if Austria may be so'callecl, this.: is really the
worst. It weakens the Government,. de
stroys its majesty, and neutralises , the ele7
snouts of its power. It is, therefore, difffertit
to say what amount of damage has been done
by it to the empire in the last seven months.
No wonder, that, by so many opposite tenden
cies from above, and so many oppressed inte
rests from below, all the divisions of the public
service should fall intootter Confusion ; 'and,
consequently, there is not a single class erna
tionality of inhabitants, or political party,
upon which the present Government can now
rely. ,
A.few recent facts may show the truth of
this' reasoning. In order to destroy these
influences upon persons acquainted with Aus
trian flnanelering, the Government 'intended
to awaken confidence by promising a vigorous
management of' the Treasury, 'which has-been
entrusted to a commission, composed of seven
members, of whom three were nominated di
rectly by the Government, and the remaining
four under its immediate infigence. - Of course,
honest action on the part of persons entirely
dependent on the Government must not be
expected. , Can anybody be simple enough to
expect them, from the semi-annual reports of
the departments, to sound the abyss of finan
cial mismanagement 7 Thus, the Austrian Go
vernmentwill beget an incessant discontent in
all the nations subdued to it, and thus the
attempt to relieve the Treasury will eatisfyno
body; and fall 'to raise the credit of the Atis
trian Empire abroad.
The decay of Austria since the last cam
paign becomes every day more manifest. Its
sombre, implacable,' Germanizing Abso.

minds. Yet the Government sticks to it with
the greatest obstinacy; unable to abandon it,
it cannot proceed. It is as if struck by palsy.
One of the latest leading.articles of the Lon
don Times gives the following striking illus
tration of the present condition of Austria : '
There was a time when Austria was considered
as the keystone of the European building, and that
Empire bad a great weight in the eyes of men who
deities the Peace of Europe," cto., do.'
The Times concludes that there is no future
for ..fnstria. Austria, like Turkey, is a.e sick
man." Her distolution is near at hand. New
combinations, new forces, may be created
from her shattered members.
In a recent- letter, addressed to South Ger
man Gazette, we have authentic information
that the enlistments to the Papal , army- are
maintained in Austria with the greatest ener
gy, and that the:Austrian Ambassador in Rome,
Baron Bach, has 'given it the first impulse.
The Society Severin under the direction of
their President, Field Marshal Meyerhofer, has
the lead in the work.' There are three recruit
'lag bureaus in Vienna, Linz, and in Prague,
and they Intend to open three more in Stradets,
Loopol, Cracow.

be repealed to-morrow, both by superior orders or
by the of the administration employees. It
is certain that all these promieed, reforms have re
ally,anothermotive than that officially manifested.
For instaboe, the Imperial deoree informs us Mit
there shall be no recruiting in 1800, beoause there
has been such an 'immense quantity of, volunteers
during the Italian war, that even to-day the army
is in a full complete. Such a declaration
ridieulous, and shows the utter stupidity of the Go.
vernment organs: The' whole world, in general,
and our city in particular; is Acquainted with the
*aironmstance; that from the whole Austrian Em
pire it was not possible to muster 6,000 volunteers ;
and what a rabble it was ! They were the lowest
Outcasts of society, and were sent away in haste
iftetethe preliminaries of Villafranea. They do
not muster now 1,000 men in the whole army.- The
reel cause ef stopping the recruiting lathe lamenta
ble state of finances, and the legitimate fear of
increasing the agitation in the different .parts of
the Empire, and particalarly,in Hungary.
„ The instant's we have mentioned in order to
show the mendacity of all the preinise4 reforms,
can be' applied to different 'other Government
sehrimes, as: the new 'organisation of the indhstry,
;the commission charged with the revision of, the
:public debt, and in general to all the schemes pub
l ashed lately with the intention of Misleading the
;patio opinion about the real intentione of the Go
vernment. Nobody hie any faith in the reforms,
which are published today to be repealed to-mor
row, by one stroke of the pen of our young Em
peror. In , Hungary they expect nothing less than,
an actual guarantee of the independence and
liberty of the nation and of the' individuals. lint

After having paid with ingratitude the sub.
etantlal services tendered to her by Ruisia in
1849, Austria cannot expect any support front
that side, and now treats with her eternal an
tagonist and enemy, Protestant Prussia.
The expressions of The Nord, of Brussels,
on the occasion of the rumgra of the similar
treaty with Russia, are really very strong, tell 7
lug on the present estimation of the Austrian
power. That avowed semi-of icial organ of
the Russian Government says:
