Although we latest that we have a superior

system of Government, yetit seems to exist onto
in theory. We bath the foundadois it is true, of
at once a simple and highly beneficial system; but
upon It bas been erected, an edifice, insecure and

the semi' States, a system of misgovernment
has sprung . upif late years, hostile to the Inter
