Gen. fr!,el!ermin7s
• 'Gen.: B. H. Grierson, who has been in
command in the Huntsville (Alabaini)•dis•
triet,, Since the closes of hostilities, testifies:
..
At the time - of the . surreader .of 'Lee and
'Johnson my impression of timpeople there
was, that they, were willing to accept almoNt
any terms which, might be . granted, .them by
the.Goyermilent.
_There appeared to be great
fear manifested. by them that all their-prop
erty wonld be confiscated, and that possibly
they' would not be ,idlowed to rerriain in the
country. 'That appeared to be the fc'eling
among wealthy, and influential' classes. -I
think at. that time they
,'.would have been
swilling : to accept any terins granted to_ them.
Bin they haye".grown, from time to titne,
More exacting, in their detnands. • Many: of
them had the appearance at first of accept
ing the, situation, and of being willing .to
abide, the result. This Was particularly. the
• case with : private soldiers and the poorer
classes of the South. •There.were, of course,
but 'a few of:-the. liealthier classes whO felt
very bitter. and talked a'great deal about
-leaving the South. entirely, and abont not be
ing willing to remain there, offering:to sell
their property at, reduced' prices. I think
that instead of griming' more willing, to 'ac
cept the situation, they, are Showing a more
intense . feeling of bitternesi towards' the
Government. • I speak of leading men more
particularly. . Theyd° not. app,ear to think
that they have_done anything,.wrong. ' Their
only regret seems_ ' to be that they . had not
ingans to carry Out their designs, and this,
feeling of, hostility governs the majority. At'
•the time 9f the appointment of civil officera a
great many of those who had served during
the Rebellion were reappointed. There was
hardly a loyal man appointed to anycivil office'
I do not 'know one who Was. . That' of course
indieates the , fe..ling of the people. Then
previona to an.election, • officers were station:
ed at di ffetient points to adminiSier the amnes
ty oath,- but a great many would not take it
and voted at:the election without regard to
it.. In '.many of ' the counties their votes
Were so far:as "know, • men who had- sympa
thized with the Rebellion; rainy Of them bad
been in the . . Rebel army and .:were hitter in
their feelings against ,the United States Gov
ernment
, Q To what do yort attribute the change
of sentiment, between the tirne.of Lee's sur•
render and later on ? A.:I think if the , dis
loyal had been dealt with more severely there
would have been less dissatisfaction and-more
loyalty; in the . South today; .their demands
( a • t the dine I left
.have steadily. increased ;
they complained that the - Congressmen were,
not.affirtitted, and they s emed to.think that
on that.account they were an injured people.
I think that 'every Congressmen elected in
the 'State, of:Alabama was elected by reason
.6f his devotion to the Cause of the'Rebellios,
•Some of them Seryed at Richmond as Con
.-gressmen, and, others as. officers in the Rebel
army, but in no case that I know of was a
loyal man eleeted.:'• The truly loyal people of
Alabama do ,not -.Wish the present elected
Congressmen - and . Senators from that State
admitted into Congress. . • . • ... :
_ Q. Do you know anything of secret prgim
izatiorts among the Rebels? A. Lhave care
fully studied andconsidered that matter, and
from many things that : I have noticed, there
is'a general murmuring in the*South and a
. great anxiety to organize the militia and to
get rid• of the army and the Freedmen's Bu.
jean ;.I think there are such 'organizations; .
of course I . Only give my opinion on that sub
ject ; freideyerything I could learn, .and from
studying Southern yeople., - I do•not think it
would be"wise to withdraw the 'Military and
Freedmen's.Bureau; It would 'result in great

and also to the 'poorer -elutes of the whites,l

work, if they are prorierly paid ? A. I have
been Very agreeably disappointed' hi regard
to that. I found :negroes much more willing
to work, and less disposed to depend upon
.the aid of the Government than I had sup
posed they would be; I have been surprised
to see them go to Work`so freely and cheer
fully ; I-did not expect that the whole sys
tem of lator could be changed at once. as it
were,. and haveao few evil results ; I feared
theta very large number of.'negrees would
have'to be fed and supported a long time by
*Government ;- but perceiving their anxiety to,
get work; and their willingness to work for
those who they think will pay them promptly,
I have changed, my mind entirely ha regard
to thrit matter. . •
lilt your opinion that nezroes, if they
had a fair chance, will 'be a 'salt-supporting
people? A. .Yes, sir.. . ' - •
. Q. Do you apprehend negro insurrections .
In case negroes are pot priperty treated ; ? A..
I think negroes have shown a remarkable de
gree of patience, 'although many of them
have beet brutally , treated since thasurren•
der'; they have manifested no dispositiou to
rebellion:; I think there is ti . great desire on
the part of many Southern people for an as
sumption of their. debt ; They wishlo bring
that about, and MEILIY desire to be paid for
their slaves; L think they would oppose the
payment of the national debt ; I think they,
Julys no patriotism for the Union, they appear :
to be now as much devoted to the"cause of the
Rebelliim as they were .during they, war.
They appear to accept the situauon because
they canuot do' anything, else at. present, not
because they are 'satisfied with h. think
that if another election were' held for Goa
gressmesand Senators they would elect men
who are even stronger:in their sentiments for
the South and against the Government, than
those lietetefore elected. •
..
Q. What is public sentiment in regard to a
foreign. mar ? A:: They seein - to manifest a
great - de-0e to have this country involved. in
a war with•france in . regard to Mexice.; I
think. that as, a general thing, in case of such
an event, they would seize that opportunity
to turn.against the Government • olcourse%
•there are:exceptions,:but this is the true sen
timent of the leading people of, the Smith, or
of those there who have controlling influence,'
and it is my very firni' belief,, after all I have
'been able to learn of, the. Southern people
during the war and since.the Surrender, that
.the Spirit' of : resistance still exists there as
strong as ever, and that in the event of this
country e
•ngtwing .
in a forei,gn war, the ene
mies of the averntnent 'Of the United States
throughout the South do meditate and will
not.fati to• seize that.opportunity to attempt
again its destruction.. . . •
Marion's Tesitmeny,
I think- a sniall portion of the people of
Georgia earnestly desire to fulfill their obli
gations as citizens of the United States, tont a
large majority of the. people -:are= disloyal at
heart and have no hilts for the
' II,Mon ; they
look ibrward to the time When they can set
p"a separtne or,, , rinitation- for themselves.—
The influence ilithe small class

w
to do hatis. right, is •not very great. I'do
not tiiink . they eould live there in safety with

rule 'they have no faith in the freedom of the
Blacks, and it is, their desire to, prove that
emancipation hue failure—that the best 'don

,of the - colored man is one of servitude.
In the election of p?rsons to office, those yrho
haVe been:stronely identified :With the rehel
lion are preferred. The fact that a person is;
and has heen'thoroughly loyalto the United
States I think would be fatal to hiS election.
to.any office'in the gift'of the people. Such
'is the, case so fat as.my'knowledge extends.
There has been no change in pubhc Sentintent
slime his surrender, extept that, if possible;
they are More openly disloyal, now than they
were at . first. • . It. 'was a general rule under
the proVisional government of the State, to
appoint n - ien.to office who. were disloyal. At
heart disloyalty was. no bar to their appoint
ment. ' When .Lee surrendered, the' leaders
Of his'arrny and a great portion of the intelli
gent seldiera - believed that they. would never
afterward have any political rights, and they
were surprised at• the leniency that has been
'she - sin them by the. Government. and: the fact
that they have received so ntuch encourage
ment has 'operated to make theta more open
ly defiant than they were before. lt is my
opinion that if a sterner policy had been' pur
sued and_ pardons confined, or. 'granted in
smaller nuethers..of cases, the condition of
.'that State would have beep better than it is
now. In regard to those entering upon coin=
niercial relations - in Geor„ia,.l beliesie it is
the qettled policY of the people not to give'
Northern men 'any chance whatever ,if they
can avoid it.' It is the opinion of.those who
have gone into business there, that, they are
:persecuted simply because they are Northern
' men. and Union Men. Among_the great Ma
jority of the White. poptilatiou, hatred th Yart
keesla thorough and intense. If the United
.States-military forces were to be withdrawn,
.it would - be hardly possible for Northern men
and Union nien to 'remain there, particularly
those who had taken any-prominent part on
the side 'of the Government. • • •
• .
Gen. 'Saxton says positively, that if. the
freedmen are granted the rights to which they
are entitled; that they will become a self-sup
pOrting and intelligent race. , He says on this
po. • .
I think it'vital to the safetY'and prosperity,
of. the:two races in the South that the negro
should be inimediately put in possession of all
his rights as a ',man. The :word ".color"?
should be left out of all•laws, Constitutions
and regidations for the..pepple ; and I think it
vital to the safety of the Union that this should
be done. I think the withdrawing the army
and the - Freedmen's ,Bureau froth Georgia at
ihis:titi:e would be fettifullo 'Contemplate. I
fear it vrould lead to an insurrection and -to 'a
war of the raves: 'The only way in :which to
races can.live togetherin:peace and prosper
ty is by giVing the black race the same polit
ica' rights that the . whites enjoy.,
- . Gen, Hattie* Testimony.
Gen, 'Hat says that the disloyal sentiment
in 31ississipm. is-intense. '.Union men could
not remain there if there were no national
troops to protect them.. He says further that
i
there s an exPectation among the people that
they will be made up the losses they have
sustained in slaves; property, etc., by the op
eration of the Union armies during the rebel
lion.
- . • - • • •
I have always found the negro willing to
work when he was assured that he would be
paid according to his contract.
Q. What would be the effect upon the Uni
on men and negroes of removing the troops
and the Freedmen's Bureau? A. think it
would, be the most unfortunate thing for the
State itself that could be done ; I do not be
lieve a sensible mart in the State would like
to have all the troops •removed ; they might
like to have tbe negro troops, removed .be- -
cause of their antipathy - to seeing them carry-.
hag muskets; hut do not think they would
object to having white troops there'if they
were removed ;I think the result in the case
of the negro would be either that they would
'reduce him to some - state approaching slave.ry
or they would drive him out of the State,' and
they would stop:emigration by that- because
they .could not go there and get along without
labor.; it would; _therefore, be very -unfortu
nate for the State. •,
There is other testimony equally conclu
.
sive, which we have not space to publish. It
shoWs that Congress is acting wisely in
throwing guards against the admission into
that body of the representatives of a people
whose hands are red with -the blood of our
brothers, and ivhotie hostility to the. National
Government is open.and avowed. It may be
the. President's but it certainly cannot be our
'people's "p

olicy," to adn:tit these people into
a participation in the Government, until they
have exhibited " fruits meet for repentance."
