ANTI-REMOVAL COUNTY MEETING

red; nn man!of soubd mind will, for a moment,
entertain eu fallacious an opinion, unless indeed
it be conceded, that the authorities- of the borough
of Pottsville under this law have the right to levy
the necessary sum required by taxation. • Butdet
us- suppose. for the sake of argumeni, that the
citizens of Pottsville would freely submit to 'be
taxed for this purpose, w•ho is to-he intrusted With
the amount of Money thus raised? Who is to
see to the faithful application thereof! No pro
vision of this kind is to Ito found in this law—Me
County Commissioners find no power thereinto
receive the amount thus raised, neither are ihey ,
authorized -to look after its application. - The
"only poWer with which they are intrusted by.!the
law is, flew to direct, ata expense of the coun
ty, bow the buildings at 4be constructed; second,
6 ,
to receives conveyance or- a Int or lots of grotind,
for the use of the county of Schuylkill, upon
Which the said buildings are to be erected; how
this lest provision can he carried out, is, and al-
ways will remain a mystery.; The citizens! of
Pottsville are not hound, by 'la - W, to furnish, nei
ther are the Commissioners authorized to purchase
. the lot or lota referred to in- the second Sectirin ;
yet, forsooth, the - iril4i.t.'lature in their wisdinn

branees for the use of the county. `
Third, By the 3d Section of the law it is true
that-provision is_ made that 'the .eitizen's of„Piitts-

missioners may sue.for the recovery thereof, hind
when Collected it is to be applied by-them towards
' defraying the bxpenses of such buildings. What
security, we would ask, in all candor, have the,
"Pax.pliyers of the county under the provisions of
this section, beyond the amount recovered froth de
fatilting subscribers—no part of the amour
scribed and paid over voluntarily to the citizens hf. .
I?tittsville, is required to lie paid-over by them to
the Commissioners. i 'rho' citizens 'themselves,
(Who may be so fin(anate its to becom:disbursers

the law in all its important features is .dereetive, .

be Selected from among themselyes . ; arid' in no
event, underth:provisiuns oC this law, can, or are
the Commissioners authorized to receive lime..
than the amount which may he recovered from
defaulting subscribers ; what! guarantee then, we
ask, have the people of this county , upon which
theyy, can relY. that the amount then raised by sub
scription. will be properly applied ! . What secu
