• The edifice is a substantial one, and 'is
charaCterized •by an appropriate, and not e
very costly architectural design, sufficient to
'mark it as 'a public buildingl and to invite de

The increase of the boats used in our trade,
had also made it Mciisary to provide regular
wharfage-berths for such of them as were
waiting clearanees from Fairmount locks;
and tor this purpPse, a lot of ground has been
taken up on groUnd rent, situated near the
Suspension Bridge, with a valuable and avail
able front on Callowhill street, which may be
sold if deemed eqedient, without impairing
the value to us of the wharf front. '
During the par, the Trustees• of the
Boat Loan have prosured 40 new railroad
coal cars, 60 coal barges, and-one Locotne
tive Engine. The total cost of these was
$196,874 64, of It Lich $54,807 14 t'enaiii
paid ; which, 'with the instalment of the prin
cipal of the Boati, Loan .of 1850, payable in
1855, it is estimated will be met, by the pay
ments to be mad§ by theboatmen, on account
of their leases. i . •
T c he•affairs of the Company seem now to
4y4leacheill that point where it would be
prof to establish some fixed financial policy.
While its trade was limited by a revenue that
ust enabled it to ;.pap interest and: leiperises,
'it might have heeti deemed premature to dis
cuss the propriety of dischargin& any part of
the principal of ifs debts.. ' But tt. seems ap :
propriate now to !call your 'attention to the
subject. Conipany burthened with a fund
ed debt, ean`be tifnly-independent in its
cv and action, or positively secure for its
stockholders: • •
Casualties which sometimes occur, andleid
to a suspension of clear income, will be met
and borne.by stockholders, but not by teen-%
holders, except under v,ery peculiar and dis
tressing circumstances. •
Every, Company shOuld therefore aini•to
free itself from debt, and to set apart; ; every :
year, some sum out of its, earnings for such a
purpose. To thei,exteut that such earnings
are thus applied, eta debt discharged, a stock
dividend fund should be opened, and-the
amount at its credit, at proper times, be disl
tributed among the stockholders. r
• -The Mana,gers,itherefore, recorernend that,
the stockholders and loanholders 'should de
clare by a reselltion, their approbation of
this principle in She fiscal concerns of the
Company, and . their desire that the, Managers will take : such measures as gill sect& its ap
plication to a reduction of debt, in, the next
and cVery ensuing year.
They would again urge the propriety of„ffi
creming the Contingent Fund by the addition
of its annual income, until fhe sum of two
hundred thousand dollars be accumulated.
As the computfid profits of the year leavi.n
sum equal to five ;per cent. on the amountlof
the Preferred Stock, the Managers have pas
sed a resolution, authoriz:ing distribution of
Boat Loan . to that extent; to'be made to the
holders of the Preferred Stock, as• they now,
stand- registered, and be deliverable on the
first'day of February next. The certificate,sii
for this,lean, to bear interest. at the rate of
six per cent. per annum, from 'the' first day Of
January, 185, to dm payable semi-annually,
on the first day. of! May 'and 'November, and
the principal to be reimbursed in . five instal
ments of twenty 'per cent. eat+ on. the fi rst
day of . November 859, 1860 , 1 861, 1862, and
1863, and to be secured by the like tmsta and
conditions as the Seat Loan, of 1850- It is
believed, that elder the 'circumstances b
