pleasure that he had fat down, to give way
tor Mr. Scott to speak ; but this every one
must fee was attended with a perional fa
crifice; as it was manifeftly a disadvantage
to bring forward his observations immedi
attly after thoi'e of that gentleman, because
they were two remarkable for their perti
nence and ilrength to encourage the at
tempts of their opponents to invalidate,
or his cwn to enforce them.
| He requeued Mr. Giles, and he urgedit
(trongly on the Houie, to conlider mature
ly how large a part of the argument he had
to answer. Mr. Giles had been occupied
i:i refuting what nobody had aflerted, and
in proving what nobody had denied. It
wquld appear to every per for., at a glance
that, after so large a deduction lhonld be
made, the advocate of the amendment
would be left almolt without an adver
sary.

" members who hear me, delpile and abo

How happens it, that the real fentimentl
of the house are so much mifrcprefented by
the Vote r I Ihall be pardoned il 1 undertake
to explain this enigma. Two reasons
have been suggested in private coilverfation
as well as in debate, which will account
for ihe vote of yellerday, and which on be
ing stated ,'rid re-examined, will afford
good caule for changing it to day. The
firft is, that we have nothing to do with'
the clubs. Weholdthemin too much con
tempt to have any thing to Jay to them, or
about them. They are not worth notice.'
This contempt had the appearance yester
day of countenance and patronage.
The other motive suggested is, if the

out, the amendhient will still contain the
substance of the proposition still contended
for ; which is to reprobate the combina
tions of men against law. This descrip
tion will include the clubs, as well as any
other wicked combinations that have had

entertained them, to vote against the a

the true poftureof the question.

of the President, by the constitution, tci

Mr. Ames was sure, we, arc not, for
with a very few exceptions, " I with there
