' I 'HE publication of a good Newspaper at
the feat of government, is so ufeiul an
undertaking, both to the government and to
the .citizens at large, for the purpose of com
municating State Papers, the Proceedings ot
Congress, and other Intelligence, that the
Editor has no doubt of receiving the public
patronage. Having left a specimen ot th s
Paper with the principal printers and look
fellers at Philadelphia, he takes this oppor
tunity of laying his terms before the public.
1. The Gazette fliaft be published every
day in qihrto, on a half fhett large royal,
and be delivered to fubferibers in this city
and Georgetown at their places of residence.
2. Papers for distant fubferibers (hall be
carefully packed up and forwarded every post
d.iy ; in halt' (lieets to places where the mail
is conveyed evsry day ; and in whole [lieets
to fubferibers at places where it is not con
veyed so often.
3. It fliall be carefully printed on a good
type and to be enlarged as soon as
filhfcriptions and advertisements will admit
of it. ' i
4- The price to subscribers shall be five
dollars a year, to be paid half yearly in ad
vance ; or fix dollars a year, one half to be
piid at the- end of each half y*ar.
5. Ad verti foments will be inserted three
tiroes ?t the rate of one dollar a square.
6. The Garette lhall contain the earliest
intelligence foreign and domestic—public of
ficial papers, a lket<;h of .the proceedings and
debates in Congress • with I'cL-dlions and es
says on the various fubje&s of economy and
literature.

it ii among other things referred to Wm. Graves'
Esq. one jof the mailers of the said court, " to take
an account cf the Legacies bequeathed by thdwill
qf the tcftator, WII.LIAM PHILLIFS, late of
Newgate flreet, London, deceased, and also to in
quire and slate to the court, whether Francis
James, the brother of the complainant's named as
ane of the Legatees in the said will is dead, and
whether he died ip the life time of the teftatpr j"
Therefore all persons who can give any inferos
tion whether the said Francis James be living or
dead, and if living where he now refidct or lafl
resided, and when and at what place, and when
and where he was lad heard of, and if dead, w hen
and where he died, are hereby reqnefled to give

Lane, London,on or before the firft day of March
next, otherwifr he wiil be excluded the benefit of
the said decree.
The said Francis Jame« was born at or near
Kidwelly, in the county of Caermarthen, and il
living, is about .he age of thirty soar years, and
about the year i779,wasaforem2fl man on board
the Milford, a merchant (hip, belonging to the
port of Br idol, and failed for Jamaica in Septem
ber, 1780, afterwards he returned to Briflol,
an l in November, 178?, was prefTed in King
road, Brifiol, and sent oa board the king's frigate
called that Diomcde, ip which he failed from Ply
mouth an 9 craife, and on board of which he af
terwards became a quarter gunner, and deserted
the said (hip at Charleston Bar in'North-America
ip September 178 a.
