a message from the Senate, informing the
House OVA they did not concur in . the a
meQdmeit to the bill incorporating the
Offerman rail road and mining company,
making siockholdera . personally responsi

Mr. Kkebs moved that the House recede
from their ameddment. , ,
W.'S:F. Reed ably supported the mo
tion ; showing . conclusively , the impolicy
of incotpitrating such a provision in this or
any bill of a similar character.. ,
M r. of Westmoreland, ntrenuucisly
‘p.posed the motion. He -insisted that
cu& could Ike as well mined by individuals
as by corporations. He was in favor of
making corporators personally liable for
all their debts.; and he would make me

Waslrrought before the Rouse. He held
it to be unfair and anti-republican to hold
individual! responsiblE for all their debts,
and to pursue a different course, with cor
porationd The argument however which
he appeared to dwell upon with the great
est complacency waif, that these coal c!g.
potations raised the 'price of labor.
this he is correct-; end, &furnishes the
strongest argument in favor of incorpora
ting these companies.
