Tn the Philadelphia Courts last
week an Important decision was made
affecting the rights of passengers in
railroad cars and the duty of railroad
companies to find seats for those they
agree to carry. Some six years ago
William B. Levan, formerly a citizen
of this place, but then and now a resl
bent of Philadelphia, purchased a
ticket and entered a passenger car on
the Pennsylvania Railroad. lie
showed his ticket to the conductor
and demanded a seat, but as the ordi
nary cars on the train were full that
could not be given him. He then en
tered a Pullman palace car and found
a vacant seat which he occupied. For
this the usual additional fare was de
manded, whicli ho refused to pay, de
claring that his ticket entitled him to
a seat on the train. In consequence
of his refusal to pay this additional
fare ho was put oft" the train by the
conductor at a place many miles from
human habitation and Buffered, con
siderable hardship in searching for
shelter from the storm which was at
the time prevailing. He sued the
eompany for damages, and last, week,
after a lapse of more than six years, he
secured a verdict for $8,500, the court
having directed the jury to find in hi.
favor, as railroad companies were
bound to furlsh a seat to every pas
senger to whom they sold a ticket.

A leading southern authority,
which ha been making a careful ex
amination of the statistics of insanity,
declares that few people are aware of
the extent to which this disease pre
vails in this country. There are in
the (,'nited Kates no less than 40,000
Idiots beings incapable of self-protection,
self-guidance and self sustenance.
Tohem the changeful beauty of the
earth and glory of the heavens arc no
more than they are -to the sow that
wnllowcth in the mire. Indeed, in
many respects, including intelligence,
they are decidedly Inferior to the
brutes that perish. How terrible the
responsibility in the premises for
thus shutting out the light from im
mortal souls besdalizing what should
be the Creator's likeness! Then, for
every idiot there are at least two
maniacs, und for every recognized
maniac, and for every recognized
Maniac there are half a dozen on the
verge of insanity or partially insane.
But insanity is not always danger
ous It sometimes consoles. Itself by
its own gorgeous fautastics and is sur
rounded by all the wonders of imagin
ary wealth. When the mental
faculties alone are affected there may
be a lamentable lack of coherence, but
nothing in the way of destructive
violence. Moral insanity on the con
tray, is fierce, mischievous and venge
ful. Its aberrations are invasions, its
frenzy ferocious. Sometimes the
whole mental and moral nature be
comes deranged, and in that case the
fierceness of the tiger is intensified by
the fury of the demon. Nothing is
then left of humanity but the mere
form, and even that is disfigured by
gross and unnatural distortions.
There has been a remarkably rapid
increase In idiocy and insanity during
the later years of our nation's life.
The Impoverishment of the old planter
classes In the south and the excite
ineuts consequent upon emancipation
among the colored people have both
proved seriously productive of in
sanity. More especially has this been
the case since the panic of 1873 com
menced. Throughout ail the south
ren states the statistics show a decided
increase of insanity during the last
three years, as well among blacks as
whites, aud after every Presidential
election a new crop of mauics turns up
lb a result of intense political excite
ment, and the disappointments with
which such excitement is Invariably
followed. WiUiamsport Gazelle &

The Erie Observer sheds the follow
ing light upon the points In contro
versy in the estate of the late General
Reed, of that city. Miss Nellie Reed
died before her father the late General
C. M. Reed. His sickness prevented
him from changing his will, and after
his death It was found that he had be
queathed one-sixth of the estate to the
deceased daughter. The question that
arose in legal circles was whether tlic
widow could have any share in the
distribution of Nellie's property. The
Court below decided that she could
not. The case was appealed to the
Supreme Court, which has recently
reversed the opinion of the Court be
low. By this decision Mrs. General
Reed becomes entitled to one-third of
tho amount bequeathed to her
daughter, and the remaining two
thirds will be divided among the other
children. The estate is valued at $12,
600,000, making ho amount in contro
versy $2,100,000.
