THE NEW LIQVOR LAW.
This bill takes effect on. Tuesday next, the
first of May. All liquor selling will then
cease, utider present licenses, except by hotels
that received,licenses before the passage, of
the law- Brewers; distillers and importers
may Sell under the. manufacturing license, but
not in quantities less than firs gallons, if they
can find, purchasers . , •

quantity, without : first procuring a license
from the Court—which application must be
signed by twelxe_ respectable and temperate
citizens that such liquor establishment is ah

munity. This application must be-Published:
in the newspapers three weeks before the ap
plication will he entertained, and the lastpub
lieation must Le made ten days before the
Court is in session. _The law does not require
the 12 names to he"published with the applies
tion, but as the..certificate, when presented to
the Court 14cornes public property; we will
take-care that the • names of the signers shall
appear in print. The applicantPmust also;
before - the license can be procured, enter into
bonds with two good and sufficient seeurities4

term of-the Court, but our reading of the law
is, that no such licenses can be granted by the
Court hereafter, because •the law expressly

expire after-the passage of thik. act, will be
forfeited under the law, 'unless the license
would have expired before the next regular

for the benefit of the County Treasurer. The

attentive perusal

every one who would tell--before and on the first

is to take effect. In my view, it is to take effect
immediately. The whole art is to take effect . inn
"mediately. • It tolerates "illooller, roans* or place*. , '
where liquors may be " l ad and drank," until
"from and after the first: day of October next."

r ter," except for the unexpired teem of any license
already granted. o. But'it dots not tolerate the sell-,

sage. On the contrary, and as if designed to
show that it was to go into ,effect forthwith, the
very first section of the act declares that "all laws.
or parts of laws, inconsistent with the provisions
of (hit; act be, and the same ure hereby repealed!"
Repealed when? Not "from ,and after rho first
day of October next," but instantly.
This view of the net appears to me to be sus
tained alro, by the prollsions it contains in regard
to licenses: The fifth section directs the Court, to
fix a time - for hearing applications for
"rind that, and the next five succeeding sectiuna I
which relate wholly. to the subject of licenser, are;
'all founded upon the averment in section 4, "that
it shall be unlawful" "to cell or kee7p for sale,"
"without license granted by the Court of Quarter
Sessions of the' proper county." "All laws or
parts of laws inconsistent with the previsions of
this act." and of course then, all laws relative to
iihe granting of licences, except "by the Court of
Quarter Sessions," were, as we have seen, repealed
by the first section. As if, however, to put the
Setotions of the proper County, grouted, in puma
ati've of this. new restraining law. - •

trade, and much wore are thy equal' to it now,:
when it has attained a vigorous youth. We assert,.
that Individuals. without corporate privileges, are:
- equal to all the means required for the mining of
Coal, both above and below fthe water level, of
Which there is abendatiCprot4 on every hill-side,
! in every valley, and in every' ravine of the Coal
formation of the County--and we assert with
emphasis, that Individual means and enter
prise, without corporate privileges are equal to all
the demands of the market fur real. The past his
tory, of the trade verifies this Veyond the possibility a

pri,e are adequate to all the expenditures in the
mining of Coal, and to allthOlemands of the mar

population in the last tin years has doubled

dant means to make all the improvements that
are neeessar—they never made any improve
ments as far as we can learn t on these lands.
The tenants were forced to make all the im
provements themselves—they would not 'even
erect a sufficient number of !Miners' Houses
for the aceomwdation, of the Miners. The
tenants we learn have expended upwards of
one .hundred and fifty thole and. dollar., on
these lands. Expenses of ;about $25,000,
which properly belonged to' thh landlords, had
been incurred by the tenants, in an important
improVement, and after great importunity they
agreed to leave them take 1 ,515,000 of the '
amount out of their rents When they. mined the
Coal. They have pocketed rents from these
lands We learn' amounting to 'upwards of two
hundrd thousand dollars—tind now, find
ing'that the, Coal is pretty well worked out of
the upper levels—they want a charter to sell
the land in stocks, at $750,000, and pocket

then make the improvements themselves. Will

Company was reported. An adverse report

bill relative to the Training School for Idiotic
children was hist by a 'tie vote. The Com
mittee of Conference on the bill to provide
fur a more just and safe transmission of, real
and personal estate, make report, which was
adopted. The bill to authorize the Councils
of Reading to erect works to supply ` : that city

HouSE.—The bill for the sale of the, Main
Line of the Public Works was taken up and
the motion io make $8,500,000 the minimum
price, was finally agreed to—leas, 49; nays 36.
A motion requiring the purchasers to pay, in
addition io $lOO,OOO, ten per cent. of the
price, within 90 days, and the balance in ten
annual instalments, commencing in 1860, was
discussed, but finally negatived. The bill

The shipments are very large again this week,
exceeding the heavy shipment of last! week, 6 1 ,-
981 13 tons. This is the' largest shipinent ever
made fiom this, region---exceeding the heaviest
week of last year about five thori4and 'ioa4—and
the corresponding week of last year 23,389 tons.
Thelrarenestof the Coal market, and the hack
wardikess of the other regions, hate given Schuyl
kill County a harvett in supplying Coal in thet,
early. part of the scnsun. The demand for COao
continues brisk, but the shipments will diminish
next week, or we will bo greatly mistaken—no.-
two heavy weeks following in•sueecssion.
The shipments from the Lehigh . have been
checked to inane extent again, on account of
freshet and break in the Delaware-Division, which !
