having been annoyed aud finding
much of his time consumed by place
hunters has been obliged to adopt a
rule that applications for appointment
to office must be made la writing and
presented to the departments, ad
that pcrsonul application to him yftil
not be considered. It is not known
whether the rule applies to delega
tions. An interesting article in the New
York Bulletin gives the aggregate of
municipal debts of forty cities in the
United States as $040,000,000, or one
fourth the national indebtedness. Of
the above amount New York owes
$148,)00,000, Philadelphia $GO,000,000,
Boston $41,000,000 and Baltimore $33,
000,000. The following cities are in
default of Interest: Memphis, Mobile,
Nashville, New Orleans and Savannah
all southern. The highest rate of
tax paid is in New Orleans, 3,9o ; the
highest in a Northern city, Detroit,
8,92. The lowest is Rochester, 1,83.
New York pays2,G5,and Philadelphia
2,25. It Is impossible, however, to
Judge from these rates of the compara
tive burthens, carried by the different
municipalities without knowing
something of the taxable values placed
upon property.
