authority donferred upon me to ooovece the Legis
lature op extraordinary occasions, to convene you,
that you may on to-morrow appoint (he number of
electors of Prestdeht'&nd Vice President to which
the SUie is entitled. '
Under ordinary circumstances your duty oould
b e soon discharged by the election of electors re
presenting the ohoico of the people of the State, but
in view of the threatening espcot'of affairs, and the
atrong probaMUty of the eleotionto the Presidency
of a seodonal candidate by a party committed to
thetupport of measures which, if oarried out, will
iaeviraßiy destroy our equalUyin the Union, and
ultimatoly reduce the Southern States to mere pro
vinces of a consolidated despotism, to be governed
by a fixed majority in Congress hostile to our in
stitutions, and fatally bent upon our rain, I would
respectfully suggest that the Legislature remain In
session, and tele such action aa will prepare the
State for any emergency that may ariso.
That en exposition of the wi'l of the people may
be obtained on a question involving snob momen
tout ooueequenoes, X would earnestly reoommond
that in (ho event of Abraham Lincoln’s oleotionto
the' Presidency, a Convention of the people of this
State be immediately oaUed to consider and de
termine for themselves tho mode and measure of
redress. My own opinions of what the Conven
tion should do are of Httie moment; but believing
that the time has arrived when everyone, however
hnmble he may be, should express bis opinions in
unmistakable language, I am constrained to say
that the only alternative left, in my judgment, is
thececestion of South Carolina from tho General
UojoD. The State has, with great unanimity, de
clared that she has the right, peaceably, to secede,
and no power on earth can rightfully prevent it.
If in the exercise of arbitrary power and forget
ful of the lesions of history, the Government of
the United States should attempt coercion, it will
become our solemn duly to meet force by foree ;
and whatevermay bo the decision, of the Conven
tion, representing the sovereignty of the State, and
amenable to no.earthly tribunal, it shall, during
the remainder of my Administration, be carried
out-to tiae letter, regardless of any hazards that
may surround its execution. £ would also respect
fully recommend a thorough reorganization of the
militia, so as to plaoo the whole military force of
the State in a' position to be used at tho shortest
notice ond. with the greatest Every
man in the State, between the ago* of eighteen
and forty-five, should bo well armed with the most
efficient weapons of modern warfare, and all the
available means of the State used for tb&t parposo.
In addition to the general preparation, I would
also reebmmtnd that the services of ten thousand
volunteers m* Immediately accepted ; that they be
organized and urilJed by officers chosen by them
selves;: end hold themselves iu readiness to bo
called on upon the shortest notice. With this pre
paration for defence, and with all tho hallowed
memories of past achievement?, with our love of
liberty and hatred of tyranny, and with the know
ledge .that we are contending for the safety of our
homes and firesides, wo can confidently appeal to

A low minutes before eight o’elook tbit morning,
tho drying-room attached to,ihe laundry ia tbo
basement of tbo Astor House tees discovered to be
on fire, having probably oaught from the furneoes
there used, ofSorna imperfect-flue Mr. Stetson, one >
of tbe proprietor*, wap the first to see it, discover-,
iog it as he passed down a back stairway. If was
then breaking out from tbe door of the drying
room in a ruddy blaze. The alarm was instantly
given, and the firemen appeared with their usual
promptness, bat tbe fiames had made considerable
progress,' burning the laundry and kitchen, and
ascending into, the servants’ departments in the se
cond and third stories. -
Here'a poor' fellow, named Thomas Brady, one
of the hall waiteta and a night watchman, waa so
badly burned that he will probably die. He had.
beep np all night, and went into his' room only a
few minutes before the fire broke ont. In the oon
fusion and alarm, he wee entirely forgotten until
theflre waa raging at it« fierocst height. A ser
vant girl then suddenly spoke to a gentleman who
was aiding the firemen, inquiring. “ Horn they
got Toni .Brady.out yet?” Who is Tom Brady,
gad where'is be?” was tbe answer. - She replied

While running to tha fire John Davison, a mem
ber of-Hoee Company Ko S, was kneeked down
in cceUtsion between the hose aartlaga and a hook
