There are scores of capitalists in this country who would undertake to pay a large animal profit to the State, giving the most adequate securify for the full and honest execution of the contract, provided that the whole plant were made over to them. The Government would never accept this proposition, because the patronage of the post office is too value, ble, for bribes and for rewards, to betaken from the functienaries in power. If the Post Office 'Department were leased • out to an association of private• individuals, they would reduce salaries; diminish Ole number of clerks; make contracts for necessary articles of supply or expenditure, without adding on ten per cent. for this mercenary politician, or five per cent. for that double-faced renegade. They would study economy in every branch ; they would not create offices merely to supply bread and butter to hungry partisans; they would not establish costly mail-routes, merely to enrich contractors and, jobbers. In a word, they would go in for making the post office a remunerating and not an axe-grinding estab liahment. As to the Franking privilegeso mull) abused and so widely condemned—no one doubts that it affords strong grounds for se rious discussion. In 1840, when the Penny restage act 'came into operation in England, the Franking privilege was then wholly taw rendered. With the exception of the Lords and Oommons' being allowed to receive pe. 'Miens to Parliament free of cost, every other missive 'passing through the. Post Office was declared liable to the postage-stamp. Prom the Queen on the, Throne down, to the half, naked pauper' who breaks stones on the high, way, every lotter.writer has to use the post. age stamp. Even the Public Departments of State, which necessarily carry on large corre spondence, are compelled to pay the Post Of flee hard cash for the letters they send out. If we do away with the Prorating privilege here r there should be no reserve. Even the President, like the Queen, should pay for his own letters. How largely the Revenue would gain by this! single Postal Reform we need not pause to calculate or declare. But every person knows how much franking has been abused, and no one will deny that it is full time, to alter the system. It has been proposed, over and over again, that the Money Order system, at once highly convenient to the public and remuneratir to the Revenue, should be Introduced, in this country, as an adjunct to the Post' Office De partment. It is part and parcel of the Eng lish system, and a most remunerative branch. Suppose that A, in Boston, desires to send $14.27 tell, in Mobile, be has only two ways of doing so nowt one, by buying a draft on Mobile, the other by buying Mobile bank notes at an exchange office, and sending those notes, with the odd cents in specie, enclosed in a letter. It is nothing new, as the public know, for letters which appear to contain money never to reach their proper destination, Bat if the Money Order system was adopted, 'A would go to the Boston Post Office, pro cure an order on the Mobile Post Office for the exact sum required, send this draft to B in Mobile, who would take it to the Post Office there, and on satisfying the clerk that he really was the person an whose favor the draft was issued, sign his name to a re ceipt; hand in the paid draft, (which the ' General Office at Washington would accept as ' standing for the amount paid,) and receive his money. In England; the charge for any draft under $8 is only six cents. In this country, the public would gladly pay twelve cents for such security and accommodation—being much less than half of' what they would dis burse for making the payment in any other way. The last account we have received from England, on this Money Order Branch, is 'two years old, but it showed, oven 'then, that as much as $60,000,000 passed through that de partment in the manner described, with a clear profit to the Post Office Revenue of ten per cent. . With such pregnant examples before ne, who shall despair of the Post Office—if it be properly worked?
