Executive have exercised undue and injurious influence
upon the legislative departnient of the (Seven:mem;

danger of Undergoing a great 'change from its true the
ory. The personal opinions of the individual who may
happen to occupy the Executive chair, ought not to con
trol the action of Congress upon questions of domestic
policy: nor ought his objections to be interposed where
questions of conwltutional power have been settled
by the various departments of Government, and ac
quiesced in by the people.

the improvement of our great highwayslt - Jeers, hikes,
and ha r bora, the Will of the pc ople, as expressed through
their Itepresentatien in Congress, ought to be respect
ed and carried out by the F.xecuttse.
"Fourth.—The Mexican war: I sincerely rejoice at
the prospect of peace. Mylifer hes been devoted to
arms, yet I look upon war at all times, and under all
circumstances, es a national calamity, to be avoided if
compatible with national honor: The priori:duo/ our
Government. as well as its true parry, are opposed to
the subjugation of other nations and the dismember

billi for improvement of -rivers and harbors, the
toll to recharter the Sink, the hill to equalize the
sessions of Congress, the French spoliation bill,
and in so many other cave that it is. difficult to
enumerate them. These vetoes have been sus
tained by Executive influence. Congress has
fallen beneath the Executive arm, strengthened as
that is, and always Will be, by a venal and sub
servient-press and the ready sid of the Post Office
