To the Editor of the Chronick :
I.ha.ve in asking permission to give through
\your ailumns, which have always been open
Tor the benefit of our' , brave dead; an object
which - may prove ,advantageous to claimants.
The proper way is to make applicathm to the
office ot the Second Auditor, who has always
-been desirous of extending every facility: and
eneouragement to the poor widows, mothers,
and orphans- of applying directly to the of
fice, so that they. may save the large percent
age which some are daily paying to attorneys
-and agents, to whom the Second Auditor gives
-no encouragement whateier.
The application must be made to the Hon.
E. _B.
_French; Second Atiditor, Washington,
D. O; and in all cases post-paid. and he will,
-on receiving a letter from die claimant, send
the necessary blanks and instructions how to
fill their' up, &c., and such is his determina
tion to assist those who give the- required ev
idence, of their relationship (which erititles.l,
his attention) to receive the claim. But t e
agents he will not give any blanks.
In order that Mr. French may decide who
is theproper person, the letter must give the
nearest survivor-in-law, and he, she, or they
shduld =kettle applicatioa; as: First, Wid

by, guardian),; third, father, (if a fit person,
but -if drunken or otherwise unworthy of
trUst, : then mother in hia stead); fourth.
mother ; fifth, brothers and sisters collective
ly; sixth, next nearest relatives or heirs,by
executors' or adefinistrators. The bounty
will not be paid, to any representatives below
the second degree (children), unless resident
'of tie United States. Neither will bounty
be paid on the will of _deceased.
If the applicant is not th 4. proper person
the auditof will send word to that effect, and
at the same time indicating which of the rel
atives namedby the hpplicant is. On the
return of blanks;before -mentioned, they are
filed away in Vick -regular order with those
of the same Rate,' and settlenient, will be
made in order of date of death;;:
Much has bpen said about the delay and

This is noted upon the pay-roll, and irhas
to be examined into before stich applications,
are replied to, with necessary blanks and in

Then very often death occurs in some mill

the surgeon to notify the regiment he belongs

it'is delayed it goes over until the next two
months,. which causes delay.
Then,' again, the paymaster has allowed to
him tvio months to make up his pay-roll, a
month to report 'to the paymaster general's
office, one month is allowed in that office, so
it tlikes from six (6) to eight (8) months be
fore they reach the Second Auditor's office,
which is absolutely necessary..
But many say it is from One to two years
before iris attended to, and I reply to that,
in the /beginning of the rebellion every de
partment was inadentate to discharge its
natural functions, Itiich, of course, left the
accumulatiou'of wdrk on hand. Room was
not sufficient, clerks, were not sufficiently:
skilled, and were tinder many such disadvan

I have heard some say that there wats eon
