The delay which usually attends liti gatioa in courts is leading many buainer- men to prefere compromises and the ac ceptance of forty, fifty or sixty, per ecnt. of the claims rather than incur the expense and the vexations of delays on bringing suit into any of our courts, and this is having such an effect on the profits of the legal profession that some of the leading members of the Bar sug gest the abolition of a rule of courtesy which is said to be tho main cause ot the delays, When a lawyer has a cases in two courts he can get the case in either posponed by representing that ho is engaged in the other court. If a lawyer in good practice has a hard case he can have it indefinitely postponed from time to time, under this rule of courtesy, in spite of all that the attorney on the other side can do to hurry the case. If a lawyer was required to gets assistance of some other lawyer when two of his cases were called at the same time different courts, or have one tried without his presence, the business ef the courts would be much facilitated. Williamsport Register. It looks very much at if the colored voters of South Carolina were deter mined to mark out and follow a policy or their own, in the matter of reform ing the polities of that State. The Domination of Mr. Chamberlain seems to be very distasteful to them, and a meeting of his friends called in Char leston on Thursday, to ratify the nomi nation, was made the occasion for a very em ph at to display of the opposition. Chamberlain made an ineffectual effort to speak, but his voice was drowned with cheering for Judge Green, the inde pendent Republican candidate. The ratifying resolutions were not offered. If this opposition of the negroes to Chamberlain extends to the country districts, and Green receives, as ex pected, the support of the Taxpayer' Union, mainly) made up of white Con servatives, there will be an entirely new deal in Palmcnto politics. Any change is likely to be an improvement. Pitts lurgh Telegraph. Philadelphia Sep. 25. Christian Richards and John 11. Hart had a hear-to-day before United States Commis sioner Biddle, charged with passing five dollar counterfeit notes. Tie evidence showed that they had passed several notes. Richards ran when the officers attemptod to arrest bim and threw away a bundle ot six counterfeit notes, They had ovar $1,300 with them, only thirty dollars of which was counterfeit They were held in 5,000 each to answer. New York, September 28. The Times Washington special says the negotiations between tho Kellogg and McEnery parties by formal delegates and representatives is at an end, There is reason to believe another plan is un. der formal consideration by the League, and will only bo disclosed when the blow is struck. This involves a new out break of such violence and extent that the military authority of the General Government must be declared. A New Orleans special says the Democratic Conference Committee have accepted the proposition of the Kellogg party relative to the Board of State Can vasgers giving the Democrats two and the Kej ublicaus three members The Episcopalians of the United States are to hold a Congress in New Yorkbegining Oct. 5th. The Capital wcolen mills in Sacra mento, California, were burned last week. Loss over $200,000; insurance, $50,000. The Circuit Court of Gibson county, Tenn., the scene of the lale masaore, has found forty or more indictments against supposed guilty parties. Advices trom Fall River report that it is almost decided to plaoe the ootton mills on short time, some reducing it to one-half and others to one third. At Syracuse, last week, the New York Demooratio State Convention Dominated Samuel J. Tilden for Gov ernor. The second place on the ticket was given to a Liberal. Charles Dullard, the Boy Its ton, Mass., bank robber, pleaded not guilty in the Superior court at Boston, last week, and was commited for trial in default of 8100,000 bail. Dix and all of the present State officers whoso terms ex pire were renominated by acclamation, and Gov. Morgan was made Chairman of the State Committee. The Repub. licans wero as united and couftdent as the Democrats were divided and dis pirited. A Republican victory in next door to a certainty. The somewhat noted red-lcpgcd grass hoppers of Kansas ore not only gramni verously omnivorous, but omniverously carnivorous. Out in a neighboring Stato, the other day, tbey put an Iu diana grasshopper in the snmo cage with a few of the ravagers brought from Kaa sas. Although the Hoosier bird was double the size of hia cousins from the West, they pitched into him and eat him up and then wiped their mouths and looked around for a com field to eke out their slender repast. The Troy (New York) ice compan ies havo a surplus stock of twenty thousand tons left on their hands, the high prico demanded during the past summer having made tho people extra ordinarily careful and economical in tho use of tho costly article Tbcie will be some frozen water to "carry over" in another city that we know of. Accounts ot the burning of the sreat cotton mill at Fall River on Saturday last are of tho most agonizing descrip tion. Tho building was of granite six stories high, 227 feet long and 70 broad, and was filled with nearly 500 operatives when the fire broke out, com posed largely of women aDd children. As the fire spread with such great rapid ity the escape of those in the upper stories was partially cut off, and the confusion and excitement that followed bt-gsars description. The mill contained 36,648 spindles and 850 looms. It i estimated that tho loss will be upwards of 8250.000, on which there was an in surance of 8350,000. Tli3 cause ol the fire is at satisfactorily accounted for, but it is supposed to have originated in a mule head which was unoiled. Although the company is doing all in its power to allay the sufferings of the injured, and deiraying the expense of burying the dead, there is an intense feeling of indignation at the inadequate means of escape, in case ot accident, whioh had been provided by tho own ers. Learning Trapes. The last grand jury of Philadelphia, in its final present ment, called especial attention to tho great number of criminal offenses result ing in the failure of young men to learn useful trades. A very largo proportion of those who are convicted of crime in the city are lound to be unable to earn an honest living for want of proper in struction. The grand jury, thcief'ore, recommend the establishment of indus trial schools, in which mechanical trades may be acquired. In noticing this re commendation of the Philadelphia grand jury, the Doylestown Intelligencer per tinently says that "the time wheu boys and men might freely learn a useful handicraft in private establishments seems to have passed away. In all the large cities there are trades unions, which positively forbid the taking of more than a very small proportion of apprentices by the employers. This is the case with the building trades, shoe makers, tailors, machinists, printers, and a dozen other occupations. No matter how many applications there may be from young men anxious to learn how to work, no more than the regulation number may be admitted. Tho uouiinal object is to prevent the trades irum be coming ovcr-crcwded; but the actual result is to deprive our own boys of the chance of getting the means of liveli hood, while the trades become filled up with foreign workmen who cannot be excluded. The American is compelled to be an idler, and prehaps a criminal, while the German or Englisman comes in and takes his place in the ranks of industrial life. This is all wrong, and the combinations which make such re sults ought to bo restrained by law. It is useless to arguo with the leaders of the trades unions against their suicidial folly, but it is worse than that for the whole community to sit down in quiet submission to their tyrauical distatiou." Governor Kellouq is in quiet pos session of the government ot Louisiana, backed by a sufficient forco ot Federal troops to keep down the insurrectionary element. General James Longstreet, who is styled in the dispatches as "commander-in-chief of Kellogg's army," comes to the rescue of his chief, to re lieve him of the odium incurred by the flight from the State House, when the White Leaguers made an appearance. Longstreet says there was no ammuni tion. For a number of days past, re putable gentlemen of the Kellogg and McEn ery houses have been conferring to see if some plan could not be agreed on which would ensure a peaceable and satisfactory election in November. Ever thing progressed satisfactorily, un til the question of tho composition of the Returning Board was reached. This board, which is tho key to the whole election, consists of five members eleoted by the State Senate. The law provides that vacancies shall be filled by the remaining members of the Board. The McEueryites proposed that three vacancies shonld be created, two of the vacancies to be filled by them. The other to be filled by the joint action of the parties, who should select some gentlemen of irreproachable charaoter without regard to his party connections. This proposition, a telegram states, was positively deoliacd by the Republican Committee and the Conference Com mittee finally adjourned without results yesterday. It is one of the curiosities of politics in Louisiana, that the right sort of a Returning Board is of vastly more importance than a mere majority of ballots in the boxes. In fact, voting there is only an idle perliminary to the real work of a political canvass whieh lies in counting and returning. So uni versal suffrage becomes about as mean ingless a formality as Louis Napoleon made it in France. Pittsburgh Tele graph, The Internal Revenue receipts are estimated at $9,000,000 for the present month. These duties are derived chiefly from whisky and tobacco. Tub extent to which the postal money order system is employed is shown by the fact that last year nearly $75,000,000 of orders wore issued. The tobacco growers of Viriginia havo been unfortunate this season, in some of the counties where this pro duct has been extensively cultivated there will not be one-twentioth of the usual crop secured.
