Harper's Magazine, for February, Is nearly through themes.. Tho supplies for California, and planes on the outskirts of this Confederacy, have already beeti foiwarded, and by the close of the present' eek you Wilt have them in • Philadelphia. How you managed to get the January number a week in advance of any ono else has -been a topic of speculation' in 'Franklin Square. The writer of, this corresponderrse is usually considered prompt in, obtaining literary information from that quarter, but your friend, whoever he was, was a long way in advance of him last month. The February number has twonotieeablefeatmes — the 'commencement of a now serial by Thaikeray, enti tled Level the Widower, andlhe first of a series of stories by. Antheay,TrolloPe,- entitled Relics of General Chasse—a_ Tale of Antwerp, ,Thaokeray opens well—better than in the Virginians. The other papers of the, number, and the names of the authors, are : Coos and the Magalloway, by Jo seph C. Abbott, one of the .editors of the Boston. The departmental por tions of the number aro of the usual ,variety and Our jobbing Microliants aro beginning seriously to feel thelinfinenen of the John Brown raid on the licerchanM of the ,South. I am told by persons conneoted with , prominent houses in the Southern trade, that in some of them the winter tittles - have fallen off fidly a third, and in others a half, and that unless something is speedily done to eheck the present feverish state of Oldie feeling, the re sults to the mercantile classes cannot but prove of the most disastrous eliat'ac ter. ' The Now York Court of. Appeals have decided in tho case against the. Brie Railroad for damages, in consequence of the 'delay in carrying freight, produced by .the " strike" of the hands, that the road is liable for snob damages, although such de lay was not caused by the officers of the road. Tho decision was given in these words : " That al though the Superior officers Were without tho elightest fault, the corporation was responsible for the damages caused by a- delay. in, transporting property which resulted from the strike." I AM aware that it is net an everyday matter for The Press to copy, approvingly, editorial matter from the New York Herald. That journal, how ever, of.this morning', contains an article on the rival Democratic delegations from this State to the National Convention that contains several sharp hits, espooially the following, in reference to the character of, the men chosen to that Conyention from this city by the partisans of Mozart Hall. It is a rather severe rap at the 'party the Herald so powerfully aided to carry into power. It says : " The cliques State and city aro as bad as they can be, and both Mozart and Tammany Balls aro infamously managed •The delegates chosen to Charleston by the Mozart people appear, with two or three exceptions,to have been seleoted in as di • rest defiance of ecency as those of the Cogger party itself. In the rural districts their character will bear a closer examination; but, excepting as far as the district system itself is concerned, not one word can be said in behalf of the represents.- tion to ,the National Convention from this metro polis. • - " The. ruth is, that if the Charleston Convention did exactly right, they would refuse to receive into their body an delegates whatever from New York. Why should they? New York has been the bane, curse, and scourge of the Democratic party for nearly fourteen years. Its history is identical with all of the evils that have befallen the Demeeraey during that period. The wrong- Hags biakerings of its Democratic leaders have, invariably, tended to• react mischievonely upon national politico, and they, will continue to do so. The Weal delegation to Charleston Is, in many respects, "very ill-advisedly made up, and that of the Regency Is so antiamtional in its ante cedents as to be deserving of no respect- or node°. They go to the Convention to cheat somebody, and to drive the hardest possible bargain with whoever they finally support." - ' Attacks upon Railway Jupiter& [From the Clnetnosti. The morning he was leaving home to enter upon his ditties in this city, aatraightelaced deacon, who, looking uPon the whole South as a great pandemo nium. called on him and said : " Now, ;Judge,- I want you to do all in your power to abolish elavory." " Well," said the Judge, "how shall I pro ceed ?" • - " Oh, I don't know ; but you must abolish it. It is a damnable curse, and must be abolished. You know more about law than 1 do. The church is my stronghold, but you understand national matters, Judge, and can devise sow plan, and I know it." "The Only way I see to abolish it," said the Judge, "is to buy all the slaves and set them free." " Well, go in for that; have a law passed that the North shall buy them, and then this trouble will end. Yes, go in strong for that. Judge." " Just ie you say, deacon. I will agree to it in a moment, and will stand my share of the expense. Here is, Vf oo.istook with three hundred inhabitants, and this town would be called on for about six hun dred ihoasand dollars—and I will urge it before the Senate." The good deacon opened his mouth, then his eves, allowed his tongue to escape from one corner of his face scratched his hodd s and tapped impatiently on the floor with his foot.
