The 22nd of this month is to be observed as
a day of thanksgiving. People can certainly be
thankful this year for the unusual abundance or
the crops, and the general prosperity of the
people. Never before in the history of this
oountry have the people had more cause for
gratitude to that overruling Providence who
has blessed us with plenty and health and peace.
The custom cf observing such a day after the
harvests are secured has now beoome universal
in this country. No State omits it, rind no cus
tom could he more appropriate in a free and
obriatian nation. While it is a public and gene
ral acknowledgment of dependence upon a Su
preme Being, it is a day of rest from labor and
cats, a day of social enjoyment, and a day not
of fasting, but of feasting. We can appreciate
it all the more this year from the contrast in the
condition of the country now and last year
Last year there woe n scarcity of food even
alarming, and a general depression of all busi
ness interests. Now there is an abundance, and
an activity and prosperity in business never be
fore surpassed. We can all afford to devote one
day this year to grateful emotions and social
enjoyments.
With many the day is considered a fsst day
But such is not its Intent, or its mode of obser
vance there it is has horn annually observed for
a century or more. On the morning of the day
the people usually attend church, and return
to a bountiful dinner If they can Ffford it. The
poor neighbors are always remembered and sup
plied with something good for the dinner. The
afternoon is devoted to amusements, and the
evening to parties and social and family gather
ings. Every one feels bound to he happy and
pleasant on Thanksgiving Day ; and it used to
be considered particularly the duty of every
man to keep sober on that day. It used to 'be
considered the duty of every ono, too, to forgive
all enemies and forget all feuds and.quarrels on
that day. It was a day of general reconciliation
and peace and good will. If it could be so ob
served now it would exert an excellent influence
upon publi,3 morals and happiness. Gratitude,
forgivoaess, charity and kindness are ennobling
virtues, and if Thanksgiving Day and its enjoy
ments will bring them fully la exercise in every
household it will be the beet day of the year.
The organization of the House of Representa

him will readily recognize his fitness and his
claims to the Speaker's chair. There aro other
good Democratic members from Pennsylvania

a new work, under the title of " The Modern

and the difficulties to be encountered before the
discovering of any essential truth in either of
them, will be set forth in his best manner. The
author is one of the most admirable satirists of
the domestic absurdities and infirmities of the

NEWS FROM JAPAN—HOW THE ENG-
L./1M damp RECEUVED.
The following article from the London Time
of the 18th of October, will be read at this time
with considerable i 'tereet :
It appears that Her Majesty's ship Sybille,
bearing the broad pennnant of Ron. Commo
dore Elliott, departed lately from the Chinese
station on a cruise toward the north, and as she
was likely to touch on the Japanese coast, and
the services of a real interpreter happened to
ho attainable, this aesistanos was duly seonred,
Mr. Adonis Riekmarre, the functionary in ques
tion, though by extraction a Japanese, seems to
have been for some time employed in the office
of the Friend of China, one of our colonial
j inrnals ; but upon uplication being made to
him, he evinced his readiness to return to Japan
in-the Sybille, and make himself useful as an
interpreter when occasion required. To the
conditions thus arranged a stipulation was ad
' ded on behalf of the journal referred to, that
Mr. Riokmarle should be at liberty to furnish it
with some accounts of the voyage, and accord
ingly the Friend of China published a certain
communication giving us the view of which we
speak. That ilia very extensive is more than we
can say, but on such a subjeot every piece of in
formation has its attractions.
Oa the 28th of April last, the Sybille was off
Hakodadi, a port on the Japanese coast, with
the Hornet and Bittern at anchor near, and, as
usual, a boat put off from the shore to inquire
into the character and designs of the stranger
vessel Three Japanese officials, with a Dutch
interpreter, were presently on board, and an in
terview ensued, which was followed next day by
some boats' loads of fresh provisions, offered at
extremely low prices. Oa the same day, which
was Sunday, the Commodore, with most of the
officers and the interpreter, went on shore, and,
in ROMO respects, was allowed poneiderable lib
arty of movement. The party was permitted to
walk in groups of twos and threes through any
street of tie town at their pleasure; nor was
any opposition offered to their visiting temples,
or emending an eminence commanding a good
prospect of the whole town. fiere, however,
their opportunities ended, for they were not al
lowed to enter any house, and all such purchases
as they deared to make had to be made at a par-
Gooier stall, to which the goods were brought
from the shops. Nearly all the shops, more.
over, wore shut up, so that there was not much
to be seen. The parties were accompanied du
ring the whole of their promenade by Japanese
policemen, the Commodore's suite, in particular,
being attended by a Mandarin of quality. All
that could bo reported, therefore, of Hakodadi,
was, that it appeared slightly built, the houses
being mote ly of' wood.
Three days later, however, the Commodore
and suite again landed, for the purpose of hav
ing an interview, by appointateut, with the GON ,
crnor of the place, and here we o tato o slight
gllmee of a Japanese interior Tho Governor's
house was approached through n temple, be
tween the first gate of which and the entrance
of the first room of the house about 70 guards
were ranged on two bides. Those on ono side
wore armed with spears seven feet in length,
while those opposite apparently carried firelocks
of some description or ether, though, as the
locks were covered up, the interpreter, who, at
this stage of the affair, eriows some closeness of
observation, remarks that they could not tell if
they were flint or matob. Between the first and
the second rooms were arranged other rows of
guards similar to the first, and then appeared
the flail of Audience. Oa the loft of tine ball
was placed a long seat for the officers of the
Sybil e, a separate seat being reserved for the
Commodore and his Secretary, and opposite was
hie exeelleney the Governor, behind whom were
ranged some Japanese officers in due order. In
these features there is no great novelty, but it
is noticeable that a reporter, described as
" stooping on the fluor with a copybook," was
present to exercise his funotione. In the con
versation which ensued, the Governor asked how
lung the war (i r between Russia and the Al
lies.) was like y to continue, and also for intelli
genes respecting the civil war in China, and in
particular whether the rebels bad taken Pekin .
Then followed some talk about octal, which
"several of the Japanese officers said they bad
never seen ;" and the interview concluded with
warm proteetations of cordiality on the part of
the Governor.
Such is the purport of the most recent account
received from the Empire of Japan. correspond.
tog in meet of its features with those previously
obtained, rind showing that the jealousy of for
eigners, though not accompanied with any acts
of hostility, or earn of positive inhospitality,
remains unabated. Usages not dissimilar exist
ed in the neighboring empire of China, where
strangers were regarded with similar, though
less rigorous suspicions, although, an in our own
case, they might conduce largely, by their deal
ings'', to the commercial prosperity of the coun
try. lint the Unities° have now broken away
eousiderably from their ideas of seclusion. Not
to mention the course of the civil war in that
empire, which, obscure as it may be in some
respects, is evidently tending to important inno
vations, vast numbers of Chinese have emigrated
to the gold regions, and jostled with the miners
of other countries in the pursuit of gain. Ja
pan, however, still maintains its excluai•enees,
and presents the singular spectacle of an isolated
State among the tinny communities of the world.

build the Gettysburg road. One to grade and
bridge the direct route to Llanover for the sum
of $145,000—5145,000 in cash and $20,000 in
stock ; the other, to grade and bridge the route,
v.a Oxford, for $105,000—585.000 in cash and
$20,000 in stock. The direct route is the shorter
by n mile or more, but will require heavier grad
tog and bridging. The contractors propose lo
eating the route definitely with a view to ascer
tain to what extent releases for the right of way

There are, I see, some doubts expressed
about tho advent of a new ambassador from
Russia. but I repent that it is a fixed fact. Ile

confidential communication from the Czar, of
the most important character, relative to the
terms on which alone Russia will consent to a
peace. What I now state will be known to the
public in a few weeks. Russia mediated be
tween Groat Britain and the United States, now
the U. States may mediate between Russia and
the Allies. She does not ask American media

her terms, which, as I stated in a former com

classes of France and England will clamor for
their acceptance as soon as they are generally
understood.

Msohln• for Distributing Typ•
The- Tribune. givews dem,, Iptionmf a very beau
tifal, ingenious, and so far as tested, very suo
ooesful machine for Distributing, or returning
type to their boxes after tb. printing is com
pleted. The inventor is Mr. Victor Beaumont, of
New York City, a scientific and eleitful mechanic
who has labored .or a considerable time to Over
come all the practical difficulties, and has now
produced and rut in use at the Tribun, office a
fall sized machine capable of distributing thirty
lines of the brevier type of that paper in three
minutes. The machine is autmatio, and dis
tributes with perfect accuracy everthing but
two-m and three-m quadrats without any atten
dance except to supply the matter at short inter
vals. The types are carefully picked apart, and
are left standing in lines suitable for a typeset
ting machine, or tumbled unceremoniously into
boxes, as may be desired, the tatter being easier,
as requiring less labor and care in their removal
by the attendants. The principle on which the
machine is able to discriminate and put each type
in its appropriate place, is that of feeling, not the
face, tint the sides of the body. Each typo is
prepared expressly for the purpose by cutting
three nicks on ice edges, differently arranged for
each letter. The lector a, for example, is manu
factured with three nicks, milled one, two and
three, counting from the highest; c has one, two
and four; b has two, three and five, &o. The
channel leading to each box is provided with a
mouth of the same form, carefully executed in
hardened steel to withstand the wear, and the
lines of typo are passed up successively against
all these channels until the right one is present
ed, when the first typo in the line pope in, leav
ing the next to commence a similar round. The
receiving channels are arranged in a circle,
faces inward, and the lines of type to be die
tributed are ranged radially in a horizontal
wheel of somewhat lesi diameter. This wheel
Is properly geared and rolls around within the
incloeure, presenting each type rapidly but gent
ly to every aperture. The lines are thrust out
ward in the wheel by suitable springs, which
are simultaneously compressed by a simple
movement when it is desired to supply more
matter. In working out the details of this ma
chine the most beautiful simplicity bas been ar
rived at, and every type is a iz-d on entering its
proper channel by a spring lever of sufficient
force to tear it from its fellows, however afice
eive may be its alkaline and inky bond. A Min
ilar lever guards the exit of each type from the
wheel, end the hold is slackened only during
the instant it presses fairly against the steel
mouth of a channel for its reoeption. Thirty
lines are received at once in the wheel, and the
machine has been for several months in opera
tion without iv:peering to wear or othe.wise in
jure the sides of the type. The nicks cause a
slight annoyance by eatchinglhe rule In:Dotting,
but this Oil will probably be cveroome by prac
tice. The Tribune considers that the machine
deserves a very high degree of attention and
promises a great economy in the business of
printing —Ploiadelphia Sun.
Important D.elelon to Steamboat Men
On Wednesday morning (24th teat ) in the
United States District Court, in ecaaion at St.
Louis, Judge Wells delivered an opinlon in the
ease of the Memphis Insurance Company vs.
°Aver Garrison and Daniel It Garrison, which
is of considerable importance to steamboat
owners and merchants. T..e following is a
statement of the case and the decision, v.::
In the year 1899, n large amount of cotton,
three hundred and eighty eight boles, valued tat
$16,200, was shipped at Memphis and other
points in Tennessee, for New Orleans, on the
steamboat "Convoy," of which the defendants
were owners A bill of lading was given by the
boat, under which the oott .n was to be carried
and delivered—.. danye.a of (Iv ricer only except
ed." The boat and cargo with it, in the month
of February, worn destroyed by fire, which it
was admitted did not arise from any fault of the
master, crew, agent or owner of the boat.
The Memphis Inaurance Company bad Insured
the cotton against " lose of fire." They paid
the lose and brought thie snit artlnat the owners
of the boat to recover the value of the cotton,
claiming to be equitably subrogated, or entitled
to all the rights of the original owners of the
cotton.
The Court hold :
let. That the complainants were entitled to
cue in equity, to recover, if the defendants wore
liable
21 That the exception in the bill of lading,
of •• dangers of the river only," did not include
are—fire was not a danger of the river, 'within
ibe meaning of the bill of lading, although it did
not proceed from any fault or negligence of those
mannging the boat. A decree was actoordingly
rendered against the defendants for the value of
the cotton
This decision is highly important to our coin
meroial people generally, and will occasion much
comment among steamboat owners and others,
north and South. The oaso bangs upon a very
moo point, and perhaps a majority will not be
willing to admit the distinction made between
dangers of the river and danger on the river
The question will doubtless be carried to the
Sept - Noe Court of the tialted Statos.—Cmcinnatt
