PEDDLING IN SCUD:M. COIINTIi
EDITOR OF MINERS' JOUR!YAL am pleased to

pursue their calling from general ignorance of the
law. I think, that if the provisions of the law in
regard to Pedlars in Schuylkill County were more
generally known, the evil would he in some mea-•

the law in the Jounial, and oblige

Hoe. Hugh Maxwell, * * *:—l do not w i trait :
the right .of Mr. Law, or any other citizen to
threaten a War on his own account, for the pn
of seeking redress for real or imaginary ini tea,
and then to call upon the Government to say ha
ther it upproves•or disapproves of such con uct,
and Assume' its approbation unless the act- is 'for
bidden. Thii Consmuticin of ;he United Stateslhas
vested in _Congress aloes the power of declaring
war, and neither the Executive branch of the Go
vernment, nor Mr.:'Law, has any right to usurp tlutt
power by commencinga war without its authority;
and if he shall attempt it, it will be my, duty, ja it
is my determination, to exert all the power con
fided to the Executive Government by the Consti
tution and laWs io prevent it. I am resolved, aiev
ery hazard, to maintain our rights in this contro
versy as against Spain, and I am equally reso
that no act of our own citizens shall 'be perm'
to place this Government in the wrong.
Mr. Law 'has an undoubted right to pnriue, his
lawful business, but when a question is raised lbei , ;
tween this Government and a foreign nation, as to
whether the business which' he pursues is lawful;
or pursued rut a lawful manner, the decision of that
question belongs to the two Governments, and Inot
to him. If the object be to assert his right toler,- -
ter the port of Havana with such persons as twilit)!
choose to select, in defiance of the laws and Gov
ernment of Spain, he has certainly done etiougi e to.
present that question for the decision of the v.
eminent of Spain and the United States; and the
negotiation has already commenced, and our rights
as.we understand them have been asserted,ind est ,
said before, will be maintained ;- but the act of
. this
Government cannot be controlled by the interference
of any individual; and it is entirely unnecesaary_
that Mr. Law should repeat these attempts for ; t he . +
- purpose of setting this controversy, and it he Wil- ,
tally does so,land in so doing violates the laws eta
re
foign, nation within its own jurisdiction,and there
by loses or forfeits his vessel, be can expect no; in-.
demnity for such an act of folly from this Govern
ment.
We ragulate the terms and conditions hisott. ..
which all foreign vessels shall enter our ports, and
we fix the penalties for a violation of our laws, end
the right to do . so we shall never suffer to be tineitt
tioned by foreigners, and we do not question tbeirs
to do the same thing. He must wait the result of
the negotiations between the two Governmenta.—
This is a question not to be settled between On
and Cuba, no even between the United States and
Cuba, but between the United States and 8 • ..
which alone is responsible for the conduct. ohs
Governor of Cuba. .
.
I - write in some haste, as the mail is closing;
you are at liberty to make known the. contents of_
this letter to Mr. Law, and to inform him, that is a
good citizen Lprestime be will not attempt any to
!alien of our neutrality laws by attacking Cuba.
