N. HUTCHINSON, Treasurer. Philadelphia, Nov. oth, 1888. call-tathaatdeel Woad Companies and Human Life.— The legal duty rf all Railroad lompantes to adopt at once, promptly and generally, precautionary improve ments of trird and undoubted valve, calculated to save life and mitigate danger, needs no argument to convince a thinking man. Bat, unfortunately for the people and thastockholders, there are quite too many of those in authority who - do not eufficiently realize their responsibility in this matter. Their thoughts are occupied about too many other things ; their duties aa Superintendents are clearly not their sole thought and study. Large fortune. are accumulated in a few years from email salaries, and the verdant masses of the com munity look up to our railway officials as if they were the Great Mogul. But lot us ask how many of them perform their duties with a mingle eye to the Interests of the Stockholders, and the safety of their employees and the precious lives that are daily committed to their keeping Suppose, for instance, as was suggested a few years since that a seat be provided In front of each locomotive, and ono of the directors required to ride in front of each passenger train, bow long would it be before the aforesaid officer's would make the inquiry' of their merhanice : Are our treius arranged to stop as soon as they possibly can be I We also have a profound conviction that they would have an earnest desire, also, to bold the reins themselves when in that posi tion. This may be a Aron caies, but it is directly to the point. It is MISOLUTE FOLLY and the TRIIIIZST STU- Pinrti to run a railroad train a moment without giving the foremost men upon it, of his own voliticn, thepower to arrest it instantly, if required. The time, we trust. is not far oft when men high in authority, In receipt of princely salaries, can condescend to give these minor (to them—primary to the traveller and stockholder—) subjects a little of their attention. It is an unfortu nate fact for the loterests of railroad corporations, that comparatively few smart, able men work for salaries. The men of thought, and men of action, are their own employers; they have the forethought and judgment to adopt apd get the benefit of improvements before they are driven into them by publio sentiment or legisla lion. We wish it were folly understood by railroad of. fivers that the sitcom of all great enterprises le de pendent upon attention to little things. An officer may neglect improvements calculated to produce ect nomy or Improve work, or anything of that character; but to neglect any precaution for the safety of human life, or the control of the fearful momentum Inherent la every moving train, is a fearful responal ty for any man to assume, and we undertake to say that no manpoaseseing the qualifications for a Railroad Su perintendent will neglect to give attention to one de vices for one moment. It is, or rather ought to be the mast important thought of a Superintendenttnbusiness, to anticipate and prot , de the antidote for every danger to which his train is liable. A man of sufficient &bill, ty and conscience thr the position would hardly rest until satisfied that be bad performed his whole duty in this mutter. It ie perfectly idle for a President or Superintendent to say, or endeavor to quiet his con, science by saying, that nothing will happen to us, we are all eght ard safe ; to be sure, accisents have oo curred, but we never shall have another train out or time—s e never shall have another axle break, of wheel either; our retie are all right. Tie cattle along one road are better educated now; nobody will ever place °Wrestler's on Our track, or pry open the rails. All the vitiates and rogues are in State Prison (What a blessed thing it would be if this latter charm were fact! We wonder where some railway managers would be then.) Amirante will occur, that escape the most rigid urn tiny. Wheels brook when least expected, axles dtrtdi ,Us-ditta, chairs also. Murderous villains will place obstrn Mew on the track, and numerous cave. oors spire to make a 'tempt, stoppage at the train a ire-. quent necessity. It will not do, Messrs. Railway o8;- core, for you to say in reply to this. you are bored t 4 death by tow improvements of all Forts, end do not know what or how to decide; ynn ought to know; an i f you do not, you should confide in the better judg ment of those who do. It is a poor way to shirk your responsiblity by saying these are the opinions of some over-sanguine inventor, and entitled to no considera tion. They are stubborn facts, which we are prepared at all timee to substantiate. We make no statements we are not prepared to prove ,• and we think we have given a su ffi cient amount of thought and study to the subject of railroad accidents to know who will pro duce- the largest amount of a • fety in railway transit. Oar familiarity with railroad mechanism dates bask as ler as 1832, and we are egotistic enough to think that we cannot be charged with being a novice. Perhaps the created amount of difference in our ease, as against that of moat inventors, le thief We never came be fore the public until we had a Mel, PROT ID, AIM Fait- FOOTED ittrosTioN; we consequently have never had to nosey anythlog. We wish railroad officers to understand es early es possible that we are not to be classed with those who present them improv3mente of untried and doubtful value, nor do we sell patent rights and ask compani.a to Incur the expenses and trouble of experiment,. We know just exactly what we propose to do, and we In tend to do it, end we also intend that every railroad company in the Union shall adopt this Improvement or some o' her equally as good for the purpose It into be hoped that the time Is nearly at hand when railroad trains shall be better controlled than hereto fore. There has been altogether too much trusting to Suck In thole matters, and It will not do We urge all companies to adopt our improvement at once, while we are selling cheap ; you will come to it; gentlemen, and you will evince your "wisdom end forethought by acting promptly and buying it while you can (cheap) ; and as an evidence of our good faith and honesty of purlieu, we will say that we will tarnish the machines for the entire passenger equipment of any road, and will allow four months trial before settlement, sod each company shall be its own judge as to whether the im provement is desirable This precaution, we under take to say will prom.' te the security of life and pro petty in rai lway trains to an extent hitherto uoknown, or, to use the laconic language of the late Nicholas Dean, Its universal adoption would mark a new era in the safety of life and property convoyed by railroads.
