The bill fixing ths volume of legal-tender
currency at 1400,000,000 which ha?
for some time been in the possession ot
tho Ways and MeaDS Committee, was re
ported and passed by an overwhelming
majority under a suspension of the
rules. Mr. Dawes, who reported the
bill, himself moved an amendment fix
ing the limit at $356,000,000, which
was voted down by 172 to 70. Another
amendment making tho limit $382,000,
fhared a like fate, the vote being 71
yens and 172 nays The vote on the
passage of the bill was 163 to 77. After
such an Appomattox tho money mono
polists should surrender.
Tnic Constitutional Convention of
Ohio, says the Pittsburgh Telegraph, is
not inclined to go to extremes on the
temperance question. The committee
to whom the snbject was referred has
reported a proposition to submit to a
separate vote of the people the question
of License or No License. The section,
if License is adopted, will authorize the
issuing of licenses to trafic in spirituous,
vinous, or malt liquors under such regu
lations as shall be prescribed by law. If
the proposition is defeated the section
will forbid licenses to traffic in intoxicat.
ing liquors, but permit the General As
sembly to provide by law against evils
resulting therefrom. This is the present
law in Ohio. Tho Constitution pro
hibits the Legislature from passing a
license law, and all tho local govern
ments have power to prohibit the liquor
trrffic within their limits.

The Iowa Senate has adopted a joint

an amendment to the criminal code "pro
viding that the sentence of death, when
passed upon a criminal, shall be inflicted
within ten days next succeeding the
opening day of the following session of
the Supreme Court. This wfll give an
opportunity for the review yf errors,
without tho necessity of a stay of pro
ceedings. The influence of forests in drawing
moisture from the heavens may be
judged from the experience f San
Diego, California. Previous to I SOS
there was yearly a rainy season, which
made the soil nourishing and productive1
