nature of a patent consisting of an agreement be
tween the inventor and the people of all the States,
secures to hint the exclusive sale and manufacture
of his invention on condition of his revealing it, it
will be to the interest of the seceding States to con
tinue the compact. They are a general benefit,
and all derive as equal advantage from them.
Whatever jeelouaies have Mina from other causes,
none have been entertained respecting patents.
Past history and considerations of sound policy
warrent . the conclusion that existing patent rights
wlll - be maintained; the seal of any seceding
State perhaps being required, to give them va
lidity within its junedlotion.,
In colOnial times the several Assemblies grant
ed patents, by special eats,- and sometimes the
king granted - patents for all the eolenies. There
were constant conflicts between the dividing lines
of patent jurisdiction, and to obtain fall pro
teetion it was neceesary to obtain a special grant
in each colony. ' When the Colonies resolved them
selves into States, they all felt the inconvenience
of the old modes, and yielded to the General Go
vernment the power of granting patents ender the
Conetibitiop,- with an alacrity greater than they
exhibited, in parting with any other privilege
Virginia took the lead in this 'movement, and to
Jefferson we owe the present confederative system
of patents.
GENERAL, NEWS.
FREE-NEC/BO LAW IN IKENTUOICT.—The free
negro law passed by the last General Assembly; of
Kentucky, which wont into affect on the let of
Jannary,"provides that hereafter no slave shall be
emancipated unless ample security be given for
his removal from the State within nine_ty days ;
that any free negro or mulatto entering Kentucky
with the intention of remaining shall be Impri
soned in the penitentiary for not less than six
years; any free negro or mulatto, not resident of
the State, entering it for any purpose whatever,
shall be imprisoned for not leas than one nor more
than Eve years; such convicts, after serving out
ono-fourth their time of fontanel), may be dis
charged upon giving good &clarity to leave the
Commonwealth within ten days ; a return to the
State, after a discharge under the foregoing pro
visions, is made punishable with imprisonment - for
life; free negroes or mulattoes who leave Ken
tuoky to go to a nmaelavehalding Slate, will• be
deemed to have forfeited their residence in the
former, excepting those employed on board steam
boats ; free negroes or =tattoos who anal keep a
disorderly house, or be without the means of earn- .
tug an honest support, shall be sold into servitude
for not leas than two nor more than ten years; free
negroes or mulattoes above the age of twenty-one
may make °holee of an owner, who, upon comply
ing with certain provisions, becomes the owner of
such slave for life.
THE EXPLOSION OF THE OIL WOHISS AT
New 13NDFORD.—The explosion of the Oil Works
in New Bedford, on Monday last, used for refining
petroleum, or Pennsylvania oil, was caused by the
Ignition of a match in a department where the gas
was escaping. Bo violent was the concussion of
the explosion, that it wee felt a distance of six
miles. -The remains of the unfortunate men who
wore killed by the explosion, named James
Downey and David Welch, when found, were
literally horned to a crisp, and the only means of
identification was by the buttons upon the clothes
of one of the mon. The top of Weloh'e head was
blown completely off. Ile was about 35 years of
age, and leaves a wife and five children. Both
men bore good characters, and were considered
very careful men about the works. The loss 000 ti,
stoned by the explosion and fire will amount to
about $5,000, on which there is no insurance.
A Now FERN= Ygsepa gun,
boat, en a new model, passed through Toulouse
recently, doming from Bordeaux, and proceeded to
Toulon, where she is to be prepared for sea This
boat is constructed on an entirely new model, of
which the plan is said to have been given by the
Emperor.- It is composed of steel plates, and will
be - propelled by two screws, set in motion by a
machine of
-fourteen -horse power. It will carry
but one piece of cannon. The boat is shaped like
a tortoise. The month of the cannon will pass just
over tho beak of the doh, which will present an
inclined plane to the enemy, over which the balls
will slide. The orew will be completely sheltered
under this roof, of which the force of resistance is
so well calculated that the Wiriest shot or shell
cannot injure it.
WHAT TIM LADIES CAN DO.—ln reply to
many inquiries from our friends, we would say
that they can serve the State at present by pre
paring roller bandages, three and four inches
wide, els yards long, of cloth. They will be ac
ceptable to the surgeon-general's department. It
has also been suggested toys that, in anticipation
of the casualties which we have every reason to
fear may occur at no distant period, the daughters
of Carolina prepare lint in abundance, which can
easily bo obtained by the unravelling of old linen.
In the event of any collision, the comfort of the
wounded would imperatively demand this pro

Chambirletn'a office a small folio volume, written
about; the — year 1839, containing a great deal of
curious information respecting masques and old
English plop performed before theaconrt. There
is no notice of Shakapeare in It, but there are
very'enrious serape about Ben Jenson, Inigo Jones,
and other Illustrious characters. As this volume Is
of no nee where it is, The Athenmum proposes that
It should bo sent to the British Museum.
IN Henderson county, Tennessee, recently,
J. IL Prioe- passed one of his negroes, who was
splitting rails in a field. Ha saw the negro idling
away his time, and undertook to whip him, when
the negro streak him with a billet of wood, then
took a knife from his pocket and out his master's
throat. The slave was arrosts,d soon after, having
confessed to the crime, was tried, and banged by
tho citizens of the county.
PERSIAN STUDENTS IN Peato.--Porty-two
young Pereians, between the ages of fourteen and
thirty, are now pursuing the regular course of
studies in the various colleges of Pram. The
Bluth and many of the highest families in Persia
are using their Inflame with great perseverance
in inducing their wealthy countrymen to send their
sons to be educated in Prance.

DIADIDED VET LIAIMED..—A. case of sharp
trading le now pending before the Supreme Court,
Ohio. One smart rogue traded off a tract of land
upon another for gold chains, put in at $3O each.
The land was three feet under water, and the gold
chains are sold at $9 &dozen.

Virginia and Tennessee Railroad readied Lyneh
burg on Thursday afternoon, after having been de
tained on the mountains for three and a half days

THE lemons Pemberton mill, at Lawrence,
rebuilt on the site of that terrible slaughter, bee
cost nearly half a million. It will commence run
ning:this week, employing about one thousand
