NEW CILIMMAL COURT. .TURY AND
POLICE BILLS.
After' great exertion. We have succeeded
in procuring legislation for this Cotinty, which,
wehope will be sufficient to check the mur
ders, robberies and outrages of various kinds,
which have prevailed to such an alarming
extent, destroying all security, to life and pro
perty in the mining as well as the adjacent
'agricultural districts: Bat the efficiency of
these laws will depend in a great measure
upon the co-operation of ; the Law abiding
citizens et-alleles-sea and parties bithe Coun
ty, and particularly the toal operators The
Governor of the Suite who is at the head of
the police force, to whom all repOrts are to
be made, requires this, and he promises am •
pie protection to all our citizens,lf it takes
a force of a regiment of men - to do it, un
til sufficient security is guaranteed to life and
,property here. He hai,publiely- • declared,
that every citizen living on the soil of, Penn-:
sylvania shall be protected so far as power:is
given to him.unden - the laws to do so.
The new Criminal, Cowl is composed. of I
the counties - of Dauphin, Lisbanan * and
Schuylkill. In Schuylkill County where the
btu:dm:is is so large that an additional law
- judge was petitioned Pr, all the criminal
business of the cirrus is transferred to the
new Court, the Judge of which is invested
with all the powers of the President Judge.
In Dauphin and Lebanon, where the business.
is not so large, courts t ill be held only when
required, by the business of- . said counties.
The Judge of the Criminal Court is to be ap
painttd • by-the Governor. I to serve until the
next election, when he will be elected for a
term of ten years. •
The Jury Bill is a special law attached to.
the Criminal Court Bill, which provides for
the appointment of two .Tury Commissioners
immediately after its passage, one of each Po
litical party, to serve until the next election, :
when two Jury. Cousmissioners will be elect
ed. The prmtent Jury names in the wheel
will be removed .as aeon as the Jury Com
missioners. are appointed. -
The Police Bill requires the appointment
of a Marshal of police by the, Governor, and
police force rot to exceed one.hundred.—
These police Officers report to the Marshal,
and the Marshal reports directly to the Gov
ernor. They are invested - with all the aue
thority of the sheriff, constables, in ma
king arrests. The efficiency of the, police
- force will depend on the -character of the
Marshal.. If he is a brave, discreet and hon
est man, it will prove to be efficient if not,
it will only be an incubus upon the treasury
of the County. With a police force of the
right kind, backed 'by the criminal court, and
with the co-operadon of the people, the law
lessness which prevails in Schuylkill County
can soon be effectually slopped, and the po
lice force as an independent organization, may
be dispensed ,with. If indficient, it would
only prove more of a curse than a blessing,.
. and theretore, the people are deeply interest
: ed 'in having the right men placed on the roll,
of police officers. The Governor desires the
people here to recommend the best men, in;
eluding tried soldiers who have braved dan
ger on the battle field, who are compe
tent for the pest. There will be no appoint
ment of Marshal of Police Until the people
interested have decided on the proper. person
*for the position, but if they become divided,
the' Governor will make the seleetion from
the best candidates presented. The Gover
nor also desires that their' decision should be
made:as early as possible next week.
In the :House of Representatives our
friends worked nobly for our protection.. In
the'Senate the Police' Bill was also passed
• by our friends, _voting for it; but the Criminal
Court Bill was opposed , by several Republi
can Senators; whom the Patriot and Union,
a rebel sheet in Harrisburg, states voted
against it, through the influence of Senathr
Randall. Whether this is true or, not, we
lease for •others to decide; but it accords
with his declarations made in Schuylkill
_ 'County. We had, however, a noble body of
Senators, who stood LS; the interests of
Schuylkill County, and even those Senators
who first voted against the bill, acre finally
prevailed upon' to give us their support, and
the Criminal Court and Jury Bill passed the
Senate; with only the Copperhead Senators
oppesinr., , it.
Capt. C. M. Brnmm of 3liners.ville, who
has been at Harrisburg for several weeks, was
indefatigable his exertions, and rendered
Valuable :services in the passage of tbese bills,
and deserves the thanks of the community,
together with Capt.. John T. Boyle and many
other citizens of Harrisburg, who felt a great
interest in the success of legislation yhich
would also protect - the farmers anti citizens of
Dauphin and Lebanon counties, who had
been robbed and plundered end driven out of
our Markets by the • lawlessne.ss" that pre
vails in Schuylkill County.
But the dark side of this bUsiness remains
to be told. Our readers are all aware
that when a Police Bill was presented to the-
Legislature last winter, - comprorulse' Was
entered into, by which the Pollee were to be
divided betw4n the two parties. This bill
received the sanction of our Senator, and be
assured the peoplethat it should pass.. It did
pass - the House, notwithstanding the opposi
tion of the members from Schuylkill County..
This bill was held In the Senate, under the
positive assurance' of Randall that it . should
. pass ; but a few; days Wore the adjournment,
when it was tob late for redress, he 'killed
the bill in defiance of his word. -
This-year a bill without any compromise,
Was presented to.tlie Legislature, and it again
encountered the most violent and bitter 'hos
tility of our Senator, and . all the Represents
. tives of this. County. , This must satisfy
candid, thinking men of all.parties that these
men have assumed the responsibility of rep
resenting the murderers i as , assins, robbers,.
rioters, &c-, of the County against the law t
abiding citizens of, all partic....: They have
. voluntarily placed themselves 113 that posi
tion, as they say, at the belt&t of tielt party
leaders; and they must assume the responsi
bility of such 'a position and all its. tense
. quences. They have not only arrayed them
selves with the murderers, , but they
have.identified themselves with them as le : -
gialators legislating • in their interests. They
knew that a number of our best citizens had '
been deliberately. murdered on . the public
highways in broad - .daylight almost within
sight of their houses and their families, with- •
• out initiating any measure for protecting the
-community, as legislators, and frantically op
: posed measures introduced by others, this in
effect, sanctioning and encouraging these .
crimes. This is a fearful responsibility for
any legislator to assume, and the question
- naturally arises, can tiny law-abiding Citizen
of any party under heaver, sanction and sup
port Such conduct on the part of those elect,
ed to represent them ? We assert fearlessly
that no honest, law-abiding citizen can sup
port such inen:witbout 'participating to some.

ference between the owners and workmen is,

Patrick Campbell, a native of Ireland, but:for
the last 30 years a rc'pected citizen of Sclinvlkill
County, died at his residence in West Branch'
ley, pear Cressona, onSmoday last, aged 63 years.
His remains were brought to Pottsville on Tues
day afternoon last, attended by a large concourse
of 'friends and relatives, and interred in' St. Pat-'
rick's Cemetery. • . . • .
Mr. Campbell was a soldier in theijoited States
service- during the Florida War. Being always
patriotic, during the Rebellion .nOtwitbstanding
his advanced age, he enlistediu a Sclins lkill Cann

popularity of these "spectacular dramas," bas
given rise to a- lawsuit-in Cincinnati, in which the

latter "Tale of Enchantment," which it was claim
ed was a piracy from the Black Crook: Afteirhear
