thoroughly the temper of the Southern peo=
pie, and their views, intensions, and expecta
tions-of the future. Or,. rather,. my previous:
opinions hi relation to these points have been'
ablindantly - confirmed, by-a.friend of "great
intelligence, whO has soma maroi.mon the -at
the; South, mostly in South Carelina,•and in
companionship with thanyleading 'men there,
from whom he has been successful in drawing
out fully their views of the future....
• "We have made one. great mistake." said
a leading mart in SOuth. Carolina, "It is .a
matter of - the - greatest- importance to .u's: to
be admitted to .the Union speedily,. that we
m a y have immediate •and entire contra s of,
our own :affairs, and especially oiler the r t e-1
'groes. We ought. therefore, _in •OUrlocal
elections, to have held our opinions and de
terminations in - abeyance for: the time, and
tohave elected men, either of knoivn Union
sentiments or such'as were not known - to
be- prominent secessionists: I .saw the im-
portance of this; and others 'did the same;
we made, an cflort to have.our views adopt- 1
ed, bathe feeling of the-South against the
Noith" and the - Union is so strong that no
one would give us -a hearing. .It was with
us a matter of policy; 'and if our advice had
'been adopted; South Carolina would to-day
be in the Union; with full power to Manage
all • our. 'own affairs and our own negroes,
without interference front any quarter."
"How would we manage the negroes and
regulate negro labor? Why,: by our state
laws we should:prescribe how they. should
work, .for Whom, and for hoW much wages;
and provide any penalties we - please for any
infractions of .our- rules. The Northern rad
icals would see.thatall theirfinatical Schemes
for emancipation had failed. and that the ne
groes would be substantially what they were
before—slaves—as they ought to be, for they
can never be fitted for anything else." .
• "No, :you .are mistaken in thinking the
United States courts would or 'could 'inter
fere- at all in the matter.' How :'could they
do it ? NO lawyer would dare t . ks meddle in
.such a matter, or any other, tigainst . public
opinion; or if anyone should defy Southern
feeling. - be would-he driven out of the state
immediately by 'the people, or perhaps be
more summarily- dealt with. Massachusetts
once tried to :bring a case in this_ state be
fore the-U. S. courts ; 'you know the result
of that.' Since then, South Carolina opinion
and.feeling have not changed, except in be 7
doming, if possible, more' resolute and deter
mined.' South Carolina never did, before
the war, 'Jay any deference ..to the laws or
Constitution of the United States, except so
far 'as she approved •their provisions s; and
she has not ehanged in that matter, except
Ip-haying a mere inflexible' will." • -
On -another occasion,' talking . with an in
fltiential 'South -Carolinian. he said.:: "We
have. no fears as to our future, as you call it
that cannot fail to come right • What are
. our 'plans? We haVe none ;. no PLANS or
'management are necessary,' except, perhapS,
in recnv.ering:our place in - the Ullioll. When
- the Southern States are -once more in Con•
grest• all the rest will follow ae a. matter Of
course. Without an • -effort, the 59uili will
drift into her old position of control-1)0mm/,
nos, if : you choose to call it s so—of the:Na
tional Government. What makesme:think
so? Why. everything:-indicates`it,. so that,
to my- Mind.• there - cap be no mistaking
the signs. Why, even the. most•Mtra radi
cats "of the North. and of Cougress 'preppie
no - punishment or penalty whatever for even
'the blrxxilest . rebels,' as they call Some of us.
All that talk, which was so fierce at that, has
died. 'out. All.the Northern thirst for ven
geance..has been sated by hanging twq old
women- and half a dozen low fellows for
murder. Net one has been punished - in any
way fin. rebellion, nor will there be. - Here at
the South, when we speak of 'the-South,'
or of, 'Southern rights,' we mean only that
.part of our people whom von call rebels;
we' do not count our few Union people, or
the negthest- as forminganfpart of the South,.
or.: as having any rights. All yonr Northern_
politicians, and especially the - Democrats,
adopt that idea, and have no other: Your
'man,
lute no other.- He is a Southern
'man, -born and raised. No-man at the South
is more .theroUghly imbued with Southern
opinions -and feeling: We are extremely
anxious to get.into Congress before the, radi
cals can .have time to limit, our power and
influence. Your. President sympathizers with
us, and favors our . wishes and views to the
utmost:of his power, and desirei to preserve
to . us :our full 'power in Congress:, notwith
standing thernattuniission of our slaves.
-"..f10w can we again control, the govern
ment? Precisely we, did in the past. Our
Southern vote in Congress will bean unit up
on every point, as it was not, always. before
the war. ••• This will constitute a Sure base for
a great party. ' The South has lost nothing in
influence with the Democratic party Of. the.
North. That party will unite - with us hearti-.
from the moment that we recover our
place in Congress. 'That -party - is'in 'a mi
nority-in all the Northern - States now? Yes;
and why? Because withont the South. it
.cannot 'hope for a majority in :'Congress.
When the Sonthern States enter Congress
once More-the Democratic, party of the North
will start into 'a new life, and multitudes of
former Democrats. -no* acting with the. Re
publican party, will 'abandon. it and become
Democrats'once - more. With the entire vote
[ , f the South sure for that party, it will-:re
quire no,• Verylarge accession of force from
the North to give it the control of :the goy
' ernment." '
. When in Charleston, he Was in conversation
with two gentlemen, and found them very
free to express their-views. Indeed, nowhere
at the South' now, is there - much-hesitation in
saying what the South will do when it gets
back Intl Congress.. My friend 'asked them
what the Southern policy would be "What
oar policy be? • You maYbe sure.of one
thing: it will not- e for the peace and gill&
of the Yankees - . They have beaten-us at
fighting ; 'but we have 'always beaten them
in politics, and can easily do ir again. Al- .
though a minority, we could always out vote
and out-general them, and shall do: it again.
. "We shall in the future,• as in the past,
have. Presidents and -heads of departments
who will reflect our views and 'be in our in
teresta,.and we shall always be the dominant
1 power in, the governmept. What particular
measures shall 'We pursue? Why,. they are.
so numerous as hardly to be counted, and so
obvious that' any man who knows, anything
' of human nature can easily mention the most
prominent Orthem. .

During, a residence. of many months in the
South, my' friend -,had constant intercourse
with leading men, and. he. found everywhere
the current of feeling. and opinion the wine.,
The South is mortified and humiliated by its
defeat ; 'dreads no' punishment ;it hates
the Union 'More Intensely than ever, and
bides the time for asignal revenge.
TOE four Fenpaylvania gentlemen referred
to in• the following, were from this Pounty—
Messrs. Fegar, Rauch, ,Huntzinger and Kel
ler. :It seems :that they acted.very indiscreet
ly, taking to ..the Island, as an escort aad
companion: an obnoxious and well known
Rebel-:the infamous - Charley. Chichester,
formerly of. Pottsville. Had they taken - the

instructions in landing, there would have been

connected with the mob, had such a course

The people begged to be pardoned for this

white man landing on the island, except at

son ?" In answer to this question, 1 would
say. as a general thing, no. Indeed; I might
go further and.say,.that'under existing meth
ods of conducting our schools, imould neith
er be expedient norlmirr to do so.'
I do not believe that- any boy or girl who
is required to prepare for recitation half a
dozen different lessons:each day, can prepare
these lessons thoroughly during the- time
which -is actually allotted for • study in, the
.'
school room. EXperience, bdth as a papfl
and as a teacher, hab thoroughlY convinced
me that this'cannot be done. From two to
three hours is all the time, during echool
hours, that can be allowed' for the prepare
-
don of lessons; generally a little less than
half an:hour for each
,branch of study; the
balance of the time is taken up, in recitations.

This; lam sure.-is the•imanimous opinion of
all teachers who have .at all thought about
this important matter. Why, then,,shall we
punish a child in any manner, for not doing

plish? It is the business of the teacher to
see that the time which is Set apart for the'
preparatien nt any. particular lesson should
,be devoted to : that. purpose. Punish a Child,
for idleness—for persistently refusing to
study. Inflict corporeal punishment,' or -any
other kind cif punistiment.which may seem to
be most appropriate-or most effective. The .
teacher must require his': pupils to stuidy-L-to
he - industrionsibut it is wrong for him- to
punish them for failing in a recitation which ,
•hiaown judgment conld not fail to:tell him
they wereutterly unable to , prepare in the

school room. .
knew that- all teachers at the close of each
recitation, assign lessons to be prepared for
the next day.. Tho pupil goes home in the
evening with a full knowledge of What is et
pected of him next day ; his work is marked
out for him. His, teacher: requires him to
take his books home with him, and to pre
pare at least, part of his lessons ,outside of
school . hours. :If the scholar would be dis
posed to ,do this—if his parents would require
him'to do it, teachers would find less trouble
in their, recitations. ". But the teacher has no
Authority over, the pupil when, he is at home,
neither has he a right to dictate to' a parent
how he shall govern_ his children. He has a
right to astieesr parents_ to see that their
'children prepare the lessons which he has
assigned ; beyond that his authority ceases.
Every parent can aid the teacher very much,
it he will, -but if he does not do itz--if he does
not require his eblldren to prepare 'their les
-sons at home, I - am sure It would be Abe
height of injustice in the teacher to punish
them if they fail in their recitations, simply,
becauset they had not time enough to prepare
their, lessons during school ;hours, and were
-not compelled by their parents to prepare
them at home. . •
This question has suggested to me severil
remedies for evils of this kind, bet which'
cannot be discussed withki the Rinks of this
brief artiele. I shall make them the subjects
of future- articles. ' • -
