This body met at Harrisburg on Wednesday last
and organized by sleeting Dr. W. J. A. Birkey
president, and the usual number of vine presi
dents and secretaries. Thirty-one delegates
were in attendance. A resolution was passed
resolving to support no other than open nomina
tions; and also recommending the - bolding of a
National Convention in Wilmington, Delaware.
Upon the whole the proceedings appeared to be
tame and Spiritless. It is evident that the Na
tive American party has been swallowed up by
the - great Sanhedrim of Know Notbingism.

ANOTHER EFFORT FOR PEACE
The last news from Europe informs us that
tha conference at Vienna is about to Le re-open
ed, and another prejtot submitted by Austria
for the settlement of the war questions between
Russia and her foes. It is manifest that Eng
land desires peace, and will willingly forego any
advantages that can possibly be obtained by her
arms rather than carry on so expensive and dis
astrous a conflict further. Louis Napoleon may
be less peacefully inclined. Ito needs a victory
—a triumph of arms, to satisfy the French peo
ple. To conclude an unsatisfactory peace after
an unsuccessful war would endanger his throne.
In 1812-13 a vast French army was destroyed
In Russia. In 1815 a Russian army entered
Paris in triumph. If in 1855 another French
army is to retire from 13.ussion territory without
any laurels won, the French nation can no
longer claim to be the first military power in
Europe. The spirit of "la belle France" will
hardly brook such repeated failures in the con
flict with "barbarians," as they choose to call
the Russians.
But it is not probable that the negotiations
for peace can be successful. The reduction of
the Russian naval force in the Blank Sea is posi
tively refused by the Czar; and he offers no
concessions that indicate a doubt of his power
to contend with all Europe combined. The
prestige cf Russian power is unbroken ; no for
trees is lost ; no signs of exhaustion are mani
fest; no strong desire far peace appears on the
part of Russia. It seems evident then that the
Allies must conquer peace if they would have it,
and it will take years to do (bat. Russian ar
mies have been many times defeated: Russian
territory has been many times invaded, and its
cities destroyed ; but for two centuries that em
pire hoe come out of no war hut with honor; and
concluded no peace with the loos of a province,
or with any humiliating terms. That empire
has been engaged in many wars since the time
of Peter the Great, and has suffered many dis
asters and defeats ; but the conclusion of nearly
every conflict has added new provinces to its
vast domains. A long wsr with Sweden resulted
in the conquest of one-third of that kingdom.
Two-thirds of the kingdom of Poland have been
added to the empire. One•third cf the territory
in Europe formerly ruled over by Turkish Sul
tans is now annexed to Russia. Circassia and
Georgia have been partially subdued. Whole
provinces have been wrested from Mantehooria
and the Chinese Empire. Every wnr has result
ed in permanent conquests, except the war with
Napoleon, and that ended with a Russian army
in Paris. No wonder the western nations are
alarmed at the onward strides of such a power;
and demand a reduction of its means of aggres
sion and conquest. But will such an empire,
with such a history, consent to give up its ships
of war, and dismantle its fortresses in order to
quiet the apprehensions of surrounding nations.
History furnishes few examples of such magna
nimity, and Russian history none.
It seems certain then that the Czar will not
voluntarily consent to any reduction of his ships
in the Black Sea, or of his fortresses and maga
zines upon its coast • and without each a reduc
tion the war will have been fruitless to the Allies,
an 1 peace disgraceful. Where, then, is the
chance for peace until Russia is crippled and
bumbled by arms ? Can that be done?

bers of Congress from the First District, New
York, was convicted in the Queen's County Ses
sions of kissing Mrs. Mary Fanfold, a rather
"attractive looking" married lady, aged about
twenty five. The legislative Lothario, accord
ing to the reporter, '• is a leading physician iu
the town of Flushing, and is a fine looking man,
standing about six feet two Inches In his stock
ings, and does not look like a person ao3ustomed
to have his salutations resented by his fair pa
tients. He has a high, bold foiehead, rather
handsome features, and sports a moustache and
Imperial. He was carefully, not to say elegantly
dressed. It was his weakness, like Byron's,. to
hate hie neighbor and to love his neighbor's
wife."
COAL AFLOAT.—Eight tow boats started down
the river, yesterday, with coal barges in tow.
The Tigress took five barges, containing about
eleven thousand bushels each, making fifty-five
thousand bushels. The other seven boats pro
hably took each about the same quantity. In
all, this would make four hundred nod forty
thonaand bushels. By seven o'clock last even
log six pairs of floating coal boats had also left,
containing over eighty thousand bushels. Be.
fore seven o'clock in the evening, then, more
than half a million bushels left for the lower
markets. The steamboats were also loading
with heavy freight?, and there was a very lively
appearance of business on tho wharf. This rieo
in the river is most favorable for our coal men,
our manufacturers, and our merchants.
STATE CONVENTION OF NATIVE AMERICANS -
Ilzavr FLEnces.—Gen. John M. Goe, of Jef
ferson township, Fayette county, clipped recent
ly from a four year old French Buck a fleece
that weighed 24 pounds. The fleece woe of 20
months growth. The carcase of the buck weigh
ing 228 pounds. A French ewe belonging to the
same, gentleman produced a fleece weighing 26
pounds, and her carcase weighed 140 pounds.

A fatal duel is reported to have taken place in
New York, in which the challenger, a man
named Leavenworth, was killed, and his antago
nist, named Breckenridge, who is a eon of lion
J. C. Breckenridge, of Kentucky, received a se
vere wound. The quarrel was about some of
fensive remarks of Breckenridge at a club room.
At the administration of the Lord's Supper,
by the Rev. Mr:Wisliarti at his church in New
Athens, Harrisoncounty , a few Sabbaths since,
he debarred all Know Nothings from participa
ting in the ceremony. lle took the position
that a person could not be a Christian and an
honest man and at the same time a Know No
thing.

It was intimated in ono of the Cincinnati
Courts the other day, that the fact of the mar
riage of any lawyer within a period of three
weeks (tto old honeymoon under the Common
law) would be a valid ground of application for
the postponement of any case in which such
lawyer may hava been engaged. Bachelor
practitioners may fad it useful to file this item.
The people of Michigan City, Michigan, last
Saturday - gutted the Railroad House, kept by a
man named Childs. He was long suspected of
keeping a disreputable place, and a few days
previous a young Scotch girl (who was hunting
a young engineer to whom she was engaged to
be married,) was inveigled into it, drugged, and
her person outraged. When the facts became
known the people turned out and tried to seize
Childs, but he escaped out of a hack window .
They then demolished the furniture and gave the
other inmates notice to quit.
Mr. T. D. Blair, mail agent, was arrested in
New Orleans, on the 28th instant, by the Coifed
States Marshal, by virtue cf a warrant issued
on the affidavit of LJ. McCormack, Es char
ging him with opening letters in the post cffice,
contrary to the laws of the United States. This
accusation is based on n recent charge of Jud g
McCable to the Grand Jury, wherein the Judge
held that mail agents- who were guilty of open
ing private correspoudenco, after it had been en
trusted to the custody of the Post Office, no mat
ter what the motive, subjmted themselves to
the penalty of the law. Mr. Blair gave hail
in the sum of $l,OOO for his a'pearance before
the Grand Jury.

Fearful Accident at the Walnut Illlle
Tunnel—Five ➢len Killed.
About live o'clock yesterday morning the fall
of a portion of the roof of the Walnut 1111 , s
Tunnel killed five men and badly irjored anoth
er. The names of those killed are as follows:
James Pierce, overseer of the excavators on the
north end of the tunnel, a single man; John
Collins, a single man ; Patrick Hagerty, notr
vied, and father of one child; Philip Dcrise, a
single man. James Coleman, the itjared man,
was severely hurt about the head and chest.
There were eleven persons at work in the tun
nel when the accident °courted. The five who
escaped at once set about digging out their com
rades. The persona killed met death instantly,
and were so completely crushed that they did
not utter a groan
There was nothing previous to the fall of
earth to give the slightest warning. The caving
in was about six hundred teet from the northern
end of the tunnel, and about fifty feet below
the surface of the earth. There aro no external
indications of a break. The are}, had not lee
extended over the place where the fatal fall
took place. The material through which the
tunnel is being perforated is nearly as bard,
when first exposed to the air, as limestone, but
in course of time crumbles and falls. The ex
clvation where this accident occurred has been
made some cighten months, and the roof sus
tained by wooden supports. From the best in
formation wo could gather, we suppose suffi
cient care was not exercised in removing the
timbers, preparatory to walling and arching.
Mr. Gest, the Chief Engineer, states that he
had sought to impress on the men the necessity
of using the greatest care in removing the tim
bers used as props to support the roof prior to
arching. The amount of damage done to the
work is very small, and, were it not for the loss
of life, would be a matter of but little import
ance. Mr. Pierce is represented to us as
having been a man of groat courage and Rerse•
veranoe. and has prob4bly lost hie life by ven
taring further than prudence would have dic
tated. An investigation is being held in re
gird to the causes of this dreadful calamity, be
fore Esq. Copeland, of Walnut Hills, who is offi
ciating as Coroner. Dr. Menzies being absent
from the city.

bruie.ers. He worked for them, lived for them,

nil, sir. lie died of a street debt, upon which
be expended his strength every week, in throw

We thought of Hayden, the historical painter,
and the puddle of Wick blood that ran out from
under the door of his studio, where at the foot
of one of his pictures the weary artist disembar-
I reseed himself at once of debt and life with the
friendly pistol. What a frightfut record of the
consequences of debt was the whole history of
this I,ril:iint and enthusiastic Englishman's
, career ! It was, to be sure, needlessly aggrava
ted by one of the curses if British society—the
L mdou Attorney executing the law of contracts,
and with his scoundrelly coats doubling the
weight of every obligation put into his hands for
collection. Yet no man can read Ilaydon's life,
with the conviction that his misfortunes and
suicide were due to the debt, the rolling of which
while he could roll it, was the poirion of his life,
and which finally grew too gru ,t for his strength.
It rolled back on him and killed him. The pis
tol ball which shattered his noble head, was but
the minister of his debt.
There is now at our hard the written life of
the great orator, Sheridan., llow its shipwrecks
and ire closing sorrows and shames were the con
sequence of Lie life long indebtedness! It cost
him hi. Feat in Parliameut—threw him out of
Drury lone—cast him into prison--sent him to
the pownitAliers--sowed the Seeds of domestic
discord—drove Lim to hard drinking, and final
ly broke down the ornament of the British Sen

An iuportant case, seriously involving the
post titles system of the United States, is now
in progress at New Orleans. Mr. W. 0. Ken
dall, the postmaster of that city, is arraigned on
various eitarges of eml,tzzlemeut of money from
lettere. Respecting the truth or falsity of this
uceusetion, not at present intend to say
anything, but one fact has come out in evidence,
in the course of the preliminary hearings, which
deserves general attention. This is, that the
eecrot agents of the post office are in the habit
of opvning letters passing by mail, on pretence
of ascertaining fraud. In one case it has been
clearly shown that this practice was used for a
political purpose, and we allude to it now to say
that the same suspicion is abroad in this State.
We do not believe that the Postmaster General
is privy to thees doings; for it appears that the
secret agents at the Southwest who have been
thus txposed are eccessioniets, and were gratify•
jug their own personal hostility to the Union
men. In this State, political letters have been
repeatedly lost or stolen from the mails in the
most unaccountable manner, anti their contents
villainously published in partizan newspapeis.
That the secret agents, or rather post office
spies, do open letters, and for that purpase have
keys of the mail bogs, is a fact well ascertained,
and with such a power in their bands, the temp•
lotion to use it for politioal ends is too great for
men of weak morals, as unfortunately too many
government officers are. The practice is in di
rect.
.contravention of the laws, and without war
rant of any kind. It is too great a stretch of
power to be quitly tolerated in a free republic,
placing, as it must, the workings and secrets of
all the important affairs of the country at the
mercy of the government. In the hands of cor
rupt and wicked men, such a practice is fraught
with mischief to everybody, for what is used for
peliiic.ilperpsf , es to thy, may serve private mal
ice, or intrigue, or copsility to morrow, end the
important secrets of the merchant, the trader,
the inanuficturer, the lawyer, and the editor,
are all thus et the mercy of men who may be
honest or dishonest, necording„ as the govern
ment chanties to light on . proper or improper men.

Relief Notes.
An attentive correspondent at Harrisburg
sends us a copy of the several sections of the
laws of this State having refereece to the cancella
tion of "Relief" notes. The one hundred and sec.
and Emotion of the Alt of April 13, 1853, is, how•
over, the ouly one of any important bearing. It
provides that from mid after the Ist day of
July, 185,5, it shall not tie lawful for any Bank
in this Commonwealth to pay out said notes at
their counter, or us , them in any manner in the
transaction of their business, nor shall County
Treasurers, Toll Collectors, or any other receiv
ing officers of the government pay out said notes,
but they shall cause them to he delivered to the
State Treasurer, who shall receive them for
debts duo the Commonwealth, or redeem them
in par funds, and shall cause them to be can
celled and destroyed in the mannt r provided in
the foregoing sections of this Act." It will be
seen from this that the II Inks, County Treaeu
revs, Toll Collectors, and all receiving officers of
the Commonwealth are forbid paying out any
"relief" notes; but as the section requires them
to pay them over to the State Treasurer, who bi
required to receive and oancel them, the natural
inference is that all receiving rfficers of the State
government are required to receive Him in pay
ment of debts due the Of mmenwealth. Such.
however, seems not to be the. interiretatien of
the.law, as we understand our County Treasurer
refuses to receive "relief" notes in payment c f
State taxes. The consequence, we suppose, will
be that this trash will gradually be'ome morn
and more depreciated, shuffled from hand to hand
and refused by the Treasurer, until it rots or
wears away, should not the Legislature interfere
for its redemption.
