Mil ARTICLE Sectioe L The Supreme Executive_ power of this Commonwealth shall be 'vetted in a Governor. Section IL The Governor shall be chosen on the besiond Tuesday of October, by the, citizens of the Commonwealth, at the places where they shall re epectivelY. vote for representatives. The returns of everyelection for Governor obeli be sealed up and transmitted to the seat of government, directed to the Speaker of the Setiab*who shall open and publish them in the presence of the members of both houses of the legislature. Section VII. He shall be commander-in-chief of the army and navy of this Commonwealth, and of tint militia, except when they shall be called bite the actual service of the United States.
