SKOTIoN 3. That all such plan% and eatenetee shall,
when received, become the property of the City of Phila
delphia, and shall be presented within two month% after
the passage of this ordinance, when it shall be the duty
of the Chief Engineer sod Surveyor, by and with the
advice of the Committee on Surveys and Regulation.,
to invite a commission, convicting of three civil engi
neers, who. in conjunction with the Chief Engineer and
Survivor of the City, shall examine and decide upon the
reliktive merits and applicability of the plans presented,
to the Bridge site proposed, and report to Councils the
number of plane received, the names of the designers,
and the character and estimated cost of the throe plane
by them preferred.
Section 4. It shall be the duty of the Chief Commis•
Mosier of highways, upon a certificate presented and
signed by the Chief Engineer and Surveyor, to issue
warrants in payment of the cost of the aforesaid &Oyer•
tisements, and also In favor of those persons who may
have presented the three plans preferred by said com
mission ; to the first in point of merit, the sum of 1x100;
to the second, $250, andlo the third $100; said warrants
to be charged to Item No. 19 of appropriation made to
the Department of Highways, ikc., for the year 1857,
approved March 16, 1657.1
