IWe learn that the Philadelphia and Reading 'Railroad Company applied to the Legislature for permission ,to porches° the Mount Carbon, and Fort Carbon Railroad; and nut the Mount Carbon Bail road, as stated ia:the LogislAtivo reports. The following letter was intended for last - week's. Journal, but was not received for-some cause - known to us, until after our paper was put to press : Resnuso, March 28, 1855. Mr. B. B.c:ixas—Djar Sir:—.lo your -paper of Saturday last, under the head of the "Coal Trade," allusions are made to the Schuylkill Canal, that reflect somewhat severely on the management by the agents of. the Company in the immediate obarge of the Works. lam convinced you'would chit knowingly prejudice the public mind nnjustly against the Work or its officers; I therefore sup rids° you have not becu properly informed' as to the facts, and with your permission, beg leave to ante the circumstances in relation to the matters which I imagine to have been the subject of com plaint. You speak of "the practice of letting the water Into the Canal to give a smooth surface, thus coy oricig up the deposits of mud and bars; only to be discovered when the boats stick fast," as a "good *dory to save Looney' ib winter, but works badly in practice, and iought I to be abandoned.",. Now, were this true, the comparison would be just, when yea say the indifferent management of the'se works is only equalled by the of the State Canals. There is however, some mistae. The Canals of Our lino, train all of which the wider had been drawn during the winter, were thormighly cleansed before they Were filled. Beats loaded lust season, and re niiining at various poiiits on the line over wine; ter, and which were fotind drawing 5 ft. 7 in. to' near 6 feet water, have all been passed without , shirting cargo. The covering up of bars, doubtless rotors main lx id Darn No. 2; at Port Carbon; Dam No. 4 at Me; tarbon, andloata N, o. 7 5 at Schuylkill haven. In Dam No. 2, the water was kept dimwit otr from theelose of navigation until near the opening, for the double purpose of prosecuting the work on a separate ehanneldesigtied to carry the Coal dirt (Which has 'hitherto, as is well known, been a source of gat trouble and expense to the (om- Pony, owin to the pr4ctice of throwing it into th - o stream above the head of navigation), and to Wash away the depositsiof that material existing in; the channels.: Mizell good was accomplished -in - -this way; but the formation of a bar in the eddy below the Mouth !of the "Firth dock," and miller sumo of, the schutes. was unavoidable.— There were, however, removed, as low as the water weald permit, by. manual labor; and a dredging machine that was on the spot, was relied upon to take oat what still rosMainsd. This machine, as Bonn as the filling of the'datn permitted her to he Sleeted, was worked day and night, with double gnitgs of men, until the ilitlieulty had been so far overcome as to render night work unnecessary-- The amount of.dittention occasioned, was not at al( serious ' and even those boats that had lain in the dock, loaded Over winter, experienced but lit tle'f delay after they were ready to start. At Mt. Carbon the dam had beets empty, and the bars of ,COO -dirt removed by laborers, yet some ever loaded boats could not , pass until soft bars of shith had been scooped-Lan operation which, for other boats; frith it flush istate of the water, would not . have been necessary. A bar at Schuylkill Haven, brought down by the West. Branch,:was preceptly excavated by another dredge machine, and is very limited delay happened to such boats as 'were ready to come out of the docks in slant No, I. This dept . :sit war chiefly the result of a very:pi:lira drawing offiof that dam, and to have draws it fully woald hare greatly increased the difficalty, besides causing a risk of injury to boats then lying in the docks loaded. Qr, other delaytton the line, resulting froth bars or ,Obstructions, I believe there were none that weth protracted, and sulh as aroso from a 'Nil' stage of water, in some Of the lower dams ' were proMptlysittended, to, and the water raised tent porFily in the usual manner. ' Ihave now mentioned Cho whole of the dant/. ties On a Rao 108 miles tong, sneeessfully opened earlier than. any tither navigation In the State, an& hollered to be twain as gaud working order, at this yet early period ;in the season, as could temionably.be expected, ind if I have satisfseto rily'AfecOnnted for any difficulties which bare Wen pang—it is the general management as- a ickiite, that our Coal- Operators find fault with--or' In other words, oar fast folks think they are entirely too slow in all their movements. : I lSome of the evils complained of, we are willing toadmit, might to have been overlooked, ortreated More leniently by Boat-owners, in consequence of the efforts made to open the Canal for navigation, at the eariiest possible, peri - 041--even before it was really ready for navigation. The accumulation of dirt in the different streams in this neighborhOod, which is swept into the Canal by freshets, causes much dif ficulty in keeping the channels clear; but the gen eral impression among; those interested is, that the Ocanpany do not suircciest/y ward against these eril•—that it, would require less expenditure in 'the end to prevent theso difficulties, than to re move them after they o c cur. tinder the present circumstances, Boat-owners and : Shippers are In constant dread of the channels and dams being, filled up, and the trade , checked. This ought not to be the case with such a magnificent work as the Schuylkill Canal, which. is capable of adMitting Barges with a capacity of upwards of two-hun dred tone. The "turn-out" among the Miners at a number of Collieries on the West Branch for an advance in wages continues. In some instances we leatin; the men demand the exorbitant wages paid last year. Coal is sold from $1 to $1 '25 per ton loss than the high rates that ruled last year, and our Operators cannot : afford to pay such high rate?. '- The price of Coal must govern the rates of wages, and both capital and labor must confOrm to cir cumstances. Our Operators have to submit to a reduction in the price of Coal—mad Misers and Laborers must expect to work fur less wages than they received last year. The men have a perfect right to cease work whenever they please, provi ded they do not coerce or threaten others. And the Operators can advance their wages_ or employ °theft if they think proper—both parties suffer, and therefore a cunciliatory..course 'on both sides would seem to be the wisest policy A couple of months hence, when all the regions commence pouring, their supplies into the market, we doubt whether the men will be an eager to turn-out= they will in ail probability be more anxious to turn-in. One tbing however is certain, no violence, rioting, or destruction of propery, will bo tolerated under any eircurnstanees—public opinion is a unit on that point—and we have the men who are do. tertnined that property and-the laws of the coon. try shall be protected at all hazards. Conanseoznerrs.—We have received several letters from different parts of the country, on the subject of the Coal Trade. We invite all those gaged in the business abroad to correspond with the Journal, and set forth their grievances. In this manner many erns that exist are brought before those interested, and remedied to a certain extent. We received a letter from Newport, R. Island, a few days ago, which we have Unfortunately mi:s 7 'laid, inquiring "whether Coal cannot be purchased . in the Coal region and shipped (Rivet without lei, leg mixed at Richmond." This is an aria that the writer thinks is "seriouslruffeeting the inter= esti!, of Schuylkill County, because pttrebaierrt abroad very seldom obtain the Coal they par- chtot." • 'This is true to a certain extent—but the Coals from all the regions, aro more or less mixed at the shipping ports. In Schuylkill County thUre is a ireater variety of Coal than is generally found in other regions—and it is the practice of some of tturdealers nt Richmond, to buy an. infe rior Coal at lower rates and mix it with a better article, to equalize prices. The dealer ought' to makehlmself acquainted with the different iindS of Coal, as far as possible--:and then insist on re= cciving the nrticle ho purchased. A. letter from Natick, Massachusetts, Stater that tbe . high prices at which the Philadelphia ti Read-j ing Railroad opened, have caused great despond- . ency in the trade, and will keep purchasers back in , 1 the early_ part of the season. The writer adds,— "The present condition of tho trade in Boston and. vicinity, is quite unlike' that it assumed a yeir•; ago—then the trade was full of !wipe and activity, with a demand exceeding the supply, and a fair I prospect of a. good trade in futuro—now ference and inactivity are observable ev erywhe're— there is no overstock of Anthracite in the liostOrk, l market; but at the same time there. is no disposo: ties to buy, except for immediate wants. The' great stringency in the Money market, and the general depression that pervades the „manufactu ring interests, add to this feeling. _ The whide trade were disappointed at the opening rates charged by the Railroad Company. The tenden cy of these rates, as I apprehend, will be to delay shipments in the Spring months, thereby increas ing the chances of a short supply, espeeially - in the Eastern markets., and to enhance the cost at the expense of tho consumers. But these, Com panies have but Mile to: fear from "the public, whatever may be the' price of Coal in , Winter.— The dimes and dollars* a CoraPeny may charge for its services, are generally overlooked, but when the rich man and thepoorlman.corne to buy their fuel and snd - it higher than ,usual, their vials - of wrath are-immediately poured out upon the heads of the Denier and'Aliner, and the high prices or carrying Companies are generaily overlooked." The Managers of tbo Delaware and Iludson Ca- toil Company herewith furnish to the Stockholders. the usual annual statement of the year termina-1 Ling on the first of the preSent month, by which , the amount of net profits is shown to be $1,100,- , 141 79, equal to fifteen and a quarter per cent. oh' the capital stack of the Company. The quantity of coal shipped from Honesdale during the season was 438,406 tons, of which 412,549 tons either reached' Rondout, or was sold at various Pointe along the line of canal; the re mainder, 25,857 tons, having been detained on its downward transit by the premature and uneXpeet ed closing in of the winter.. An item of $541,378 07 will be found on the credit side of the statement, being the amount re ceived from the Pennsylvania Coal• Company in part payment of tolls on the coal cleared by that Company from Hawley. The business of the past year was marked by extraordinary interruptions to the navigation of the canal, which, while they lessened the quantity of coal that would otherwise have been brought to market - at the same time largely added to the cost of production. The very favorable result which,! under such circumstances, the-Board are still able to presentts, they think, well calculated to strength en the confidence of the Stockholders of the Com pany in the substantial value of their work. It has been the misfortune of the Board, since • the issuing of the last annual report, to be deprived i of. the invaluable services of ono of their fellow members, Miuntee Wtoirra, Esq., whose lamented decease occurred on the 29th day of December last. The name of Mr. Wears has been identified with the history of this' Company during . the whole I term of its existence ; its earliest inception origi nated with him ; ho was unceasingly and faithful lfdevoted to its interests, both as an executive officer and a manager, and, until the peridd of hie last illness, the Company never failed to derive profit from his astute counsels and active and en ergetic exertions.
