Section ten limits the charge for discounts to six
per cent., and' tie cost of collecting bills - Or notes,
payable at points where neither the prineipal bank
nor its Dranohos are located.
Section eleven allows the banks to charge, in ad
dition to six per cent. for discount, a reasonable
stun for exchange on all bills of exchange drawn
on points in and of another State.
The twelfth section requires the banks to always
keep on bend_ gold and silver equal in amount to
one-losirth their circulation; gold and silver and
specie funds - equal to one-third their circulation
and immediate liabilities; a. default in either of
these respeatsfor sixty days together, to -cause
sniperision of all diesormts until the , defieteney is
made up; but the deficit of either proportion not
'to be allowed to continue longer in 'any one year
than seventy-five days In all.
Sections thirteen and fourteen provide that the
banks shall he at all times open to visit from the
Legislature,%e eominittee or visitorial officer rip;
pointed for the "purpose; and in the event of the
Appointinent Of a Visitor of Sankt' hereafter, shall
pay sash:proportion of his salary as the Legislature
shill 'provide;

the event of

notes, shall pay, the State Treasury one - half of one
