• A poor — woman, tamed Catherine Mather, ap•
peared before the board,'atid Stated that she ',had
repeatedly applied to the visitor, Mr. Francis
Smith, the !Third district, for coal, but that
fUnationary has refused to assist her. She is far
:advanoed an years,_ and has four small children de
pendent upon her for support.
Mr. Cook, the Member from that ward, said ho
would see that her wants were supplied.
Bills ainonnting to 88,703.73 were road, and
ordered to be Paid. -

• ilifass, Meeting of. Shoemakers...-A very
large mid intelligent meeting of the journeymen
-shoemakers of the -ladies' branch was held, pur
anent to:a published call, at Diligent Hall, south
east corner of-qenth and Filbert streets. The at
tendant, fully numbered between three and four
hundred -porsona,„ and the - utmost interest was
manifested in the proceedings. Air. Amos Atkin
son was milled. to the chair. On motion of Mr.
Arthur - Keegan ) of the Seventh ward, a committee
of five - Vrats appointed to prepare, and report to a sub
sequent meeting, a constitution and by-laws for the
government of . ti Shoemakers' Protective Associa
tion of Philadelphia. The mover, in. advocating
the adoption of his - motion, made a brief, but ener
getic and eloquent speech, which was received with
cordial applause. ,41e advocated the formation of
an association among the shoemakers of the city,
because combination would bring many advan
tages hitherto unknoWn to or unenjoyed by the
shoemakers of the city. The present- time
was favorable for an effective organization.
While tiwtes aradull, and before the
:went commence--
of the wing trade, a society (mold be formed,
having in ,vieiv the promotion of the best interests
of.journeymen shoemakers, which would operate
in- times of prosperity. "Let us," said he, "in
Wiles of peace prepare for war." lie alluded
feelingly to the 'foot that shoemakers were corn
'polled to work fifteen hours a day, in order to ob
tain any thing like a livelihood, while other
workingmen were only required to toil ten hours
daily.
Other speeches, of the same tenor, wore mode by
Messrs. Dean, George W. Wilson, • and others ;
titter which the meeting adjourned to meet at the
call of a special committee of three, which was
appointed to procure a suitable room for the sub
sequent meetings of the association, '
More Fires.—Wo have scarcely thought of
anything else during 'the past - twenty-four hours
but fires, and "the ravages-of the devouring ele
ment," - - in addition to the fires already noticed
in.anoiter part of to-day's Prizss, we have to re
cord the following: About two o'clock yesterday
Mennen a two-story brick dwelling, in a small
court running - from Chimer street near Biathi
below Fitzwater, was discovered •to be on fire.
The property is owned by Francis Morgan, and
occupied by laboring men and their families. The '
tire originated in a room occupied bylldward
Keever, in the second story. The loss will, pro
bably, not exceed one hundred dollars.
Between six and seven o'clock last evening a
barn, situated on Franklin street, near Main, in
'Germantown, was discovered to be on tire. The
estimated- loss is up, wbioh is covered by in.
surance to the amount bf $l3O. The barn was
mined by Mr, GoOrge W.' Carpenter. A consider.
able quantity of hay was destroyed. Incendiarism
is becoming entirely too frequent at Germantown.
The alarm of lire at nine o'olook last evening
was caused by the reiguition of some partially
burned boards at the scene ,of the large fire, at
Eighth and 'Maiket streete. Tho flames were
,promptly extinguished by the firemen and police,
who wore summoned in great numbers by an alarm
-Dere the State.hofise bell. Fire Detective Black
burn is of the opinion that this fire is the result of
spontaneous — combustion, as he informed'us last

to announce the death of Sergeant Joseph L.
Parker, of the Scott Legion, who expired last
evening at hie residence, surrounded by warm
friends and his family relatives, at half past seven
o'clock. The deceased served with much dlstlnc
non upon the battle fields of Mexico, and occupied
Mee his return to Philadelphia, the position of
President of the Scott Legion, of which faithful
band of brave and true men he was a most ardent
and devoted member. Re was well known in the
community as a gentleman of the most generous
pulses, and was alike respected for his intrepid
ring as a follower of Winfield Scott, and for the
Many and manly excellencies of his chnracter as a
private and useful °Mean. '
'One after one the old associates of the Legion'
are passing away from the scenes of earth. One
by one the forms of those tried companions are
prostrated by disease, and resolved to kindred
dust. Ere many years shall roll away, the Legion
will bo known as a thing of the past, the memory
of which will be ever present as blending the
brightest records of battle and victory with the
sad and 'melancholy remembrances of noble war
rior-forms laid low in death.

-Mr. Parker died oalmly and happily. Ile was
perfectly conscious until the moment when the
angel of , thedark and, silent wing summoned his
spirit to another world. He will be interred with
due military honors and borne to his final resting
place surrounded by Many a sincere and lamenting
friend. -' •

The news by the Baltio is considered very faro
table.: ,Tho. pressure at,the Dank of England bad
materially decreased ; gold was arriving in large
'quantities, and being bought up at once for the
bank; and the public: funds were steadily
,

tained. There areseveral new failures occurring
every day, aid' still More expected, but none of
them are very important, and most of them, it is
said, will very - shortly resume. The failures in
Hamburg are severely felt, and have added to the
troubles in England.
- , There is a rumor, I know not bow true, but it is
widely believed hero, that the Bank of England
advances to the private bankers in London were
largely based , on. deposits of American stooks,
(Btate and railroad.) This is considered very fa
vorable, and will obviate the probability of any I
immediate return "of those securities, as was sus
pected at one time.' The private letters are also
reassuring, and the action of tho Bank of England
is greatly praised by' the writers of those which I
have seen.,
The bank - stetementof to-day, as oompared with
-that of laid week, ehowa' an Increase In loans of
$470,557; in specie of $ 1,766,687 ; in olluule

and undrawn deposits of $210,858. The follow

You must not suppose from the above that thorn
is a fectl increase in loans of any mt. On the
contrary, I believe it will be found that there is a
considerable decrease; but, I suppose, to gull the
public, the country currency, for which the Metro
politan Bank issued certifloates, which have been
used at the clearing house, and which now bear 0
per oent, interest, is counted. to • ita full amount as
latfil4, thus the statement shows great libe
rality. I cannot ascertain positively as to this
berme post hour, but will give you full particulars
to-morrow. I hope I may have to contradict this
fresh imported Iniquity.- •
The money market is unchanged. Thera is not
a single new incident to record. Foreign exchange
is unsettled with very little doing. Remitters
prefer to ship gold to buying bills, thus easing the
discount on the other side., The quoted rates for
sterling to-day were, 10841091. The bills of the
Mercantile and Exchange :Banks! of Hartford aro
received -at -the Metropolitan Bank here. The
business of theolearing;hpuse to-day was unusually
large.
_The olearings were $15,641,317.53, and the
balanoes paid coin, $804,465.81. The oash
transactions arthe Bub-Treasury to-day were as

The business at the Stook Exchange was very

its affairs. .
Some time previous to the Municipal election in May
last, the Ward Convention of the ..A3II{IIICAN PARTY
voluntarily tendered to Me the nomination as a candi
date for member of the Board of Health, without the
slightest agency of mine, or knowledge on my part that
such an act was in the coptemplation of the members
thereof. This nomination was promptly declined in
writing, from a disinclination to assume any public du
ties, or to Occupy any official position. The Convention,
however, thought proper not to accept my declination,
and to urge my acceptance of its nomination in very
nattering terms; ouch, upon further consideration,
and iu view of our duty as members of the community,
to make some sacrifice of time and convenience to the
public, when called upon to fill a municipal office, I re
luctantly consented, without being influenced, either
by aspirations or pride for official station, or desire for
the spoils of office, Tho result of such consent am an
election to the 'motion newel.
On the first Monday of July last I was goalie ed ac
cording to the requirements of law, and took my seat as
a member of the Dom& with a full determination to
oppose, with all the ability I possessed, and to reform,
if possible, the abuses of the department, of which, by
report, I had heard so much, in respect to the use of
the facile for refreshments, &c., having no suspicion of 1
the exiatence of such other abuses.
In respect tope acts of the previous Board. %hose
term had then just cloned. and during which the con- '
tract with ICain & Schaffer (so justly the subject of
scrutiuy and animadversion by the Committee of Coun
cils) was made, I base nothing to do. But I had
something to do with a fourth bill presented under that
contract, for $12,861 79, for payment. I opposed the
payment of this bill with all my power, and In doing so,
felt that I wee discharging a sacred duty I oiled to the
people, and now feel a high degree of gratification that
I aided to preventing it receiving the sanction of the
Board up to this time—and I hope it never sell. Per

me here to say, that much credit is due to some
members of the ruling party In the Board for their
active and determined opposition to what I have re
garded, from first to last, as an outrageous and high
handed public swindle, and a gross private wrong as
relates to the ore ner of the property in question. When
the Board was organized in July last, I was placed
npon the Committee on Lazaretto, whtch consists of
seven members, I being the Junior member.
Having, as before stated, determined upon a course
of coaduct to be observed while a member, in respect
to the conducting of its affairs, I Immediately offered a
resolution to dispense with refreshment", Ac., and
urged its passage upon the ground that such a use of
the public funds was not only improper and unjustifiable
in itself, but unlawful and indefensible, under a sup
plement to the Act of Consolidation.
This resolution was met by a motion to lay it upon
the table, which prosalled. Despairing of all hope of
being able to succeed in the abolition of this unlawful
practice and abuse of official trait, for the time being
the matter was suffered to rent, in the hope that the
proposition would be more favorably received on a fu
ture occasion. A like alert was subsequently mole,
but a similar result was the consequence—and the prao.
tire was continued until about the middle of Sep
tember, when a resolution for its discontinuance was
adopted.

and other members at the regular meetings of the Beard,
to procure a report of the moneys received by the Clerk,

My position and practice in respect to refreshments,
ere., has been consistent and faithfully adhered to since
my connection with the guard—a steady opposition to
the practice, and a persevering refusal to eatietion it by
my acts For although the practice has the sanction of
long custom, I hold it to be a bad one he itself, as before
stated, and in view of the law prohibiting the same,
violation of official obligation and duty, which could not
receive my countenance directly or Indirectly, but
against which I was compelled, by a sense of duty, con
stantly to protest, by words and acts. 1 therefore have
not, in a single instance, (except on one occasion I dined
at the Lazaretto, when on en official visit as a member
of that committee) partook of any refreshments, dcr. , of•
any kind whatsoever provided by the board , either "at
the Orrice, at the LAZentrro, or at the CITY rL
in the tiny time, or in the ntahe season."
My connection a ith the llonnt places me in a position
of extreme embarrassment not in reference to any doubt
as to tow hat was soy duty, but from the difficulty of not
being able to have all the businese of tho office brought
before the board, so that all the members should have
an opportunity of examining and passing upon it. Ito
report of the receipts by the clerk of the board has yet
been made, to my knowledge.
This difficulty, and the improbability of accomplishing
my object in this respeet,induced me to think of resign•
ing my position, to relieve myself from the unpleasant
predicament in which I wan placed, about the tinie of the
appointtuent Of the Committee of Investigation by,Coun
cite, which induced me to dismiss the thought at that
time.

months of July, August, and September, and since at
six o'clock Wednesday evening of each week, taking
about an hour each time

workings of the office, except so far as they came to the

submit the foregoing plain statement of fact. in relation
to my commotion with the Board, and claim that if any
°riots hese been committed by me, they are errors of
omission rather than of commission.
