resume ofour-foreign relations, the President
gives a gratifying statement of their amicable

of a gunboat to Liberia, to enable thatreputi
lic to suppress the slave trade; suggests that
foreign slave-traders be prevented from ac
quiring domicile and facilities for their crim-

bability that upon the entrance of the Ad
ministration upon another four years of duty,
some changes wi>he made in the Cabinet,
In that event wAhink - that the port-feut/le of
the Seefetaryship of the Interior, might with
propriety and confidenCe, be entrusted by the
President, to the hands of Col. Forney. 'He
possesses enlarged experience and consum
mateability; while the President,has great ra
-spect for his opinions. The appointment in the
event of a vacancy, we know "would, be grat
ifying- to Pennsylvania, and we think, satis
factory to the, rest of the country.

ment, and Mr. Chase is therefore,.Chief Jus
. tice. In seizing this early hour of the sdasion
to make this _nomination, President Lincoln
shoyrs how little heed he has ever paid to the
eiforts of parties to distract his. attention on
this susbjecx. Public sentiment szeined to
point to Mr. Chase as the man of mark
especially adapted, to this high and dignified
position, and in malting this selection Presi
dent Liiicoln.has but, responded to that senti
ment. Mr. Chase is a man of, very superior
intellect, i jand his course throughout this war
has been such as to win for 'him the cond-'
deuce and respect of all loyal men. He. has,
too, been-intimately associated with our po
litical history for a long period, and is known
thoronghly as a man of unblemished integrity
and sterling ability. He possesses a clear
head, a well balanced mind, and a 7conscien
-Sous devotion to principle. " Indeed, he will
eminently adorn the position.
THERE caa be no question that there will
be an early, call for additional , troops. It may
seem strange but the last two calls for men have
not - mat erialiy . ad ded 'to the numerical - force
of our armies. That for-;00,000 was Mader
tue drat conscription law, and gave exempt
ion from service , on the 'payment of commu
tation. The result . was that it 'did not put
50,000 men into the service,--not more than
one in fifteen of those drawn accepting duty.'
The last call for 500,000 men has not; at this
time, put over 120;000 men in the field. cver
200,000 were tredited on the call for naval
enlistments and excesses of. quotas filled iu
various, districts—or at least counted: as hav
ing been furnished ; and the number actually
