Swindling liii ' iszeinee Gonapaniesi.
We cautioned the pubilc the other day to be on their
guard against swindling intturancecompables in general,
and the Nei York Tontine in partlettlar. The follbilng,
which we ropy from the Albany Eberstrig i Journal, of Mon
day, makes a rich exposnre of the manner by which this
fraudulent concern obtained a capital of two hrifidied theirs:
and dollars to swear by:
Comptroller Cook having reason to believe that the Ton
tine Insurance Company of the city of New York was In
adequate to a proper discharge of ire duties it had assumed,
ordered an investigation into its aff..irs. The report of the
Commissioner, Mr. Barnes, Is given in another column.
The report renves this .Company, like several others recent
ly exposed, to have been tuneacting baldness without capi.
tat. To enable them to tales the required oath, the Company
borrowed John Thompson's check for $200,000, for the use
of which, for a few days, they agreed to pay $2,500. When
the ce. allude was prom:m .o ,AG berrowed capital was with
drawn, and the ComptitiY proceeded to transact business, to
appoint agents and issue policies without a dollar in its
treaeury. And now, after being in operation Mx months,
their books show a capital,lu mortgages, be., of $6,000, with
liabilities exceedingllo,ooo.
It appetite by the testimony , of Robert IL Lowry, }eq.,
Cashier of the Bank of the Republic, and of John Thomp
son; Eesi , that on the 12th day el May, MU, the sum of
$200,000 was deposited in said Bank to the credit of the
.Tontine Insurance Company, and dust the same was drawn.
out by several thanks on the 14th, 16th, and lath day. of
Stay last. The credit consisted of the cheek or checks of
John Thompson, and at the time the same were deposited,
an agreement was made by the parties with the Bank that.
the money , shout t not be drawn out by the Company, anima
the chocks were endorsed by Mr. Thempson. The arrange
ment was simply a nomirud, loan of money.for a few days
to the Company for the stipnlated compensation of $2,000
or $1,00% amithe checks of the Company for $200,000 were
given to, Mr. Thompson at the same time that the deposit
was made in the Bank to the credit of the Insurance Com.
pony, leaving it in the power of the lender alone to draw
the money from the Bank at any moment after the loan
was made. .
This Company, , herefore, at the time of its ormuillatJon,
wan not povermel of a cent of capital, but was indebted In
the earn of $2,500 for the use of the money borrowed by
thew, deposited by thorn to the Bank of the Republic. The
Comptroller is making thorough search work among the
fraudulent Insurance Companies which, but for these fear
less and reasonable exposures, would have carried wide
spread toss and enffertng throughout the State.
A further history of the affair shows that John Thom!),
son was to ruNdre $2,500, for the loan of his check for a
aufficiont length of time for the Company to organize, when
the money was to be withdrawn by Thompson, and In Just
four days after the loan was made, the money was drawn
out by him.
