Borongh of Pottsville shall have the power-to make er
dlnances directing the - size of culverts through which
creekS and streams of watef,may flow across the public
streets and private prOperty,.and-ivhereas. the .NOrwe
gian creek - new tows across Norwegian street and
through private
property and across Union streets, - and
