A PROCLAMATION.
2 \\ /"HEREAS the General A/Tembly did, on the fourth
y VV day of April lail, rejfolye, "That the (Governor
be requelled to issue aproclamation, reciting the adl entit
led " an aJI to prevent intrusions on lands, within the
' counties of Northampton, Northumberland and Luzerne,"
and enjoining obedience to the fame; and that he be forth
with requested to caule the fame to be pubiiihed in the
_ newl'papers of the llates of New Jersey, NeW'Vork, Con
ne«flicut, Rhode liland and Marfathufeits: and whereas
0 the aA, in the fridrefolution referred to is expressed in
the following words:
Section I. Be it enaAed by the Senate and House of
Rcprefentatives of the Commonwealth of Penflfylvania,
y in General AfTembly met, and it is hereby enacted by the
y authprity of the fame, That if any person shall, after the
t palling of this adl, take poffeflion of, enter, intrude or
» fettle on any lands within the Jimits of the counties of
» Northampton, Northumberland, or Luzerne, by virtue
5 or under colour of any conveyance of half {hare right, or
any other pretended title not derived from the authority
of this commonwealth, or of the late proprietaries of
f Pennsylvania before the Revolution, such person, upon
being duly con.vi&ed thereof, opon indi&ment in any
court of oyer and terminer, or court of general quarter,
feflions, to be held in the proper county, shall forfeit
1 pay the sum of two hundred dollars, one half to the use
of the county, and the other half to the use of the infor
-1 mer, and (hall also be fubjed: to such imprisonment, not
: exceeding twelve months, as the court before whom luch
convi&ion is had may in their discretion dired:.
! Sec. a. And be it further ena<fted by th« authority afore
faid, That every person who shall combine, or confpifc for
the purpose of conveying, poflefiing or fettling on any
lands within the limits aforefaid, under any half share
right or pretended title as aforefaid, or for the purpose of
laying out townships by perfous not appointed or acknow- 1
ledged by the laws of this commonwealth, and every per- t
son that fha:l be accefTary thereto, before or after the fa<st,
shall, for every such offence, forfeit and pay a sum not less 0
than five hundred, nor more than one thousand dollar«, a
one half to the use of the eounty, and the other half to
the use of the informer ; and shall also be fubje& to such | v
imprisonment at hard labour, not exceeding eighteen 1
month?, as the court in their discretion may dire&. si
Sec. 3. And be it further enabled by the authority a- it
forefaid, That the court wherein any such conviction shall a
have been had, shall iflue their writ to the fheriff ot she tl

pinion that the fheriff or coroner are not impartial, then tl
to any other person or persons they may think proper, t v

to the governor, and if upon the said return, or if upon &
a certificate signed by the president, or one of the judges H

to believe that the civil authority will be incompetent to
the execution of this law, the governor shall deem it ex

fame rules and regulations, as are provided in other cases.
Sec, 4. And be it further ena<sted by the authority <a
forefaid, That if a judge of the court of quarter feflions
lor the proper counties, or a judge of the supreme court Ja
shall apprehend that the fheriff and coroner are nqt impar
t al, it shall and may be lawful for the said judge to direA C<
the venire for the grand inquelt, and for the traverse jury, —
to any person or perions he or they may think proper.
Sec. 5. And be it further ena&ed by the authority

fronts on two of the public squares; from these prawin&s

as soon as poflible after this lottery is fold, and to convey
them, when complete, to the fortunate adventurers, in 1
' the manner described in the fchemc for the Hotel Lottery. 1
A nett dedttdlion of five per cent, will be made to defray :
the necessary of printing, &c. and the surplus
j will be made a part of the fund intended for the National
1 University, to be erected within the city of Washington.
The Brewing will commence as soon as the tickets are (
