THE MONEY MARKET.
PHILADELPHIA, August 31,1867.
’ ’'On'Thursday last the Common Council passed an ordi
pft&ce Authorising & temporary loan, not to exceod In
amount. $lBO,OOO, or for a longer period than throe
months. The lair requires that such an ordinance ipust
originate in'the Common: Council—lay over one week
-before action on it by Select Council, and be adoptod by
a two*third vote of both chambers*
' This measure is rendered ttCccssary by the citizens not
paying promptly their taxes. The amount of the mu
nicipal tar assessed for the year 1857 is $2,900,000. The
arfiountpaid up'to the 29th of August Is a little short of
$1,466/000, leaving $1,700,000 yet unpaid, uotwlthstand
ing-the laduoement of a .deduction of one per cent, a
month for prompt payment. The loan causes no loss to
the city; on the contrary,'she gains by it,' the interest
belngat thonle of.Wf per cent, a month, while she
area the one per ■ cent a month allowed to the tax
payers/- .These delinquent tax-payers are of course tho
sufferers,, and as. it is.entirely at their option to pay
weir taxes at any time during the year, they, of course,
,have no right to complain.
The Stock Markot to-day was dull, its business small
In amount, and'the feverish character exhibited for
some' days lost,. Reading Railroad Stock was sold at
20)f*29£—a comparatively small number of shares
(till) only changing hands.
The high rates for good paper bring more purchasers
Into the market, and it is found far more easy to make
sales, though the rates as yet show no material tcduc
tion..
. * We call the attentton or the holders of the Allegheny
County bonds to an article in another column, relating
to the question raised tu that vicinity respecting the
payment of tho interest on these issues.. It has become
a matter of deep feeling in Pittsburg and Allegheny
city, and the course of the'diicussions there will doubt
less be anxiously followed by these bonds.
The fall of the prices of so many stocks of undoubted
value,'and the high rates of discount paid upon good
business paper Under the' influence of the late panic, is
attracting capital from, the.interlor to New York for in
vestment;- >

The low prices of the Stock Board have had the nat
ural tendency to attract capital from other cities. ' Two
thousand shares of New Yojrk Central have been bought

rican ship Robert n&r«ling, for the.loan of a sum of
about $35,000, has been negotiated at the maritime in
