The Editor's Drawer, in the present number of Harper, contains many racy anecdotes and charac teristic traits. Thirty-sixth Exhibition of the Academy of Fine Arts. . i[hs Saturday evening:the rooms of the Academy of Eine Arts were well filled with a choice repre-, setation of artists, critics and "first society," inidted to a private view of the pictures and nether wdrke of art, arranged for the Annual Exhibition, which opened yesterday., The public owe a debt of gratitude to the managers for the disorimtnatiug taste which they have exeraieedin thEseleotion of the additions for the present season. Whilst there is a commendable promiaenee of 'works from the best of our native artists, the, foreign contributions are pf a high order. ,The portrait opidemio, which his too often covered the walls with unprofitable ein vats, appears this season to have passed over the Aca demy very lightly. The character of the paintings, as a whole, is a decided Improvement upon that of many previous displays, and gives earnest promise ef improvement in the right direction. There are very few poor pictures, lees then the usual proportion of mediocre ones, and large number of such vogues tinned merit as to earn for their creators a rich mood of fame. 1860. We can only enumerate a few of the more no ticeable, 'melt as .struok us upon a rapid cursory glinoo, • Hereafter we hope to do fuller jotioe, after a more careful examination. here are threettittkamp's—Nos. 88, 55, and'6s. These aro Idealizations of EOM respectively pia lured in " Lear," " Romeo and Juliet." and "The Two Foscari." There are two of Schlesinger:— NC. 56, "Master is Out," and No. 76, "A Return from El Dorado "—which we are certain 'will be more looked at than almost any pictures there. The latter contains a whole story in itself, aid is sure to bring the most apathetic spectator into instant sympathy- There are two of Oswald Aehenbaok's—No. 28, "Early Morning," and No. 45, an "Italian Sunset "—in both of which the management of light and !Made is perfectly won derful. • Of the gifted Blower there is a fine sped men—No. 66 from \ tho Carey collection. If we are not mistaken, this was exhibited in the Acade my before. It is a study In itself. No. 23 is a Venus of steinbriick, far more suited to the popular taste than Page's Venus. From American artists there are some very va luable contributions, going to prove that in the world of art the New World is keeping pace with the Olt Of Mr. Rothermel'e. there are thred espeolally characteristic—Nos. 117, 307, and 822. Tho first of these, "The Death of the Doge res eed'," is a remarkable speoimen of grouping, and of exquisite coloring. ' No, 95, "Hamlet and Ophe. lia," by Mr. Scheussele s deserves special mention. No. 96 is a moat Relate gem, by Mr. Waugh, in tended as a child's portrait. Whether the likeness be faithful is of little moment but the easy grace and inimitable expression of the childlike figure renall most strikingly the style of Sir Joshua Rey nolds. It is a most 'happy success. Mr. T. Bu chanan Road has a well-executed and most cha raoteristio likeness of Mr. Joseph Harrison, Jr. It is painted with spirit as well as care. ' There are several fine Cuban pieces, by Mr. E. D. Lewis, exhibiting striking fidelity to nature, and clearly indicating a brilliant career of lathe to this young and talented artist.. No. 147,.gi Wreck ers in the Bay of Fundy," is by Mr. E. Moran; and is one of the finest marine pictures •we • have yet seen of his. Mr. T. Moran has two excellent ma rine pieces, Nos. 123 and 131. No. 274 is from Ha milton, and in the style of coloring in which he re vels. Mr. F. D. B. Richards, the eminent photo grapher, here shown himself to be also a fine paint er. His composition, "A Souvenir of Italy," is. indeed, a very striking and effective piece. Among the hotographs by this artist is the fine.portrait of Madame Colson, executed by aid of Shiva's so• lar 'camera. In closing this briar notice, we must draw atten tion to certain curious works of art by Remmlein. Nos. 430, 438, and 437, being copies in enamel of well-known pictures of Rubens, Rotor!, and Gerard Dow. They are more exquisite in tone and color than miniatures on ivory. We trust that the season will prove profitable to the managers. Our citizens should take It doep interest in an' institution like this, which has al ready done so much to foster native art and to ele vate the artistic taste of the country. Let us take 'one or two eases. R. W. Meade, an American, resident in Spain; gets a grant from Ring Feidinand 'for immense tracts of land in Florida, and Florida is acquired by the United States. Meado loses his grant, and asks for re muneration. Myerle's case, which bitspaMed both Houses several times, but unfortunately never in' the same Congress, has been diseussed; and docu ments printed on it, until. What he asks is , about ono•hundredth part of the eoet for reporting the debates and printing papers, ko. Cassius Mc Clay prays for some $l,lOO -for damages sustained .in executing an order .of his - superior °Floes; and it has cost the Government $20,000 at least. if you take the time that Congress has given to its con sideration, and the money expended in speeches and reports on the Abject. • There are the visual" old soldiers" upon the pat): lie calendar. Codifi.mtion of the revenue laws—the bill makes a book—tariff bills, abolition of fishing bounties, bankrupt laws, Increasing the salaries of some of the Government officials—who ever heard of any reduction of Government salaries ?—appro , priation bills, Indian treaty measures, and so on almost interminably. Suppose I describe how a man, who has d claim against the Government which does not come un der any existing law, is brought before Congress for its notion Ile sends a memorial to any friend in Congress ho may have, or his Representative; that memorial is referred to a oonitnittee ; the'procit's are presented, and, if the case is an important one, counselor° heard ; the ease is referred to a in.;mber .of the committee; ho reports upon it, and his deal- Ilion, whether pro or eon, is adopted by the com mittee generally, and the report is submitted to the Rouse. It goes upon the private calendar. On objection day—the first and fourth Fridays and Saturdays in tbe month—the Rouse resolves iteelf into a committee of the whole House: Each case is taken up in its turn; the bill and report in each case are read, and if then there is no objection the bill goes to the House, where it passes, of course almost. 106 debate is'allowed,on objeotion day. The bill has then to undergo the notion of the Senate. On other Fridays and Satur days controverted claims are discussed. It must be perceived that through such a severe ordeal it would be hard to peas a bad claim ; and yet, not withstanding the scrutiny of committees and over four hundred menthol's pf. &ogress, bad claims do pass, snob ailivinghundrede of iloosands of del-. lays to agents for getting money trete the Treasury' for Indian tribes, which is justly their due, and to obtain which no extraordinary obstacle Intervenes; and such as 'the case stated by Mr. Branch, of North Carolina; where men put in a elates to the Poet Office Department for $lO,OOO, and then Wen; before . the Court of Claims with a claim for/25,000, and finally got a bill pissed giving them between /80,000 and $90,000 for the same claim: • " „ • Oceanian. wiILE vrittlitalf b.f. ffi to IMmetlibont, by ieat►(tW Tinge "" OW' Fivo " r." --.—_-.. 6.00 Tea " - *outs " '" (to Otoi idatiesioto.oo_ Tprooly CoDiee, or :oar" .
