It is remarkable that one article of
agreement between Mr. Jay and the
Ministry of England, is, that all pro
perty and per Jons taken by cither party,
pending the negotiation, fiiall be rello
red. Does not this article suppose pre
vious orders on the part of the Ministry
to takeperfons and property of the Ame
ricans ? If so, Governor Simcpe and
Lord Dorchester may (hew inltru&ions
under the privy seal for their Speeches
and aggressions, the round afjertions of
Mr, Dundas in the Iloufe of Commons
notwithstanding.
It must however be admitted as pro
bable, that the hostile intentions of the
Britdh ipiniftry were either originally
excited or much confiimed by the ap
pearanccs o; a dilpolkion among our
citizens to take part with France, im
mediately on Genet's anival in Amen
ca. The encouragement that rainifter
teceived on his firlt lardin", tlie holfile
afls he Cino n Uon and

with which he was received by multi- :
tudes of citizens, the addrelTes presented 1
him and the attachment of Americans
to the republican form of government,
Li C m, "'^ r y to Leliei'e, what
the Fiench ministry /aid, in Mr. Genet's
inftruiEhons, « that the American go- '
vernment would doubtless makeacom
mon cause with France." This we are
assured was the original cause of those
hostile dispositions on the part of the
British ministry, to which we n»Mft as- 1
