The late Elections.
Now that one of the greatest political
conflicts ever witnessed on the field of
American politics is over, and the smoke
is clerring away, the excitemeDt always
attending a political contest but iotense
fied in this dying out, and citizens arc
taking time to look about them, it may
not be out of place to glance over the
field and Bee what, if any adjustments
are necessary to make not only a success
ful but a triumphant advance along our
entire line on the coming 5th of No
vember. A majority of more than 30,000 of
the citizens of Pennsylvania have said
to the nation, that they are highly grrti-
fied and pleased with the way the Re
publican party has conducted the affairs
of our Commonwealth, and that they
have no thought of disturbing that paity,
the party of progress, and reform in the
broadest sense, as the custodians of pub
lie affairs, while with each year they are
advancing the interests of the entire
people, and developing the resources of
the State, in the most unparalleled man
ner, Ohio, Indiana, and Nebraska havo
joined Pennsylvania, in greetings to
Mster States, aud on the 5th day of No
vember a large majority of the Com
monwealths in thi3 greatest confederacy
of republics known to history, will pro
claim to a world of uations, that the
work of the Republican party is not yet
completed, and cannot be while there is
something yet to be dane to give further
development to every power man pos
sesses to confirm the principle of self
government beyond the possibility of
doubt or cavil.
Fossillated political opinions havo
been yielding to tho march ot wind in
all the ages, and are now scattered over
the fields of history as things of the past,
curiosities in their way.
The workings of the "higher law"
"higher law" has given us the constitu
tion of the United States as it is, a con
stitaiion infinitely better than the eon
stitution as it was. The Republican
party is slow to touch that instrument,
it reveres and venerates its age and work,
yet hesitates not to add to it whatever
may be necessary to advance the liberties,
the inalieahle rights of all men. It has
given equality before the law to all men,
without regard to nationality, religion,
color, or former condition of servitude.
It now seeks to secure these beyond the
possibility ot disturbance.
As Republicans we must work, work,
WORK. Our enemy beaten and routed
on every field, drivon from their old
strong holds, aud chaffing under repeat
ed defeats are bitter in their hatred
toward us, their malignity is deep seated,
as was most clearly manifested in their
manner of conducting the late campaigns
in the States of Pennsylvania, Ohio, and
Indiana, and especially in Pennsylvania
and Indiana. The most 'unscrupulpus
and villianous falsehoods were resorted
to, to accomplish their purpose, and
6ecure to them victory. We may de
rend upon it that for the next four
weeks they will not be idle in this mat
ter, and if it is possible to be more un
scrupulous, if blacker falsehoods can be
found in their catalogue we may depend
upon it they will employ them, hence
the neoessity of effort, we must not be
content with victory merely, but victory
triumphant.

William Henry Seward, distinguished
for faithful and eminent service in va
lied publio trusts during a long scries of
years, died at Auburn, iu the State of
New York, yesterday, October 10
Charged with the administration of the
Department of State at a most critical pe
riod in the history of the nation, Mr
Seward brought to the duties of that
office exalted patriotism, unwearied in
dustry and comsumate ability. A grate
ful natioo will cherish his name, his
fume and his memory. The eeveval ex
ccutivo departments will cause appropri
ate honors to be rendered to the memory
of tho deceased statesman at home and

CHANGES IN THE MOPE OF VOTING.
I also make known the following act,
entitled.
An Act regulating the mode ot voting
at all elections in the several counties
of this Commonwealth unproved
Maich 80th 1860.
Section 1. Re it enacted by the Sen
ate and House of Representatives of the
Commonwealth of Pennsylvania, in Gen
eral Assembly met, aud is hereby enact
ed by the authority of the same. That
the qualified voters of the several coun
ties of this Commonwealth, at all general
township, borough mid specinl elections
arc hereby, heieiitur, authorized and
required to vole, by tickets printed or
written or partly printed und partly
written, severally classified as follows:
One ticket shall embrace the names ol
all judges of courts voted for, aud to be
labelled outside "judiciary": one ticket
shall embrace the names of ull state offic
ers to be voted, and be labelled, "state"
one ticket shall embrace the names of
all county officers voted for, iucludiu"
office of Senator, and members of As
Uon'gress if voted tor, and shall bo' labell
ed "county," &c, and each class shall
be deposited id sepcrate ballot boxes.
I aiso make known nnd give notice.
as in and by the 15th section of aforesaid
act, 1 am directed that every tierson
except Justices of the Peace, who shall
hold any oflieo anpointiueut of trust or
profit, under the Government of the
United States, or this State, or any city
or incorporated district, whether u com
missioned officer or otherwise a subordin
ate officer or agpnt who is or fchall bo
employed under the legislative or judi
ciary or executive department of this
State or of the United States, of any
city or incorporated district, and also
every member of Congress and State
Legislature, and the select and common
council of any city Commissioner, oruuy
incorporated district, is by law incapable
of holding or exercising at the same time
the othce or appointment of Jud;e, In
spector or Clerk, of any election of this
Commonwealth, and that no inspector
or Judge, shall be eligible to any office
then to be voted tor.
Also in the 4th sectionofthe Act of
Assemoiy, entitled. "An act relating to
elections and for every purpose," ai
proved April 10th, 1809, it is euacted

strued as to prevent any militia or
borough officer from serving as Judpe
Inspector, or Clerk, at auy general or
special election in this Commonwealth.
Also, that in the Gist, section of said
act it is enacted "That every general or
special election shall be opened between
the hours ot six or seven in the fore
noon, aud shall remain without lr.terrup
tion uutii seven o ciock in tnc evenin"
when the polls shall be closed.
ISo person shall be permitted to vote
at any election as aforesaid, but a unite
freeman of the age of twenty-one years,
or more, who shall havo resided in this
State at least one year and in the clec
lion district where he offers bis vote, at
least ten days immediately preceding
such election, and within two years paid
a State or County tax, which shall have
been assessed at least ten days before
the election. Rut a'pitizen of the Linked
States, who has previously been a quali
fied voter ot this State, but removed
there from and returned, and shall have
resided in the election district and paid
taxes as aforesaid, shall be entitled to
vote after residiug in this state six
months: Provided, that the freemen citi
zens of the United States between tho
ages of twenty-ono and twenty-years,
who haveresided in au election district
as aforesaid, shall be entitled to vote,
although they shall have paid no taxes
Whereas, The lifteenth Amend
ment of the Constitution of the United
States is as follows
Section 1. The right of citizens of
the United States shall not be denied o

870, passed an act entitled, "An act
to eoforca the tight of citizens of the
United States to vote in the several
States of the Union, tnd lor other
purposes," the first and second sections
of which aro as follows:
Section 1. Ro it enacted by tho
Senate and House of Representatives of
the Lni'ed Mates ol America in Con
gress assembled. - Thatall citizens
oi tne i.'niica states who are or
hall be -otherwise qualified to vote at
any election by the people of any Stnto,
.territory, district, city, county, parish,
township, school districc, municipality, or
other territorial subvisionshallbe entitled
and allowed to vote at all such elections,
without distinction of color, race, or
previous condition of servitude; any con
stitution, law, custom, usago, or regula
tion of any State or territory, or by or
under its authority, to the contrary,
notwithstanding.
Sec. 2. And be it further enactat
That if, by or under the constitution or
laws of any State or tho laws ot any ter
ritory, any act is or shall bo required to
be done as a prerequisite or qualification
for voting, and by euch constitution or
laws persons or officers are or shall be
charged witli the performance cf duties
in furnishing to citizens an opportunity to
perform such prerequisites, or to become
qualiued to vole it shall be the duty ot
every such person and officer to give all
citizens of the L nited btatcs, tho same
and eiiua! opportunity to perform such
prerequisite and to become qualified to
vote without distinction of race, color or
previous condition of servitude; and if
any such persons or officers shall refuse,
or knowingly omit to uive full effect to
this section, he shall for every such of':
fence, forfeit and pay the sum of five
hundred dollars, to the persons aggrieved
thereby, to be recovered by an action ou
the case, with full costs and such a low
ancc for counsel fees as the court shall
deem just, and shall also for every such

supplement to the net relating to elec
tions in this Couiuiouwealth, the 10th
section provides us lollows:

white freemen shall be entitled to vole,

is hereby repealed, and that hereafter
all freemen without distinction of color.

No person shall be permitted to vote
whose name is not contained iu the list
of taxable inhabitants furnished by the
Commissioners, unless he first produces
receipt lor the payment within two
years, ot fctate or Uounty tax, assess d
reeably to the Constitution, and give
satisfactory evideuce either on his owu
oath or alfiirmatiou of auother that he
has paid such tax, or on failure to pro
duce such receipt shall make oath of the
payment thereof; it he claims to vote by
being an elector' between the ages of
twenty-one aud twenty-two yeais he
shall depose on oath or uflirmatiou that
he has resided iu the State at least one
year before his application, and muke
prool ot bis residence within his district
as required by the act, and that he does
verily believe from accounts givcu him,
that he is ol the age aforesaid and give
such other evidence as is required by
the act whereupon the name ot the per
son so admitted to vote shall be regis
tered in the alphabetical list by the in
spector, and a note made opposite there
to by the word "tax." if he shall have
been admitted to vote by reason of hav
ing paid tax, or the word "age" if he
t-liall have been admitted to vote by
reason of age, shall be called out to the
clerks, who shall muke like notes iu the
list kept by them
In all cases where the name of persons
claimiug to votf is found on the listfur
uished by the Commissioners and As
sessors, aud his right to vote whether
fouud thereon or not, is objected by any
qualified citizen, it shall be the Inspec
tors duty to examine such persons on
oath as to his qualifications, and if he
claims to have resided within the State
for ouo year or more, his oath shall not
be sufficient proof thereof, but shall
make proof thereof by at least one com
petent witness who shall he a qualified
elector, that he has resided within the
district for more than ten days immedi
ately preceeding such election, and shall
also himself swear that his boue-fide
residence in pursuance to his lawfull
is in said distriet, and that he did not
remove into said district for the purpose
ot voting therein,
Every person qualified as aforesaid,
and who shall make the duo proof, if re
quired, of his residence and payment of
ot taxes aforesaid, in the towuship, ward
or district ia which he shall reside.
it any person shall prvent or attemp
to prevent any officer of any election un
der this net from holding sueh election
or use or threaten any violence to any
suol officer, or shall interrupt or inpro-
pcrly mterfer with him in the execution
ot his duty, or shall block up the window
or avenue to any window where the
same may be holding, or shall riotously
disturb the peace at such election, or
shall use or practice any intimidation
threats, forco or violence, with design to
influence unduly or overawe any elector,
or to prevent him from voting, or to re
strain the freedom of choice, such per
sons on conviction shall be fined in any
sum not exceeding five hundred dollars,
be imprisoned for any time not lea than
one month nor more than one year ana
f it be shown that the poisons so olTend-
ng was not a resident of the city, ward,
district or township where the said of
fence was committed, and not entitled to
VDte therein, and on conviction he shall
be sentenced to pay a fine of not less
than one hundred or more than one
thousand dollars, and be imprisoned not
less than six months or more than two
years.
Ihe following proclamation from the
Governor ot this Commonwealth is also
published in accordance with tho re
quirements of law, viz:
Pursuant to the provisions contained
in the 7th sedtion of the act aforesaid
the judges of tho aforesaid district shall
respectively take charge of the certificats
of returns of the election of their respec
tive district, and produce them at a
meeting of one judge from, each district
to the Court House in the town of
Ridgway, on the third day after the
day of election, being on Fill PAY,
THE 8th DAY OF NOVEMBER,
1872, at 10 o'clock a. m. then and there
to do and. perform the duties required
by law of said judges.
Also, that where a judge, by sickness
or unavoidable accideut to attend such
meeting of judges, then the certificate
or return shall be taken charge of by
one or the inspector or clerks, ot the
election district, who shall do and per
form the duties required ot said judge
