The Brig Frankland, Mark Blunt, matter,
from Portsmouth, New Hampshire, for To
bago, whs unfortunately upset by a gale of
wind on the 4th in ft. in lat. 22 20 long 57
50 by which accident (lie loft her masts and
dtek load of horses, (he arrived at Nevis,
yesterday.
The fchr. John and Edward, of Briflol,
Maflechufetts, James Smithwkk mafler, for
Batbadoes, was alio unfortunately lipfet on
the ftme day, in lat 22 12 and long 56,
whereby Ihe loft her mad, asid every thing
011 deck ; the crew were two hours on the
bottom, and without provilions for seven
days; on the nth, the fchr. Hercules, Capt
Lovis, from Barbadoes, fell in With her and
supplied her with every thing neceflary : Ihe
alio arrived at Nevis on the 17th.
On Tuesday last an American cartel, with
trench prisoners, failed hence for Guada
loupe, and returned this day without any in
exchange.

His Majesty's ship Daphne, capt Matfon,
a few nights ago cut three American veflVls
out of Defeada, which had been carried in
there. She alio cut the cable of a large
ship at Bafleterre, Guadaluupe, but it being
calm; and a ftrorg'current in (hore was o
bliged to abandon her.
We (late from authority, that the Rcyal
AfTent has beon given to " An adl for in
demnifying the Governor of Surrinam, or
the person afting as such, for having per
mitted tlie Importation and Exportation of
Goods and Commodities in Foreign bot
toms; and for making void all ftizures of
(hips, veirds, or goods, for any thing done
in purfiiance of such permiflion." by which
all icizures made subsequent to the 26th
ol Feb. 1800, are declared null and void,
and the property to be restored to the Clai
mants, with costs.
On Monday last H. M. (hip Surrinam,
Gapt. Cole, brought in the fr.hr. Lliza, capt.
Eve, under Danilh colours, from Guada
loupe bound to St. Thoma», with a cargo
of Sugar., Coffee and Cotton.
On Tuesday the re-captured {hip Ruth,
from Martinico for Newfonndlar.d, with
Produce, was sent in by the United States
ship President, Commodore Truxton, who
has refuined his command on this station.
On Wednesday a brig, and Thurfiay a
fchocner, (both re-captured) were fcnt in
here by the United States schooner Enter
prise.
Yesterday a-fleet of about twenty velTels
failed from hence fur America, under eonvoy
as the United States fliip Connecticut,
Moses Tryon, Esq. Commander.

The whole number of votes being 2939,
1470 make a majority ; Mr, READ, hav
ing 1567, is therefore chosen.
We are happy that the eleftion in this
town was cariied on with great order, and
mutual good humour. The Selettmen con
duced with great propriety, dignity and
firmnefs, and to the fatisfa&ion of both
parties.
Captain George Croivningsbield, senior,
contended in the meeting that Foreigners
should be admitted to vote ! ! ! But the Se
leftmen determined otherwise.

In order to render the votes of Mr.
Read nugatory, a large number were
brought to the Court House yrflerday and
circulated with the name of Nathaniel in
stead of Nathan, fix of which were put in,
when Mr. Nathaniel Eowditck discovered
the imposition, and put a flop to it.
Major Robinson, in communicating the
lift of Lynn votes, adds the following note ;
" A quantity of tpare votes for Captain
Jacob Chjwninshield, gratuitously fur
nished by u Mail Car'ier from Salem, may
Vie bad again if applied for soou."

to restore the property lately carried in, and
the Danes to admit the fu'ure search of their
veflels, whether under convoy-or not. I

With pleasure we inform the public of the
fafe arrival in the (hip Maryland, Capt. Webb;
from London, the Floating Engines, so long
expedled ; as also the gentleman who went
from this place to superintend the manu'fadlnr
ing of the laine ; he has brought two engine*
on an entire new plan, on carriages with steel
fpringj ; the whole is arrived in good order.

as prisoners of war, with dire&ion to deliver
them over to the commiflary of prisoners ;
who, when we had got to town, would noc
receive them, but told us not to land them
on our peril; and would allow us nothing
for jtbeir fubfiftance. We then applied to
the governor, and every other officer who
had any thing to do with prisoners or French
p.ffengers, but none of them would take
cognizeance of the matter, or allow us any
fatisfaftion for their ltnintenauce or the de
tention of the (hip. At length the governor
