Union. He voted for the Leoompton Constitution,

other slave Constitution, he will vote for it.
He claimed great credit for the English bill, be
cause it allowed the people to vote for or against
the Constitution.

the Republican party upon the question of popu
lar sovereignty, They had ever been opposed to

form; bat the Democracy held to the 'dot:Anne of

not cheat another,in Kansas; neither did they
guaranty that the people should vote, and when
the Free-State men refused to vote they laid the

B. bad urged the people to vote for delegates; but
those that staid at home authorised those who did
vote to pass laws and make a Constitution for
them—consequently, the Lecompton Constitution
was the voice of the people.
"Gov. B. fully argued the propriety of admit
ting Kansas under the Lecompton Constitution,
and insisted that it would have been better if the
people had accepted the proposition' of the
Beglish bill. As it is, there must be nearly 70,000
Inhabitints,:and the Y will not have to wait a great

that the people .of Rams shall vote upon their
Constitution, and if delegates' had sanctioned it,

commented upon the resolutions adopted at the
