Garibat4l - Arid Mr. Edwin. James.
. tollowing is an extract from a letter from
'Mr. Edwin lames ( the eminent English lawyer;
and P. • for one of the London boroughs, to a
;friend :
SALiiRNO, Sept. 6.--43ader :the gray twilight of
a So pram her morning we uteamed out of the har
bor'ef Naples in ceareh of Garibaldi. Count fla
vour had kindly planed at our disposal a Sardinian
corvette, the Authion,Aso named front the place
where one of their groat battles had been gained,)
and at half past eight o'clock we had entered the
beautiful bay of slalom). A sultry sun had
atniseed through the think sea mist, and poured
its fiercest rays upon the long row of stately white
}Muses which form the - great strait of Salerno.
Prom the dealt of the corvette we aoonebsiried that
great ascot tottene prevailed lathe town ; the chore
was thronged with people ; the whole population,
about 20,000, was astir. As we approached we
could observe that bayonets glistened in the sun,
and the echoes of load Incas' reached ue Whst
did It all mean ? As we etsamed slowly towards
the shore,. the large crowd moved to the point
where we prepared to land, and anxiously watched
the debarkation of our party; the lion. Evelyn
Ashley. Capt. Godwin, bth Dragoon Guards,
Adam Smith, and myself.
From tee windows' of the Intendensa, the Man
sion-bon:4 of Salerno, waved 'all sorts of Sage, pima
of red cloth,-the tri-color, the Sardinian, and the
Tieapoliten colors. and handkerohiefs.of every line.
Every window was' thronged; the dark eyes of
the South Italian beauty fleshed from every ease
ment, and fair hands waved their fans most eX
eitedly.
Bat who had arrived? Was Garibaldi here?
Sad the Man whose name is now on every lip
reachal Salem? - Was he within an hour; by the
railway, of the doomed pity? Where was Ide army?
Where the 17 uOO Bavarian troepe who were in the
town yesterday, and had been sent from Naples to
melee the last etinni for its .eifete and impotent
monarch? On I went at once to the Intendenaa.
1 sent in my card, and found that the gllant
Colonel Pearl, , fGaribaldi's Englishman, " teas
installed in the gaudy rooms of the old mansion,
and outs or two of Garlbaldi's staff. He had en
tered the town alone, and in the name of the Gene
ral had taken
.possession of it The Bavarian
troops, who, the day previously, were stationed in
this town,' and who guarded the beautiful pass
whash terminates the railway, wore not to be seen,
and four unarmed rued had oaptured a consider
able oit ! From Colonel Peard, with whom I had
an intervio.v, j leirat that the General was ex
pected at Eboli, a village about sixteen miles dis
tant. and lat once prooeeded there. Along the read
we met many hundreds of the Neapolitan troops
who had laid, down their arms near Monteleone,
wending their way home—wretched-looking crea
tures, footsore and disptrited, and many lying on
the edges of the vineyards halt famished and al
mo-t dead At the entrance of Eboli, on the ,de
scent of the pass of the mountain, upon the side of
which the village recta, we saw four old pictu
reeque carriages driving in hot haste into the nar
row streets of the village, and one of the General's
staff, an American, to whom I had given a seat in
thee wriest; espied the General and I shouted 'Viva
Garibaldi!' We folio wedto the Intendenza, and In
a bedroom, crowded with his staff and the local
autherities, I had my first interview with the die
interested and brave liberator of Italy; in his red
shirt, in a dirty pair of jean trowsers and worn-out
beets. Combing hie long, thin hair. at the glass,
stood the greatest patriot since Washington, Mr.
Ashley and I were announced. • He remained in
the same attitude for a few minutes, bat *as evi
dently thoughtful. He !shook Inmost cordially by
the hand, naked most anxiously the state of
Naples, and whether the king had left at the time
of our departure, and whether troops were placed
between Eboli and Salerno; but hie greatest
anxiety was to know the feeling of the'lnglish
people on the great mission ho has to carry out.
e epoke in the highest terms of the impartial and
hind conduct of our admiral at Naples, and request
ed us to see him again in the evening at Salerno,
to which place, after changing horse, he was
• hastening. lie stated that his determination was
to take Naples at the earliest moment, and that he
desired to do so without its coatings life, if poesl
ble. All wee bustle and excitement. The Nation
al Guard, aware of hie approaoh, motored in large
numbers; their unmdaical band were making their
u'most noise. Deputations of priests and Francis
oso monks were crowding into hie presence.
Women and children were throwing flowers into
the room, in the earner of which he eat, in a rickety
old chair, unmoved and tranquil. There is a Am
ide grandeur about hie demeanoi which is very
striking, very cool and collected, but when he
spoke of the subject of French policy his eye light
ed' up instantly, and in short, epigrammatic eon
tenses he spoke of the sympathies of the French
people with hie canoe; but in terms which I need
not repast of the policy of the Emperor.
Mounting our mules we started back to Salerno,
and on our journey mot one of his regiments on
their march to Salerno. The General had retained
the bands of two of the regiments which had laid
down their arms at Monteleone, and nothing could
be more ridiculous than the appearance preeented
by his tattered troops headed by the smart band
of the army of the King.
We shared some wine wo had on the mountain
side with the officers and men, and drank the
health of our Queen, the friend of Italy, and sue
eels to Garibaldi, under the shade of a largo
viueyard. On entering the town (Salerno) tie
found it brilliantly illuminated, and up to thevery
top of the mountain every cottage had its little
lanterns peeping forth like glimmering stars " in
the blue canopy of heaven . " Thousands had col
lected. bends played; and when the General ap
peared by torchlight at the window of the Hotel de
Ville, the enthusiasm of the people knew no
bounds; and into midnight was this scene pro
tracted The crowds seemed drank with the idea
of lib-rty, and with the hope of casting off the
despotias which bad crowded the horrible pristine
with nntrie i viotime, and this night the Genetsl
will sloop with his small staff within an hour's dis
tance of Naples. He has not met a soldier of the
King, nor has one life been the eacriftee. What a
revolution A dynasty overthrown by the mighty
influence of opinion—a kingdom so oorrapt, and so
degraded, that a hired soldiery, employed to sip
press the constitutional liberty of the people, tt
-111406 in the hour of need to protest even the per
eon of their King! What a lesson to monarchs
I shall enter Naples with the General, and will
send you a little sketch of the keno. • .1
Monster Mass Meeting of the Republi
cans at Reading.
Oa Thurday last tho Republicans of Berko
county aetembfed in their strength at Reading,
and had one of the finest demonstrations ever
witna.t.el in that section. Notwithstanding the
unfevor ble flatfoot the weather, the people flocked
from the surrounding country by thousandi, and,
at one .a'cilcifir in the afternoon, formed a line and
marched over the principal streets of the city.
At 3 P. M.. after the preassign bad passed otter
the route agreed upon, and while delegationd of
Wnie-Awakes were
_pouring in from Pottsville, St
Ot‘tr, S:.buylktit Haven, Lebanon, Nyeretown,
/to , a ometing was organised in the equate front
iog the Western Market House, where a stand had
been crewed. On motion , of olonel D. E. Stout,
Dr t itler Luther, of Reading, was unanimously
appointed president, with a largo number of vice
pr. sidents and neorotaries. •
Dr leithat, on taking the ohair, returned thanks
for being 'neleoted to preside over the vast oon•
coarse ethich'he saw before him. lie stated that
in no former ocrotest had there been questions of
such momentous importance ae those presented in
the one in which wo are now engaged. The sla•
very vesion, which for so many years bad been a
bone of contention between the different sections of
the Confederacy, was at lest, fairlyup for final set
tiemont before the tribunal of the sovereign people
thents , lves. In be decision was involved the en
tire future policy of the Government. Whether
the a ,utrol of the Government shall continue to
be exercised go largely as heretofore by the slave•
beltioseSta•es, and its measures be devised chiefly
with reference to the interests of that portion of
the Union ; whether the Constitution is to be in
terpreted t. suit Southern views and doetrines,•ir
respective of the great interests of freedom—
wherhes, in short, the legislation of Congress shall
continue to preponderate in favor of the planting
States, sod of foreign commerce, to the neglect of
the dementia labor and industry of the free white
mimosa the North—are all involved in the deo--
lion of this question.
He ref aided he being able to aware those then
before film that the entire North, East, and West
would soon speak upon this subject, with no di-
Tided voice. The people, with a unanimity with
eat a parallel, almost without regard to former
party aonneotions. are moving forward In this great
contest, with a determination to rescue the Go.
vernment from the bands of the spoilers and to
restore it to its original purity and simplicity.
Tne great Republican party, he stated, aimed at
no sectional triumph ; it proposed no new theories
upon which to administer the Government; wo in
the North claimed no undue share in the benefits
of the legislation of Congress, but desiring, with
oar brethren,of the South, only an equal partici
pitirm with them, sought, for the settlement of the
great question now nt issue, simply a return to the
plan ineugurated by Mr Jeffereon, the great apps•
Ile of Democracy, and which was received and
acted on by all the early friends of the Govern
ment
6.1:0r. Luther then introduced Ron. A. H. Reeder,
ex-Governor of Kenna!! who made a powerful
speech in exposition of ihe Kansas diffioulties ' and
the attempt of the present Administration to foist
slavery upon - shot Territory is defiance of the
popular will. Ke closed by introducing to the
audience Hon. Francis P. Blair, of St. Lenin, Mis.
wmri Mr Blair (with hts aged father, who was
General Jackson's close personal friend, and eon
fidential adviser) bad just arrived in the 31P. M.
tele. and woo compelled to leave nein at 6
o'olock Mr Blair, Jr., spoke over an hour, and
delivered one of the most able speeches we have
ever listened to.
Governor Reeder resumed his remarks in the
evening. He elaborately discussed the issues in
volved in the present campaign, and &elated itts
preference fora tariff for the protection of tho in
terests of Pennsylvania. He Iran frequently in
terrupted with shouts of applause, and the meeting
adjourned at a late hour, to participate in a grand
