A Dull Dat in tiii Housk. The proceed' ings of the House to-day were extremely dull, fchenckand Washburne seemed to belaboring under the effects of reaction, which naturally followed the violent excitement and pa is ion into which they worked themselves yesterday over the President's Message. Bingham's lem per was in no wise improved by the signal de feat which be sustained yesterday. The House had another opportunity of laughing at hie cxhition of spleen in a short recontre he had with Scofield of Pennsylvania. A discussion arose upon the refercnee of private claim. Bingham wanted it sent to the Court of Claims, while Scofield favored its reference to the Com mittee on Claims. Scofield is somewhat of ft wag and seemed to enjoy Bingham's uncon trollable passion and loss of temper over so small matter. Whatever little influence Bingham may have posessed in the House heretofore he is fait losing. He was as clearly beaten to-:'.ay as on yesterday notwithstanding the earnestness with which he defended his ease. A'. Y. Herald. Wbt is This Tuts! Wherefore so many bald men and so few bald women t Why is it that skulls of young men in their twenties shine like billiard balls t Why this spectacle of bald beaded barbers rubbing the dry tops of bald headed men, recommending invigorations warranted to produce bushy locks In less than ft fortnight, while baldheaded spectators and middle aged men with wigs look on with deri eive smiles; though all the while their wives ftnd daughters throng our streets covered with crown of beauty j and charming actresses toss their blond tresses in luxurious profusion on the stages of our theatres. Our male pop ulation will no doubt take ft serene satisfaction in saying that it is because men have more to worry them than women ; and have the trouble of coutriving not only how to support them selves, but abio hew to support their wives and daughters. ' Probably, however, that is not the reason. Women of course have Cner and longer hair than men, but men lestroy their hair by making ovens ot their beads, under their hats; and thus heat the tops of their era rtjums until ths hair dies out tor the very want of ir. Men should take off thslr hats ofiener or ventilate them better, Ths ArraoACH or tiii Holidays.
