There is a number of writers on currency
and prcliteilitili it present. ‘llearly all depre
cate a, sadden contraction of the currency,
while nearlYall admit the necessity'
ming specie payments. .11ot one, however,
of these- writers points out any practical mode
Dy Which these desirable results can be pro
duced.: Ina recent.tircubtr we pointed out
a"plan -by-which resumption can he obtatned
stteedily. without Material durtailment of the
currency .; and which would not cite& busi
ness, but on the contrary give a great.stimu
las to ' all the various branches of. business
throughout the country.'. NOW, progress is
virtually checked by the want of facilities to
do testiness. We have built Rolling Mills;
Machine Shojis, Factories, 'U., but we have
no 'houses to accommodate the , workmen
can. be employed. In Pottsville we
. could fill three hundred heuses_in leer than
three months if wetted them, with mechan
ics, laborers, and other workmen. We.earn
that such is the case throughout
. the whole
country. Business and our productive indus
try cannotbe inerealied much under such cir
cumstances. During the war, caPimlists
ceased building tenant houses, becauie
they could. invest their capital to bet
ter'. advantage in speculation , stocks and
oilier securities. . They will not build tenant
Lenses, now because the price of evertbing is
too high ; because they. believe that pric
will recede to a', specie basis, and because
their investment at high prices would not net
them over 4 or 5 per cent., while stocks and
other investments will pay them better f r
the time being. Inflating the currency will
not (wise them to invest in tenant .hous es ,
nor will they invest in :such property as long
as the present- high prices and the present
volume of 'currency, continue. Every thinks
ing man knows this to be true. Then , how
cau we remedy this state of affairs and in
crease the productive industry of the coun
try? We answer, sitn - t ly by protecting our
industry and productions, 'and prohibiting the
importation of moire foreign goods than we
can pay for in our exports., independent of
coin, by adopting a - sliding scale, empower-
tog the,Secretary of the. Treasury'to increase]
the duties a certain• per centage when our
importations exceed the exportationa, until
the drain of coin is checked. Then liMit the'
issue of currency in the proportimi of one
dollar in currency to $3O of the value of the
real and personal properly of the country, as
set forth in rim . circular. This will give great
coefidence te capitalists, and they will then
invest their money as heretofore, in buildinga
and other improvements, es they did before
the Rebellion.' Our coin would then - be te
tamed at home and find Fs way into the
banks, which would pave the way for a re
sumption of specie payments. Gold would
sexin be brought down to par, because there
v:ould be no foreign demand fors it, and our
banks could resume without any inaterle'
contraction of the currency, or a disturbance
of values, within a- very short
_period • after
these limits were fixed by CongreA. Whh
the foreign demand cut off, it would not be
wanted for any commercial purposes except
to pay duties, and after a resumption was ef
fected;" the Governinent would not require
the duties to be paid in gold, nor would the
holders of Government securities demand I
gold in payment of interest, 'bedaese the 'Na
tional Currency would , be equal in value to
gold, and all domestic creditors would prefer
paper, because it would-be more convenient
for handling.' Gold would 'not then lie want
ed,.except as' a basis for our currency f to
pay interest to the foreign holders of Gov
enunent trees:trifles, and to fill up, the vacuum
caused by the..gradual withdrawal of 'hank
bills under $.5. With these limits fixed, gold
would rapidly accumulate, and we could
• never hereafter. be troubled with the
periodical expansions' and contractions
in our. currency and importation's,
causing ruin and destruction everywhe e.
These plans are !feasible, have been adopted
by, 'other governments , to aceomplish the ,
same objects, are not complicated left simple,
sad can easily be understood by all. If no
better methodla devised, and -we have seen
no measures so' practical, suggested," so far,
why should they not be adopted _ ?
Some may object. and say that it would
place - too much, power in the hands of the
Secretary of the Treasury. A, moment's re
, flection will soon dissipate - that idea, 'llls
action in this matter would be underlaw, the .
saute as his other duties are. He can only raise
the duties a certain per centage when certain
contingencies arise, and he lowers them when
other'contingencies arise. The law gives him
CilT , cretionary power. Consequently it
- places no arbitrary or additional power in.bis
. Lands than he now possesses.
THE. JAMAICA DISTURBANCES.
The late deplorable disturbances in Jama
ca have afforded .a congenial theme to the
COpperhead press of this country, and noef-
fort is spared to mike the impression upon
the public mind that the affair Was nothing
short, of a wide-spread insurrection, having
for its object the . exterininatio of the - white
.
d
and brown inhabitants of that Island. Late
.Jamaica papers . hoWever, contain the fact; of
the Cage, which show that the outbreak was
nothing more' than a riot-which might have
been suppressed without 'a resort - to.- martial.
law, and the wholesale shooting and hanging
by which the lives of thousands of the black
ppople ware sacrificed in the shOrt space of
.three weeks. Not only is there not a title of
evidence of any - kind published in the news
papers iu support of the 'statement that the
outbreak in Sf. Thorriss'lvits part of a widely -
ramified plcit fur the destructio.: of the_whites
and browns, but the accounts of the sti-call-
led rebellion furnished by the 'Jamaica Jour
nals--although all e; pure—are of AIM . most
self-contradictory character. The editor Of .
the New. :Turk Tritons.; who, has carefully
collected the accounts -of the disturbances •as
given in the different . newspapers, published
