The statement that the secretary of war has

said to be not correct. The whole matter has

TILE FOREIGN NEWS
The last advises from Europe show that the
Allies are now carrying on the war with consid
erable vigor, and will probably in time get pos
session of the whole Crimean -peninsula. The
supplies to the Russian army in that peninsula
will have to reach them by tho route of Perekop

isthmus. that connects the peu:nsula aith the
Main land. If the AllieJ get pos_tc.atlion of that

closed, and command all the routes by which its
supplies can be recessed. The naval forces of
the Allied give them' a vast adventsee in the
struggle in the Crimea. But if they attempt to
push further into the intcrlor of the RUNIALI

CATIIEDRAL. —The new Cathedral in this
city, is the lar C g,est church on this continent,
with one exception. The Notre Dame of Mon-
treal, we are told, le the only one that is larger.
This Cathedral, too, when finished, will be the
most splendid church in the country in its style
of architecture, and in the excellent good taste
which is throughout manifest in its design, Its
workmanship and finish. We thought when the
stone church on Grant street, St. Peter's, was
finished, that nothing could expel it ; but the
vast magnitude of the Cathedral, its perfect
proportions, and its beautiful finish makes it
excel anything we have seen. When the two
towers of the Grant street front are.comple
ted, Its external appearance will equal its
interior. We understand the tower on the cor
ner of Grant and Fifth streets will be 180 feet
in height, and will have on it a chime of belle,
and a large clock that can be seen over the
greater part of the city. The interior is now
nearly completed, and it is to be dedicated next
Sunday.

visit the Cathedral on Sunday next, and thereby
intentionally and pecuniarily assist Catholics.
We hope the author may not be found prying
around on that day, or begging free admission.
There is little danger that the glorious cause of
Foreign Missions or Bible Societies will flag, if
Protestants are found within a Catholic temple
from whatever motive, for one day in their lives.
The oontracted spirit manifested by " Consisten

with the fault, and that there is no instance
of a party shrinking from its principles and
manifesting a desire to compromise them for
some apparent advantage that in the long run
the 'disadvantages of an abandonment of its
purity is not felt in its inmost core. Such would
now seem to be our condition in so much as for
the purposes of amalgamation we have allied
ourselves in principles and practice with our
opponents. As oil and water are incapable of
mixture without adding some neutralizing in

character of the one or the ober, so is it im
possible for Democracy and Whiggery to coalesce
unless io the formation of a neutral political

There is no doubt that there have been many
wise and good men in all political organizations
who have seen, or thought they had seen, a year
of millenium approaching, in which none but the
wise and good were to receive public promotion,
in which all differences were to be sacrificed
upon the altar of pure patriotism, and a feast

That fusion will brood confusion must now be
obvious to every one, that we cannot fuse with
the Whigs without yielding to them, is day by
day becoming apparent ; and that if we would,
we should gain anything in the end is yet to be
demonstrated.
What are we? Democrats in principles and
action. We profess principles not merely dia
metrically opposite to theirs, but principles
which they cannot recognize without ceasing to
be Whigs. We go for the largest liberty, for
the entire confidence in the people, for a licolttd
construction of constitutional powers of the
Union, for the rights of the States sacred and
inviolable, for the extension of our territory by
every means that tends to our country's great
ness and is consistent with the good faith on
which depends her glory. We claim that all
aggrandizement, whether by conquest, by pur
chase or by treaty, creates territory in which all
the States have an equality of rights; that each
State and its inhabitants is entitled to occupy
and purchase in all our territories, however ac
quired, and to transport property or person to
the same without the passage of any laws pro
hibiting the exercise of the right of emigration,
accompanied by every citizen with such chattels
as he may claim a property- in as a citizen of the
State from which he emigrates ; and that when
territories are admitted as States, guaranteeing
to them a republican form of government, they
have a right to designate what shall, and what
shall not, be considered as the subject of private
right or proprietorship, without any interference
of Conzress; that such interference is a viola

of each State to govern itself, and is not the
subject of permanent compromise or lasting

another question paramount to this, if not in ab

Tho Conncil met, and by introducing, discussing

contradicted the very idea in which the party
had its origin. The Know Nothing organiza

of the excitement caused by the repeal of the

the organization Was not antagonism to slavery,
but antagonism to foreigners. A. party coming

by the very act of doing so, that, in its opinion,
the question of slavery was subordinate in pro

the best lawyers in the State, and is a sound
and staunch Democrat. With a few such men in
the legislature for a year or two, the character of
our State legislation would no doubt be im
proved. What is greatly needed is some well
considered general !awl; that will render so much
special and local legislation as we now have un
necessary. At the last session 684, bills gore
passed, and probably not one-twentieth of them
were public laws. If Mr. Foster and a few
more of his character and ability are elected we
shall look for a cure of this evil. A few well
considered general laws would answer all the
purposes of the annual mass of enactments that I
encumber our statute books.
