The burdens which-the tax -Payers Of
compelled
consequence of a reckless disregard of the
Mier is of the coramanity, and 9:Le lavish
manner in which - the public money is spent',
without adequate return, call for reform.• It
is useless to look to the party noveruling the
County, - for reform, when , at its. County
meeting 'held on the 6th of last June, it pass
:ed a rewintion : favoring the repeal of laws
that, new protect the tax-payers. If that par
ty bsol , the disposition to`save the pcekeuf
our people 'from robbory, the County Com
missioners would have applied—as wen rged
them to do—at the last session of the idis
lature fora law to provide a salary for the
Treasurer, in 'place of permitting him to
charge and 'receive $lB,OOO ,n year--:more
than four timeawhatis paid to the Governor of
the State. • This is in itself a gross outrage,
which should receive at the palls in October
next a rebuke from the fleeced tax-payers,of
the County.. was equally useless tor:us
to call upon the Senator and Representatives'
in the last' .Legislature, to stop this kind of
work. The Senator was too btisy procuring

- In a quiet manner, the passage of a bill
,to
enable him to purchase in an equally
unob
trusive manner, a slice of the choicest, parts
of the Aline House land, while One of. the
representatives was unable to read a bill af
ter it was drafted. This happy combination.
paid no attention to anything bit their own
interests, and the Treasury suffered in come
queue,- to - the amount stated. There will b e
an equally outrageous charge this year by,
the °minty Treasurer, and the tax-payers are
.expected to stand this sort of thing without a
murmur.. . -
This is -not the only cause of grievance
The affairs of the Alms house have been so
badly, carelessly, we might say criminally
managed, that from $19,532 67 in 1861, the
expenses of the Institution yeached in 1864,
... $51,689 01. fln 1861 the average cost of
• _
maintaining each pauper was $64 per annum;
in $lBO. $l4B. The report of a Committee
- appointed by the Court to examine into the.
management of the House, is published in
another- column. Although the Committee
is.disposed to make aslenient a report of the
management as possible, and says that much
of the increase is due to the enhanced cost of
-articles entering into the consumption of the
House, yet it is compelled to acknowledge
after due investigation that there is absence
of care and economy in the, nianagement of
the Institution. In plain English, the people
of Schuylkill County pay thousands of dollars
yearly, in consequence of the incompetency
and carelessness of the officers of the Alms
House: About the Randall business of buy
ing at . private vale froth the Director's, part of
. - the Poor House land, the Committee_ thinks
that the full value of the land was paid,—
which by the way, is not the case, as parties
state who - are acquainted with" the_ matter,
that at the time the land was sold it 'would'
have brought one hundred dollars an
acre more than was paid for it—but
objects to the manner in Which- the sale was
made. That was precisely the ground upon
which we entered our protest. It is a bad
business when officers placed by the people
to take charge•of public property, undertake
quietly and unknown to the people, to scll
part of that property: - As a tax-payer, we
object decidedly, to that style of "running
the machine," -and believe that the party
which sections such acts, is unworthy to
manage any part of the economy of the
•
County.
The state of affairs in this County calls
loudly for 'reform,. and it is to be hoped that
the tax-payers rising above all considera
dons of mere party, will this Fall elect a Re
.lona Ticket. Upon that ticket should be
placed citizens, of intelligence and responsi
bility ; men who iu the Legislature or in the
bounty offices would act singly for the best
interests of the people, and with care for the
public finances. We have had such men.
Let us again place them in office.. The tax
payers of this County may rest assured of one
-tact,_ that if they continue in' office the pre
- s sent class of men, their taxekhe will largely in
- creased, not:from natural causes, but in con
sequence of carelessness, incompetency and
dishonesty. We gave.our views on this sub
ject; not in a party spirit, but in the sincere,
earnest conviction that the interests of the
empty detriand a change. We hope that the
tax-payers and voters of the County will
give this matter the attention which, its im
portance • warrants. Let them resolve to
nominate and elect, irrespective bflpsrty, a
Reform Ticket in October. If they have any
regard for"their pockets in the future, such
-willve are confident, be their action.:
;FREE SEFFILIGE A RELIGIOUS, SAFEGURD
It is urged that the black man earned
- citizenship by his brayeTy and loyalty during
the Rebellion: It is stated that the right to
rote shoirld be conferred upon him to - , pre
serve the political equality of the North and
. .Boutli._ It is thought unjust, to make the
black man free, and yet refuse to acknowl
edge his= full manhood. These . and other
'phases of the question in a politimal; and so
cial point of view, are, discusaed in good tem
per we are glad to *say, by the Bepublican
party, and although the progressive step may
not be taken this year, we'are being prepared
through 'discussion, for the time when all
men in the Republic, white or black, will be
granted the frarichise.
Irdlae meantime free suffrage as a safe_
guard to the religious - as well as political lib_
erties of the people, will attract attention, - and
hasten the event. Ilomanism. is antago
nistic to the great free principles upon which
the Republic is founded. If it had the Pow
er it would cloie the Bible and free schools
' _of the country. The Papal Bull issued about
a year since, fulminated against liberal in
stitutions in the strongest language. That
power as it' loses its hold upon Europe, hopes
to gain permanent footing on this" continent.
It is : yearly increasing by immigration and
other causes, and threatens it there should
be no offset, to rule with the aid of Copper
- heads and •.the unrepentant rebels of. the
. South, the country at no distant day. This
lathe great daLger that now looms up, and
'which deniands . attention and action, or the
country will be plunged into a struggle more
sanguinary and terrible than that from'which
we have just emerged. Our great safeguard
- against a danger which threatens the perpe
tuity of the Republic, lies in free suffrage.—

York, writes to, the "Independent" as fol
lows: '
The. Ner o York Observer has done, and is do
ing, an excellent work by allowing the danger to
our institutions from the presence of so large a
body of Catholics in this country. Bound togeth
er by the tie of a common faith that-allows polit
ical and one headship in &foreign potentate,
all secrets develoied through the confessional,
without mental. culture, they constitute a unit to
be worked by one atring in the hands of the priest
lv body. It has been the misfortune of the Irish
.:tlatholics to hare been united, not only against
Proteetantiam,but - againat those ideas of free
dom and equality that should be the birthright of
every. American citizen. They have to a man
been in favor of slavery ; they are now united to a
man in their denial of suffrage to the blaclat.
The danger is a growing one. The Catholic
Wiwid informs us that in lia* the Catholics were
100,000 in a population of ail and a half millions,
or one sixty-fifth, of the whole; in 1830 they were
450,000 in tltirtoetimilliorus, or one-twenty.ninth
of the whole ; while in 1860 they were 4,400 000 in
st,ooppo or one-set-eta of thelotal pop ulation.

the Great Kanawha; Where oil has been pro
duced for the last fifty years. from the salt
wells of the 'celebrated Kanawhii - salines,
which are, In the vicinity of the . - property.
But it appears that the Value. of the land does
noi'llependon on. Or SALT, as the entire tract
'of 3000 acres is underlay with c0a1.,. Your,
teen seams of coal have been developed by
the Company, ranging from rtvio to ten feet
thick; of excellent coal, with an aggregate
thickness of fifty feet, and nearly all above
water level.. Of this amount, two orthree
are cannel coal seams; and one of them is the
celebrated "Peytona cannel," which has no
superior.
Practical miners who, have examined this
property,- pronounce it, without= exception,
equal to anything of the kind in this country,
The coal is good ; there -are no faults; the
seams are nearly level; cars can run in any
direction in the breasts, and the water can all
be drained without pumping. The coal can
be mined cheaper, as a general rule, thaw the
anthracite; it is near a navigable river, and
finds transportation theron to all pOrts of the
Lower Ohio and Mississippi, where the de-.
mend for coal is now very great and rapidly
increasing. The distance from the property
to Cincinnati .is 200 Miles less than from.
Pittsburg, from where great quantities of
coal are now shipped, and the Navigation of
the Kanawha is less liable blockage by ice
in the winter and interruption by low waters
in the summer, thanthe Upper 'Ohio. The
scams are larger and more numerous than
they are at Pittsburg, and the coal is purer
and, better adapted to all the wants of intlus-
In addition to this the entire tract is cov
ered with primitive forests of valuable timber
mostly 'white oak and poplar, but also maple,
beach, waliiut, hickory, &c., &c. In the
Kanawha Region, wht re salt has been the
great production for the past fifty years, to
the entire-neglect of the eoal during its early
period, wood has became comparatively
scarce, and timber is consequently valuable.
Lumber is nowselling
_for twenty-five dol
lars per thousand. Some of.our reliable lum
ber men have stated that the lumber alone on
this property is - worth more than the par
value represented by the,stock of the Corri
ne Great Kanawha Region %one of those
rich Southern vallies,- which ,have been
cursed and controlled by the . slave. masters,
who like "the dbg in the manger;',' have foP
fifty years denied it to enterprise, and knew
not - how to, profit by its immense mineral
wealth themselves. But now that this mpg
nificent,vallei is open to free labor, capital
and enterprise, there, is - no place more invi
ting to the adventurous and industrious in all
our broad continent. - -

subject, than the facts - warrant, but

principal stores and hotels in the Borough, for

coqtract for grading, laying the railS, ett., of this
road, has been .awarded to Judge Reilly of this.
Borough: The work Will be commenced as soon
as the requisite subscriptions to ,the 'stock and

men of Pottsville. As the road when completed,.
will be worth many .thousands of dollars to the
trade of the Borough, nothing, but disregard Of
their true interests will prevent our business men
promptly subscribing.
